The meeting of Procurement Committee for Equipments under DRIP of CSMRS was held on
02-03-2020 at CSMRS and following officers were present in the meeting:

4. Shri U.S. Vidyarthi, Scientist - E (Member)

5. Dr. M.R. Bhajantri, Scientist – E from CWPRS (External Member)

A proposal towards capacity building of CSMRS through procurement of equipments,

softwares and training with a budgetary cost of Rs. 16.5 Crore has been approved by Project
Director, DRIP and MoJS, DoWR, RD & GR. In this connection, a MoU has been executed
between CWC and CSMRS for Capacity Building of CSMRS, New Delhi for procurement of
equipments and softwares on 6th May 2019. After getting the approval from the competent
authority, the tender document had been floated as a Joint Venture for all ten equipments on
08.07.2019 with closing date on 08.08.2019 which was further extended till 30.08.2019 to
allow sufficient time for participation for more number of bidders. CSMRS did not receive
any bids against the first Joint Venture tender. Based on no response, the single Joint Venture
tender was splitted into four tenders.

The four numbers of e-tenders were e-published through CPP portal on 21-10-2019 as well as
in the leading newspapers through DAVP for “Supply, Installation, Commissioning, Testing,
Training, and Warranty of field and laboratory equipments for Central Soil and Materials
Research Station (CSMRS)”. The technical bids received from various bidders against each of
the above four tenders have been tabulated below:

From the above table it can be seen that only Avantech, New Delhi quoted for both Large
Size Triaxial Equipment and Cyclic Simple Shear Test Equipment through tender document
No DRIP/CSMRS/CE-1/2018/01. For rest of the equipments, none of the bidder quoted for
all equipments listed in the group. Based on the joint venture condition that for consideration
of the bid, at least one of the bidder must quote for all the equipments listed in the
tender/group. Therefore, tender Nos. DRIP/CSMRS/CE-1/2018/02, DRIP/CSMRS/CE-
1/2018/03 and DRIP/CSMRS/CE-1/2018/04 were not recommended by the committee for
opening of financial bids and recommended for opening of financial bid of Avantech, New
Delhi only with the tender No. DRIP/CSMRS/CE-1/2018/01 to Ministry for approval. With
reference to Ministry of Jal Shakti letter vide No. R-11014/2/2019- dated 7th January 2020,
Director, CSMRS directed to refloat tenders considering all ten equipments individually.

For the third time, all ten numbers of tenders were e-published through CPP portal on 13-01-
2020 as well as in the leading newspapers through DAVP with closing date 24-1-2020 for
“Supply, Installation, Commissioning, Testing, Training, and Warranty of field and laboratory
equipments for Central Soil and Materials Research Station (CSMRS)” which was further
extended till 25.02.2020 to allow sufficient time for participation for more number of bidders.
. The technical bids received from various bidders against each of the above ten tenders have

This time CSMRS has received bids for all equipments. Two bids for only three equipments
i.e. (i) Corrosion Monitoring, (ii) Digital Servo Controlled Triaxial Equipment and (iii) Servo
Controlled Compression Testing Machine (2000 kN) and single bid for rest of the seven
equipments i.e. (i) Hydraulic Fracturing Equipment, (ii) Pressure Meter Testing
Machine/System for Soils, (iii) Cut and Pull Out (CAPO) Test System, (iv) Seismic
Tomography System, (v) Centrally Loaded Round Panel Test Equipment, (vi) Large Size
Triaxial Equipment (Static & Cyclic) and (vii) Cyclic Simple Shear Equipment. The
committee ensures that the technical specifications quoted by the bidders are confirmed to the
tendered technical specifications for all ten equipments.

According to GFR Rule 173 (XX), even when only one bid is submitted, the process may be
considered valid provided following conditions are satisfied:

(a) The procurement was satisfactorily advertised and sufficient time was given for
submission of bids and
(b) The qualification criteria were not unduly restrictive.

CSMRS has strictly followed the due process and satisfied the above GFR Rule 173 (XX)
conditions during every time (3 time) of tendering procedure. Based on the above facts, the
committee recommends consideration of all ten technical bids and seek the approval of
competent authority to approve all ten technical bids, to open all ten financial bids and
process the case further for procurement of equipments.
Hence, the case for above referred equipment is submitted for getting further approval from
the competent authority to accept the technical bid, to open financial bid and process the case
further for procurement of equipments.

Sub: Approval of technical bids, opening of financial bids and process the case for
Procurement of Equipments towards capacity building of CSMRS under DRIP

With reference to the above, it is to submit that a proposal towards capacity building
of CSMRS through procurement of equipments, softwares and training with a budgetary cost
of Rs. 16.5 Crore has been approved by the Project Director, DRIP and MoJS, DoWR, RD &
GR. In this connection, a MoU has been executed between CWC and CSMRS for Capacity
Building of CSMRS, New Delhi for procurement of equipments and softwares on 6 th May
2019. After getting the approval from the competent authority, the tender document had been
floated as a Joint Venture for all ten equipments on 08.07.2019 with closing date on
08.08.2019 which was further extended till 30.08.2019 to allow sufficient time for
participation for more number of bidders. The CSMRS did not receive any bids against the
first Joint Venture tender. Hence, after discussing with the Project Director, DRIP, the single
Joint Venture tender was splitted into four tenders based on category of equipments and
probability of availability with suppliers. Thereafter, four tenders were floated on 21 st
October 2019 with closing date 20th November 2019 which was further extended up to 2nd
December 2019 and received bids have been technically evaluated. Due to lack of
competition, it was further decided to float the tenders individually for all ten equipments.

For the third time, all ten numbers of tenders were e-published through CPP portal on 13-01-
2020 as well as in the leading newspapers through DAVP with closing date 24-1-2020 for
“Supply, Installation, Commissioning, Testing, Training, and Warranty of field and laboratory
equipments for Central Soil and Materials Research Station (CSMRS)” which was further
extended till 25.02.2020 to allow sufficient time for participation for more number of bidders.

The details of Technical Evaluation of each bid is enclosed herewith for approval of technical
bid, opening of financial bid and refloating of individual item wise tenders wherever
applicable.
This issues with the approval of Director, CSMRS.
