I invite your attention to the references cited and enclose herewith
a notification issued in the reference 3" cited fixing the number of seats
Reserved for ST, SC, BC and women categories in respect of Municipal
Corporations as per the schedule annexed to this letter.
2. In this connection, I wish to inform you that instructions in detail
have already been issued with reference to the statutory provisions
dealing with reservations to the Commissioners of Municipal Corporations,
vide reference 1% cited (copies enclosed), for guidance to take up and
complete the process of setting apart the Wards to the categories of ST,
SC, BC & Women among the Wards in the Municipal Corporations. It is
further to inform that, as per Rule-3 of AP Municipal Corporation
(Reservation of Seats) Rules, 1995, the Government shall declare by
Notification in the AP Gazette, the number of seats to be reserved in each
Municipal Corporation for STs, SCs, BCs and Women under Section 5 of
the AP Municipal Corporations Act, 1955, AP Municipal Corporations Act,1994, and other respective Acts. Now the Government vide G.O.Ms.No.60
MA, dated.12.01.2020 have delegated its’ powers to the Commissioner &
Director of Municipal Administration regarding determining the number of
seats to be reserved in each Municipal Corporation for STs, SCs, BCs and
Women. Further, the powers vested with the Government have also been
delegated to the District Collectors regarding determination of specific
wards to be reserved to SCs, STs, BCs and Women in Municipal
Corporations vide G.O.Ms.No.60 MA, dated.12.01.2020.
a I therefore, request you to determine the specific Wards to be
reserved for STs, SCs, BCs and women in the Municipal Corporations
concerned in the Districts and issue notification to that effect duly
publishing in the Gazette and communicate the same to this office by -
08.03.2020 positively for onward submission to the State Election
Commission through Government.

The attention of all the District Election Authorities & District
Collectors of all Districts and the Commissioners of all Municipal
Corporations in the State is invited to the subject & references cited. They
are aware Ordinary Elections to Municipal Corporations are going to be
conducted in the State, shortly, and reservation of seats (wards) to STs,
SCs, BCs& Women in Municipal Corporations is one of the crucial and
important statutory activities.
2. Further as per proviso in Rule, 8 of The A.P. Municipal Corporations
(Reservation of seats)Rules, 1995, whenever an exercise for division of
Municipal Corporation into wards under the A.P. Municipal Corporation
(Delimitation of Wards) Rules, 1996, has been taken up the cycle of
reservation of seats shall start afresh.As per the directions issued by
the Government in Memo No.MAUO1-MUNAODMA/34/2019-G, dated 06-
08-2019, the division of Municipal Corporation into wards has been
taken-up in the Municipal Corporations. Hence, the cycle of reservation
of seats shall start afresh in all the Municipal Corporations.3. In the reference 1% cited, Government have issued The AP
Municipal Corporations (Reservation of seats) Rules, 1995 and amended
from time to time. In Rule 3 to 11 of the said Rules the procedure
fornotification of seatsand method to be followed for fixing the
number of seats and determination of specific wards to be
reserved STs, SCs, BCs& Women in Municipal Corporationsare
mentioned.The Commissioners should go through the Rules and
Amendments made from time to time carefully and keep ready the
following detailsfor determining specific wards to be reserved to the STs,
SCs, BCs& Women:
(a) Ward wise Scheduled Tribe Voters, total voters of the ward and
% of ST voters.
(b) Ward wise Scheduled Castes Voters, total voters of the ward and
% of SC voters.
(c) Ward wise Backward Class voters, total voters of the ward and %
of BC voters.
(d) Ward wise total Women Voters, total voters of the ward and %
of Women voters.
(e) Statements showing the percentage of ST voters, SC voters, BC
voters & Women voters arranged in descending order separately
for each category.
4. further, it is informed that the Government in G.O. 2" cited (copy
enclosed), among others,have delegated the powers vested with the
Government with regard to” determination of the number of seats to
be reserved for STs, SCs, BCs and Women in the Municipal
Corporations” to the Commissioner & Director of Municipal
Administration, A.P., Guntur. Further, powers of “Determination of
specific wards to be reserved to SCs STs, BCs and Women in
Municipal Corporations” are delegated to theDistrict Collectors
concerned.
5. _ Therefore, in exercise of the powers delegated by the Government,
the Commissioner & Director of Municipal Administration, A.P., Guntur will
fix the number of seats to be reserved for STs, SCs, BCs and
Womenin Municipal Corporations in the State and will be communicated
separately. Then, as per the powers delegated by the Government to the
District Collectors, the District Collectors concerned have to determine
thespecific wards to be reserved to STs, SCs, BCs & Women in
Municipal Corporations in terms of the provision of Municipal
Corporation Acts and The A.P. Municipal Corporations (Reservation of
seats)Rules, 1995,as is being done in the case of Municipalities and
Nagarpanchayts, under the provision of AP Municipalities Act, 1965 and
rules issued thereunder.

O6. In view of the above, the Commissioners of all Municipal
Corporations except (Kakinada Municipal Corporation) are requested to
take action step by step for allotting the wards to the reserved categories
as per the number of seats fixed tovarious categories by the
Commissioner & Director of Municipal Administration for reservations for
each category as-detailed-beto
Step-1: As per Rule 7 the A.P. Municipal Corporations (Reservation of
seats) Rules, 1995, the reservation of seats for various categories shall be
made in the order of Scheduled Tribes, Scheduled Castes, Backward
Classes and Women. Hence, the first step shall be reservation of
seat (s) for Scheduled Tribes.
Step-1.1: Arrange list of wards with percentage of ST voters in
descending order, which was already worked out as shown in Table
“T” below:

Step 1.2: Thereafter, as per the number of wards fixed for reservation
for STs, select that many number of wards starting from first in the list
arranged in descending order.
EX: If ‘A’ Municipal Corporation has two wards reserved for STs,
then from the list, select first two wards i.e., ward No. ‘1’ and ‘9’ from the
Table “T” shown aboveStep 1.3: Reservation to be made for women 50% from among the
ior STs by selecting the ward having highest
percentage of total women voters in the ward to the total voters in ward.
For this purpose, the total women voters’ percentage among these
selected two wards shall be arranged in descending order as show in
Table “TW” below:

In the above illustration, one ward has to be reserved for ST
Women, and it will be Ward No.9 as it has higher total women voters’
percentage when compared to Ward No.1.
Step-1.4: After arranging the wards as explained above, “strike off”
the wards reserved for STs (General and women)i.c., 9 & 1 with “Blue
ball point pen” in lists of wards with SC voters, BC voters and
women voters, which have already been prepared and arranged in
the descending order.
Step-2: The second step shall be reservation of seat(s) for Scheduled
Castes.
Step-2.1 : Take total list of wards with the percentage of SC voters
arranged in descending order in which wards allotted to STs stricken
off with Blue ball point pen as shown below in Table “C” and consider
the wards excluding the words reserved for STs.

Eg. If ‘A’ Municipal Corporation has reserved four wards for SCs,
then from the list, select first two wards, fourth and fifth i.e, ward
Nos.8,10, 15 and 6 from the above Table leaving Ward ‘1’ as it was
already reserved for ST Category.
Step- 2.2: Reservation to be made for Women 50% fixed for SCs,
from among the wards finalized for SCs (ward Nos. 8,10,15 and 6) by
selecting the wards having highest percentage of women voters to the
total voters. For this purpose, the total Women voters percentage among
these can be arranged in descending order as shown below in Table
aM:

In the above illustration, two wards have to be reserved for SC
women, and these two wards will be ward No ‘6’ and ‘15’ wards as these
wards are having higher total women voters percentage.
Step-2.3: After arranging the wards as explained above, Strike off wards
reserved for SCs (Women & General) i.e., 6, 15, 10 & 8 with RED ball
point pen in the lists of wards with BC voters and Women voters,
which have been arranged in the descending order.
Step-3: The third step shall be reservation of seats for BCs.
Step-3.1: Take total list of wards with the percentage of BC voters
arranged in descending order wherein_wards reserved in Step-1 and
Step-2 ie wards reserved STs stricken off with BLUE Ball point
pen, wards reserved to SCs stricken off with RED ball point pen as
shown below in Table “B’: and consider-the wards excluding the wards
reserved for STs and SCs for reservation to BC category.Table “B”

Step -3.2: It may be observed from the above table that, the wards
reserved for Scheduled Tribes and Scheduled Castes (done in the first and
second steps respectively i.e., Ward Nos.1,9,8,6,10 & 15) have been
stricken off. The balance wards in the list will be the list of wards for
consideration for reservation for Backward Classes.
Thereafter, as per the number of wards fixed for reservation for
BCs, select that many number of wards starting from first in the list of
wards except wards which were stricken off with Blue and Red ball
Point pen for consideration arranged in descending order as shown in
Table “B1”:

EX: “A” Municipal Corporation has to reserve five (5) wards for BCs. Then
from the above table, select Ward Nos.5, 14, 13, 7 & 11 which are having
highest percentage of voters of BCs excluding the Ward Nos.8, 1, 6, 10,
15 & 9 which were already reserved for ST & SC in Step I & II.
Step-3.3: Reservation to be made for women 50% from among
the wards finalized for BCs by selecting the wards having highest
percentage of total Women voters to the total voters. For this purpose,
the total Women voters percentage among these selected five wards shall
be arranged in descending orders as shown below, in Table “BW”:

> See RULE 5 and amendment made in GO. Ms. No. 368 MA
dated 25.08.2011. According to which, It is clarified that due
to odd number of wards reserved, limit the women
reservations ignoring the fractions, if any.
EX: Since ‘A’ Municipal Corporation has to reserve five wards for
BCs only and among these five wards, two wards to be set apart for
women. Then from the list select first two wards having highest total
wornen voters percentage i.e., Ward Nos “13” and “11” from the Table
“BW” shown above.Step 3.4 : After arranging the wards as explained above, Strike off the
wards reserved for BCs (Women & General) i.e., 5,14,13,7 & 11 with
green ball point pen in the lists of wards with Women voters, which
has been arranged in the descending order.
Step-4: The fourth step shall be reservation of seats for women from
unreserved (General) seats.

a nnStep-4.2: From the above Table, it may be observed that, the wards
reserved for Schedule Tribes, Scheduled Castes and Backward Class i.e.,
Ward Nos. 1, 9, 8, 6, 10, 15, 5, 14, 13, 7 & 11 are stricken off with
Blue, Red and green ball point pen.
The remaining-wards in the list as shown in Table “GW” will be the list for
—*Unreserved (General) wards” and this list will be taken for consideration
for reservation of Women (General). Then arrange the percentage of total
women voters in descending order as shown below in Table G.W1:-

Step-4.3: Select Wards Nos. 12, 3 & 16 where women percentage
(Descending order) is higher from the Table G.W.1 excluding the wards
reserved for ST, SC and BC.
Since in ‘A’ Municipal Corporation three wards have to be reserved
for women (General) out of five general wards, these three wards will be
12, 3 and 16 as these wards have highest total women voters percentage
from out of five wards as shown in the above table.
Step-5: The fifth and final step shall be declaration of unreserved
(General) seats.
In ‘A’ Municipal Corporation (as mentioned in Step-4.2), the remaining
two wards Le., 2 and 4 have to be set apart for unreserved (General)
wards.
7. In the G.0. 2"cited, Government have designated the “District
Collector” concerned for the purpose of determining the specific wards to
be reserved to ST, SC, BC and Women in the Municipal Corporations.
Therefore, the District Collector have to do the entire exercise of
determining specific Wards to be reserved for STs, SCs, BCs and women
in the Municipal Corporations in the district.8. _As per Rule 3 of the said Rules i.e., as mentioned in Para No.3 of
this circular, after determination of the specific wards to STs, SCs, BCs
&Women in the Municipal Corporation it shall be published in the AP
Gazette. Therefore, after determining the specific wards in the Municipal
Corporation as said supra the same shall be submitted to the under
signed for publishing in the A.P. Gazette.
9. The Following documents are enclosed:
(i) A notification wherein the number of seats fixed in each
Municipal Corporations for STs, SCs, BCs and women (will
be issuedseparately).
(ii) Model Notification for setting apart reserved seats among
the wards in the Municipal Corporations to be issued by the
District Collector.
(iii) Govt. Memo No.MAU01-MUNA04MA/34/2019-G,
dated 06-08-2019.
(iv) G.O.Ms.No.60, MA&UD, dated 12.01.2020.
10. After the whole exercise is completed, copies of the final notification
should be sent to the:
(i) Commissioner & Director of Municipal Administration,
A.P.,Guntur.
Gi) Secretary to Government, MA&UD Dept., A.P., Secretariat,
Velagapudi.
11. The above exercise should be completed by 29.01.2020 Positively
and the reports along with final Notification and Gazette Publication
published in the State Gazette as required under Rules should reach this
office by 30.01.2020.
12, Accordingly, the District Election Authority, may take up:
(a) Preparation of Draft proposals for issuing Notification setting
apart reservedseats among wards in Municipal Corporations in
respect of ST, SC, BC and Women by the Commissioner,
Municipal Corporation concerned on 29.01.2020,
(b) Issue of Final Notification by the District Collectors concerned
as on 30-01-2020 in the District and in the State Gazettes.
(c) Collection and: submission of the final notification issued by
the District Collector to the Commissioner & Director of

In exercise of the powers delegated by Government in 60, MA&UD,
dated 12.1.2020, under Section 5 (2) of The Municipal Corporation Act,
1955, sub-section 3 of section 5 of Visakhapatnam Municipal Corporation
Act, 1979, sub-section 3 of section 5 of Vijayawada Municipal Corporation
act 1981, Section 6 of A.P. Municipal Corporations Act 1994 read with
Rule 3 of Andhra Pradesh Municipal Corporations (Reservation of seats)
Rules, 1995 issued in G.O.Ms.No.44, MA&UD (Elec.II) Department, dated
06.02.1995 as amended from time to time, the Collector,
District, in supersession of all the previous notifications
on the subject, declare the wards reserved for S.Ts, S.Cs, B.Cs and
Women in the Municipal Corporations of the District as specified in the
Schedule appended to this Notification
