SITUATIONAL REPORT NO. 22 RE:

EFFECTS OF TAAL VOLCANO ERUPTION
19 JANUARY 2020, 0500H

Source: PDRRMC Member-Agencies/ LDRRMOs

I. SITUATION OVERVIEW

12 January 2020
 As of 1430H, from Alert Level 1 (abnormal), Tall Volcano alert status was
raised to Alert Level 2 (increasing unrest).

 OOA 1600H, from Alert Level 2 (increasing unrest), status was raised to Alert
Level 3 (magmatic unrest).

 OOA 1930H, from Alert Level 3 (magmatic unrest) status was raised to Alert
Level 4 (hazardous eruption imminent.

 As of 1500H, Batangas PDRRMC Emergency Operations Center is activated

into RED Alert Status.

 Taal’s eruption resumed immediately with weak sporadic lava fountaining

and hydrovolcanic activity at the Main Crater that generated steam-laden
plumes approximately 2km tall.

New lateral vents were observed to have opened up on the northern flank
where short 500m lava fountains emanate. Since the last update, heavy
ashfall from the ongoing eruptions of Taal has reportedly fallen southwest
of the volcano island in Cuenca, Lemery, and Taal, Batangas. Fine ashfall
can cause irritation and breathing problems especially among the elderly
and children. Long-term exposure may be harmful to respiratory health. In
addition, areas of ashfall have also experienced sulfurous smell which can
also cause irritation. Affected populations are advised to avoid inhalation
of ash and use N95-grade facemasks or wet cloth or towel when going
outdoors. Motorists are advised to drive with extreme caution as ash can
cause poor visibility and, when wet, can make roads slippery.

The Philippine Seismic Network has recorded a total of one hundred forty-
four (144) volcanic earthquakes in the Taal region since 1:00 PM, January
12, 2020. Forty-four (44) of these earthquakes were felt with intensities
ranging from Intensity I – V in Tagaytay City; Alitagtag, Lemery, Santo
Tomas, and Talisay, Batangas. Such intense seismic activity probably
signifies continuous magma intrusion beneath the Taal edifice, which may
lead to further eruptive activity.

 Taal Volcano’s eruption has been characterized by continuous magmatic

and hydrovolcanic activity. Lava fountains generated 800-meter tall dark
gray steam-laden plumes that drifted to the general southwest.
New fissures or cracks were observed in Sinisian, Mahabang Dahilig,
Dayapan, Palanas, Sangalang, Poblacion, Lemery; Pansipit, Agoncillo;
Poblacion 1, Poblacion 2, Poblacion 3, Poblacion 5, Talisay and Poblacion,
San Nicolas. A fissure was also documented across the road connecting
Agoncillo to Laurel, Batangas.

The Philippine Seismic Network recorded a total of forty-nine (49) volcanic

earthquakes in the Taal region from 2:00 AM to 10:00 AM today. Seven (7)
of these earthquakes were felt with intensities ranging from Intensity II to IV
in Tagaytay City. The intense seismic activity coupled with fissuring on the
caldera region likely signifies continuous magma intrusion beneath the Taal
edifice, which may lead to further eruptive activity.

 For the past 24 hours, Taal Volcano’s activity has been characterized by
continuous but generally weaker eruption of the Main Crater due to
magmatic and hydrovolcanic processes. This ongoing eruption generated
dark gray steam-laden plumes that reached approximately 1000 meters
high and dispersed ash to the southwest of the Main Crater.

New fissures or cracks were observed in Sinisian, Mahabang Dahilig,

Dayapan, Palanas, Sangalang, Poblacion, Mataas na Bayan, Lemery;
Pansipit, Bilibinwang, Agoncillo; Poblacion 1, Poblacion 2, Poblacion 3,
Poblacion 5, Talisay and Poblacion, San Nicolas. A fissure transected the
road connecting Agoncillo to Laurel, Batangas.

The Philippine Seismic Network plotted a total of four hundred sixty-six (466)
volcanic earthquakes since 1:00 PM, January 12, 2020. One hundred fifty-
six (156) of these were felt with intensities ranging from Intensity I – V. Since
5:00 AM on January 14, 2020 until 5:00 AM today, there were one hundred
fifty-nine (159) volcanic earthquakes and twenty-eight (28) of which were
felt with intensities ranging from Intensity I – III. Such intense seismic activity
probably signifies continuous magmatic intrusion beneath the Taal edifice,
which may lead to further eruptive activity.

Sulfur dioxide (SO2) emission was measured at an average of 1686

tonnes/day on 14 January 2020.

 Alert Level 4 still remains in effect over Taal Volcano. This means that
hazardous explosive eruption is possible within hours to days. DOST-
PHIVOLCS strongly reiterates total evacuation of Taal Volcano Island and
high-risk areas as identified in the hazard maps within the 14-km radius from
Taal Main Crater and along the Pansipit River Valley where fissuring has
been observed. Residents around Taal Volcano are advised to guard
against the effects of heavy and prolonged ashfall. Civil aviation authorities
must advise pilots to avoid the airspace around Taal Volcano as airborne
ash and ballistic fragments from the eruption column pose hazards to
aircraft. DOST-PHIVOLCS is continually monitoring the eruption and will
update all stakeholders of further developments.
 As reported, Pansipit River subsided and silted.

 Taal Volcano’s eruption has been characterized by continuous magmatic

and hydrovolcanic activity that generated 700-meter tall dark gray steam-
laden plumes that drifted to the general southwest.

In addition to the previously identified fissures in Lemery (Sinisian,

Mahabang Dahilig, Dayapan, Palanas, Sangalang, Poblacion, Mataas na
Bayan), Agoncillo (Pansipit, Bilibinwang), Talisay (Poblacion 1, Poblacion 2,
Poblacion 3, Poblacion 5) and San Nicolas (Poblacion), new fissures were
observed in Sambal Ibaba, Lemery. Drying up of portions of Pansipit River
has also been observed. Furthermore, newly acquired satellite images

would show that the Main Crater Lake (MCL) has been drained and new
vent craters have been formed inside the Main Crater and on the north
flank of the volcano.

The Philippine Seismic Network plotted a total of five hundred twenty (520)
volcanic earthquakes since 1:00 PM, January 12, 2020. One hundred sixty-
nine (169) of these were felt with intensities ranging from Intensity I – V. Since
5:00 AM to 4:00 PM today, there were fifty-three (53) volcanic earthquakes
plotted and twelve (12) of which were felt with intensities ranging from
Intensity I – III. Such intense seismic activity probably signifies continuous
magmatic intrusion beneath the Taal edifice, which may lead to further
eruptive activity.

Alert Level 4 still remains in effect over Taal Volcano.

 Taal Volcano’s activity in the last eight (8) hours has been generally
characterized by weak emission of steam-laden plumes 800 meters high
from the Main Crater that drifted to the general southwest. A total of nine
(9) discrete weak explosions were recorded by the Taal Volcano Network.

No additional fissures were mapped and reported. Existing ones are in the
identified barangays of Lemery, Agoncillo, Talisay, and San Nicolas in
Batangas Province as indicated in the January 15, 2020 5:00 PM update.
Receding of Taal Lake water has been observed in Talisay, Laurel,
Alitagtag and Lemery in Batangas Province.

The Philippine Seismic Network plotted a total of five hundred ninety-five

(595) volcanic earthquakes since 1:00 PM, January 12, 2020. One hundred
seventy-six (176) of these were felt with intensities ranging from Intensity I to
V. Since 5:00 AM to 3:00 PM today, there were thirty (30) volcanic
earthquakes plotted, including one (1) earthquake which was felt at
Intensity I. This signifies continuous magmatic intrusion beneath the Taal
edifice, which may lead to further eruptive activity.

 Alert Level 4 still remains in effect over Taal Volcano. This means that
hazardous explosive eruption is possible within hours to days. DOST-
PHIVOLCS strongly reiterates total evacuation of Taal Volcano Island and
high-risk areas as identified in the hazard maps within the 14-km radius from

 Activity in the Main Crater in the past 24 hours has been characterized by
steady steam emission and infrequent weak explosions that generated
dark gray ash plumes 100 to 800 meters tall and dispersed ash southwest
to west of the Main Crater.

Existing fissures identified in barangays of Lemery, Agoncillo, Talisay, and

San Nicolas in Batangas Province have been observed to widen by a few
centimeters. A steaming fissure has been newly observed on the northern
slopes of Taal Volcano Island. Receding of the shoreline has been
observed around the whole of Taal Lake.

The Philippine Seismic Network plotted a total of six hundred thirty-four

(634) volcanic earthquakes since 1:00 PM, January 12, 2020. One hundred
seventy-four (174) of these registered at magnitudes M1.2 – M4.1 and were
felt at Intensities I – V. Since 5:00 AM on January 16, 2020 until 5:00 AM
today, there were sixty-five (65) volcanic earthquakes plotted, two (2) of
these registered at magnitudes M1.3 -M3.1 and were both felt at Intensity
I. The Taal Volcano Network recorded nine hundred forty-four (944)
volcanic earthquakes including twenty-nine (29) low-frequency
earthquakes. Such intense seismic activity likely signifies continuous
magmatic intrusion beneath the Taal edifice, which may lead to further
eruptive activity.

Alert Level 4 still remains in effect over Taal Volcano. This means that
hazardous explosive eruption is possible within hours to days. DOST-
PHIVOLCS strongly reiterates total evacuation of Taal Volcano Island and
high-risk areas as identified in the hazard maps within the 14-km radius from

authorities must advise pilots to avoid the airspace around Taal Volcano
as airborne ash and ballistic fragments from the eruption column pose
hazards to aircraft. DOST-PHIVOLCS is continually monitoring the eruption
and will update all stakeholders of further developments.

 Weak emission of steam-laden plumes 800 meters high from the Main
Crater that drifted to the general southwest. A total of five (5) discrete
weak explosions were recorded by the Taal Volcano Network.

The Philippine Seismic Network plotted a total of six hundred fifty-three

(653) volcanic earthquakes since 1:00 PM, January 12, 2020. One hundred
seventy-four (174) of these were felt with intensities ranging from Intensity I
to V. Since 5:00 AM to 4:00 PM today, there were nineteen (19) volcanic
earthquakes plotted. This signifies continuous magmatic intrusion beneath
the Taal edifice, which may lead to further eruptive activity.

Alert Level 4 still remains in effect over Taal Volcano.

 Activity in the Main Crater in the past 24 hours has been characterized by steady
steam emission and infrequent weak explosions that generated white to dirty
white ash plumes 50 to 600 meters tall and dispersed ash southwest of the Main
Crater.

Civil aviation authorities must advise pilots to avoid the airspace around Taal
Volcano as airborne ash and ballistic fragments from the eruption column pose
hazards to aircraft. DOST-PHIVOLCS is continually monitoring the eruption and will
update all stakeholders of further developments.

 Since 8:00 AM this morning, Taal Volcano’s activity has been generally
characterized by weak emission of steam-laden plumes 500 to 800 meters high
from the Main Crater that drifted to the general southwest. A total of two (2)
discrete weak ash explosions were observed.

 The Philippine Seismic Network (PSN) plotted a total of six hundred seventy-three
(673) volcanic earthquakes since 1:00 PM, January 12, 2020. One hundred
seventy-five (175) of these were felt with intensities ranging from Intensity I to V.
Since 5:00 AM to 12:00 PM today, there were thirteen (13) volcanic earthquakes
plotted.

 From 5:00 AM to 4:00 PM today, the Taal Volcano Network, which includes small
earthquakes undetectable by the PSN, recorded three hundred sixty-six (366)
volcanic earthquakes, three (3) tremor events, and eight (8) low-frequency
earthquakes. Such intense seismic activity likely signifies continuous magmatic
intrusion beneath the Taal edifice, which may lead to further eruptive
activity. Latest sulfur dioxide (SO2) emission was measured at an average of 1442
tonnes/day today at 5:00 PM.

 Alert Level 4 still remains in effect over Taal Volcano. This means that hazardous
explosive eruption is possible within hours to days. DOST-PHIVOLCS strongly
reiterates total evacuation of Taal Volcano Island and high-risk areas as identified
in the hazard maps within the 14-km radius from Taal Main Crater and along the
Pansipit River Valley where fissuring has been observed. Residents around Taal
Volcano are advised to guard against the effects of heavy and prolonged ashfall.
