Chapter 1

Problem and its Settings

Introduction

Schools have policies for several reasons. Policies establish rules


and regulations to guide acceptable behavior and ensure that the school
environment is safe for students, teachers and school staff. School policies
also help create a productive learning environment. Rules and Regulations
in order for rules and regulations to be in place and enforced, policies are
created, often by the local school board. Having these policies in place
means there are determined procedures for how school operations are
handled, down to every minute detail, so that educators, staff and students
know what is expected and can act accordingly. This saves time, prevents
confusion and unifies the school.

Students, teachers and staff members deserve to feel physically


and psychologically secure in their environment. In order to create this
environment, policies are created and instated that establish safety
standards for the physical environment and mental state of students and
staff. This is done by creating policies such as wearing proper uniform,
wearing school I.D, not using cellphones, rule of not having a hair color
and dumping garbage properly.

Policies are important because they help the school to establish


rules and procedures and create standards of quality for learning and
safety, as well as expectations and accountability. Without these, schools
would lack the structure and function necessary to provide the educational
needs of students. Ultimately, policies are necessary to the success and
safety of a school.

Discipline is a prerequisite for almost everything a school can offer


to students. It links both the culture and the climate of a school, and for a
satisfactory climate to exist in a school, a certain level of discipline must
exist. In schools where discipline is a serious problem for example, when
students bully each other parents prefer to transfer their children to better
schools. Since the well behave students usually perform well, their transfer
to another school can affect the overall performance of the former school.
The same reason, they drop out from school. Some students are not
aware of and have less perception about school rules and regulations that
can instill in their acceptable behavior. Schools play an important role in
the socialization process of young people, it is where they learn to regulate
their own conduct, respect others, manage their time responsibly, and thus
become responsible citizens.

Lagao National High School Annex created policies such as wearing


proper uniform, wearing school I.D, not using cellphones, rule of not having
a hair color, dumping garbage properly, doesn’t bullying, and not having
absences. This policies are very important because it can help the
students to guide and discipline themselves.

According to Seifort and Vonburg (2003), discipline is interrelated


with the culture of the school; thus, for a satisfactory ambiance to exist, a
conclusive level of discipline must be held up. In some schools where a
child’s character is a serious problem, for example, where bullying is often
seen, it can be concluded that rules and regulations are not being
implemented strictly. On the other, well-disciplined students have an
overall formidable impact to the school. However, adverse implementation
of rules can aggravate behavior instead of curbing it Rigby, (2000).

This study entitled “Students response towards school policy of


Lagao National High School Annex S.Y 2019-2020” is organized to make
students develop their attitude on how they follow the rules of the school.
School policy is the way to improve student’s attitude of following policy at
school and in our community also. So that students is well disciplined.

Statement of the Problem


The researchers aimed to determine the “Students response
towards School Policy of Lagao National High School Annex S.Y 2019-
2020”. Specifically, it sought the answer of the following question.

1. What is the effect of school policy in students?

2. What is the purpose of policy to the students?

3. Is this policy is needed by students?

Significance of the study

The study will be beneficial to the following people like students,


family, teachers, and prefect of discipline.

Students- they will have more engaged on task, classrooms are managed
well and students view the rules as fair and are willing to comply.

Family- it will help them to show improved behavior of the students and
have better social skills.

Teachers- it can help them to discuss the policy of school


Prefect of Discipline- it will help them to reduce the suspensions and
expulsions of the students.

Scope and Delimitation

This research was limited to Grade 8 students, ages between 13- 16


years old of Lagao National High School Annex. This study was
administered in February 2020. The questionnaires composed of 15
questions. There were 30 students served as respondents from the Grade
8- Tabuada and Grade 8- Lisondra. This study was conducted at Lagao
National High School Annex Prk. Malipayon Brgy. San Isidro General
Santos City.

Definition of terms

Student - is a person who goes to school and is learning something.


Students can be children, teenagers, or adults who are going to school, but
it may also be other people who are learning, such as in college or
university. A younger student is often called a pupil.

School policy - is defined as the set of established expectations for


specific behavior and norms within a school. School policies are put in
place to guide the day-to-day functioning of the school as well as to make
it safe and an effective place for learning to occur.

Regulation - learn to pronounce a rule or directive made and maintained


by an authority.

Guideline - guidelines a general rule, principle, or piece of advice.

Discipline - refers to the means by which school staff maintain order and
regulate the behaviors of students, involving rules that govern goal
orientation and behavior inside and outside the institution, including the
socialization processes that happen in the school.

Effectiveness - is the capability of producing desired results. When


something is deemed effective, it means it has an intended or expected
outcome, or produces a deep, vivid impression.

Rules - one of a set of explicit or understood regulations or principles


governing conduct or procedure within a particular area, in this context, a
school.
Chapter 2

Review of Related Literature

  This chapter presents the effectiveness of school rules and


regulations to the students discipline and academic performance. It also
includes what school rules and regulations can do to the students; the pros
of having an effective school discipline; how students view the
implementation of school rules and regulations. Those that were stated in
this chapter help in familiarizing information that is relevant and similar to
the present study.

Related Literature

  Rules are defined as a set of explicit or understood regulations or


principles governing conduct within a particular activity or sphere. These
include what the group regards as a socially acceptable pattern of behavior
expected in every individual of the group (Harris, 2005). Regulations, on
the other hand, are orders made by the authorities with a course of law
intended to promote order and efficiency in an organization (Ndeto,2011).
School rules and regulations are among the strategies designed to instill
good conduct to the students; these imply self-control, orderliness,
acceptable behavior and obedience to the school authority (Adams, 2003).
Also, rules and regulations are set to maintain proper governance and
build respect among the teachers and the students. Also, discipline aims to
educate and nurture values of tolerance, respect, and self-discipline in the
learner rather than to victimize, belittle and dominate those who are under
the said rules and regulations Gottfredson, (2009).After interviewing the
students about what think of the strict implementation of school rules and
regulations, Mafabi (2008) revealed that most of the students that were
part of his study understand that punishments, school rules, and
regulations are effective in remediating one’s misbehavior and therefore
improving the school’s order. He also added that the following serve as
motivators to improve students’ sense of responsibility and intellectual
ability. Urieh (2008), after conducting a study on how students view the
strict implementation of school rules and regulations, revealed that majority
of her respondents did not agree with the idea of the implying strict
disciplinary measures because according to most of the students
interviewed, they do not like the idea of something, like school authorities
and school rules and regulations, controlling their lives. In another study
conducted by the American Institutes for Research (AIR), they found and
shared that secondary schools suspend or expel an average of two million
students per year, mostly for non-violent offenses such as disruption,
disrespect, tardiness, and dress code violations. The research showed that
being expelled or suspended increases the students’ risks for falling into
unproductive behavior, affecting their social-emotional development,
academic performance, and life trajectories thus showing the real reason
for the existence of school rules and regulations. Furthermore, in Cotton
(2000)’s study about “The Modes of Students’ Control in Public Schools in
the United States of America”, he added that it has become a habit to
some of the students, secondary students to be specific, to break the
school rules and regulations impunity resulting to a bigger consequence
like having a poor academic result. Consequently, he recommended using
an open-minded approach letting the students take part of the decision
making with regards to the implementation of the school rules and
regulations to effective school rules and regulations as a way of minimizing
unwanted behavior in schools. Grossnickle, et. al. (2006) emphasized that
lack of discipline among students is largely a reflection of attributes,
practices, and values of their society. This was evident in the conceptual
framework where student adherence to school rules and regulations were
found to be reliant on the parental upbringing and social environment as
intervening variables. Besides, he appended that despite of having a strict
implementation of school rules and regulations, it still has not been enough
and/or truly effective in maintaining discipline and good academic
performance among the students. Sonn (2009) added that a school without
an effective discipline is unmanageable and often results in unmotivated
and demoralized educators which in return lead to the students ’poor
academic performance and attitude. In return, when there is an effective
discipline in a school, effective teaching and learning will take place thus
leading to a more appealing environment that will help towards a more
positive academic achievement and a better attitude among the students.

A national curriculum and a regional system of education that


created school divisions, the period is characterized by increasing
decentralization. This decentralization was accelerated in the last decade
of the 20th century, as shown by research that school leaders increasingly
took on responsibilities that had before been centralized above their
positions at the district, division or national levels: Instruction time,
designing programs of study, defining course content, choosing textbooks,
teaching methods, mode of grouping students, support activities for
students, creation/abolition of grades, setting qualifying exams, methods
for assessing students’ regular work, hiring teachers, fixing teacher
salaries, and use in school for capital expenditures( de Guzman, 2007;
King and Guerra, 2005). Given these shifts in education over time as an
historical backdrop, it is important to also consider how the contemporary
position of the school principal is shaped by contemporary educational
policy.
Chapter 3

Methodology

This chapter contains the research design, research locale, respondents


and sampling techniques, research instrument, data gathering procedures
and statistical tools that will be used in this study.

Research Design

This study used a descriptive survey design to study the


effectiveness of school rules and regulations in enhancing discipline and
academic performance. It is defined as a scientific method which involves
observing and describing the behavior of a subject without influencing it in
any way (Shuttle worth). Moreover, Borg e t. al., (2003) defined the survey
as an attempt to collect information from members of a population to
determine its current status concerning one or more variables. The
descriptive survey design was used to explore how effective the school
rules and regulations are. Also it utilized to know students’ perception
about strict implementation of the rules and regulations. The findings were
analyzed as a whole.

Research Locale

This study was conducted at Lagao National High School Annex,


Prk. Malipayon, Brgy. San Isidro General Santos City. The school of
Lagao National High School Annex is peaceful and not polluted because
there are so many trees and the teachers of the school are very kind. And
they are teaching the students very good and the students will learn so
fast.
Respondents and Sampling Techniques

The respondents were 30 students from the Grade 8- Tabuada and


Grade 8- Lisondra that was conducted last January 31, 2020. The first we
do, we ask Sir Roger Cocoba of what are the school policy of Lagao
National High School Annex for our questionnaire, the second we do we
conduct our study to the Grade 8- Tabuada and Lisondra to find out their
own views on school policy. After we conduct the study we solve it so that
we can determine if many are following school policy.

Research Instrument

The researcher use some questions gathered from the internet with
the relationship to the study of the researchers.
