Introduction

TVOntario (TVO) is an educational media organisation under the supervision of Ontario

Ministry of Education in Canada. The organisation was set up in June 1970 by the mandate of

government of Ontario (Chandrasekhar, 2018). The company is highly successful in Canada with

broadcasting kids show and public education shows. The vision of TVO is to empower the

Canadian people and engaging them through the educational media. As a result of that the core

focus of the organisation is fixed on its educational programs and television shows.

After joined TVO as CEO in 2005, Lisa de Wilde found that the organisation did not have any

technology driven mechanism that was useful for both the audience and the organisation as well

(Chandrasekhar, 2018). She took the initiative and turned TVO a digitally operated organisation

within four years. Despite of all the efforts, there were still new threats that the company was

facing in near future. With the advent of online streaming media companies like Netflix, it

became a serious challenge for the traditional television broadcasting companies in Canada to

compete in the market. Those companies failed to expand market further into the international

market.

In response to this, the consultant company tries to suggest a number of recommendations

that TVO should follow in order to gain strategic advantage in the competitive market of

Canadian broadcasting industry. The suggestions are associated with the product management,

involving autonomy and decentralisation that are new for TVO to incorporate.

Present company situation

There are several changes that TVO is facing over the year.

 As per the report, in the year of 2012-13 TVO achieved an audience base of 83% in

Ontario (Chandrasekhar, 2018). It seemed quite a splendid achievement that TVO got in

recent years. One of the major factor behind such achievement was the strategy of the

new CEO, de Wilde who realised the importance of initiating a digital infrastructure for

TVO in past years. The result was also incredible where not only the early adopters but

the internet viewers were also become the audience of TVO. The report stated that there

was approximately 45% of the audience who view TVO television programs through

non-traditional channels (Chandrasekhar, 2018).

 The success of TVO made it obvious for the organisation to design new strategies in

order to encapsulate the market more aggressively. In response to this, TVO started

harnessing classroom and media with the help of journalism. The motive of the

organisation was to gain competitive advantage in the Canadian broadcasting market in a

more extensive manner. As a result of that the organisation also incorporated social

media and scrapped out the advertising based business model because social media

provided more effective penetration mode that was pragmatic for TVO in the Canadian

broadcasting market.

 A death blow was made in the same year of 2012 when the official policy was changed

drastically. The government decided to reduce its grants to all the public agencies

including TVO. As a result of that a decrease in the annual grant of TVO could be seen

over the year. For instance, according to Chandrasekhar (2018) in 2011, TVO got an

annual grant of 16.2% from the ministry of education which was came down to 7.8% in

2014. Moreover, the donations were also closed down to a rapid pace from $3.21 million

in 2009 to $1.95 in 2013 (Chandrasekhar, 2018). Henceforth, the need for self-generated

revenue was inevitable and TVO had already invested a lot of money in market

expansion.

Problem definition

A SWOT analysis is going to reveal multiple challenges that TVO is facing in its current

business situation.

External factors

 High competitiveness in the international market.

 Lack of financial aid and grants from the government and individual and corporate

entities.

 Presence of online streaming broadcasting as an alternative of traditional broadcasting

practice.

Marketing

 Embracing the social media marketing did not seem worthy for TVO because the social

media marketing strategy failed to engage the Ontario citizens as it was predicted.

 TVO failed to create a new brand value in the Canadian broadcasting market.

Operations

 Lack of vision for product diversification disrupted further market expansion.

 The operations department failed to procure new products that could attract the new

generation.

Technology

 Lack of technological implementation disrupted the market expansion of TVO.

 TVO did not leverage on cutting edge technologies while providing broadcasting service

in Ontario.

 Absence of effective business model jeopardised the sustainable business practice of

TVO.

 Failure to assess the financial strength for delivering the new business model effectively.

Purpose

The purpose of this proposal is to create a detailed analysis and figure out the feasibility

of the prescribed change management practice that the consultation company had proposed. The

bottom line is that the proposal is going to evaluate the efficacy of the proposed change

management practice and point out the degree of advantage that TVO will get. Therefore, the

project will conduct a thorough research on recommended solution and elucidate the findings.

Furthermore, the research gap and recommendation for improvement will also be discussed

within the research.

The anticipated outcomes are as follows,

 All the proposed solutions have potential to mitigate the issues in TVO.

 Highlighting the best possible solution with the help of both primary research and

secondary data collection.

Considering the future scope of the research so that the mistakes can be improved.
