In order to comply with the procedures set out in the Accounting Officers
Procurement Procedures (AOPP), as referred to in the Public Finance
Management Act,1999(Act 1 of 1999) (PFMA), CIPRO developed a supplier
database to be used by the Supply Chain Management Office.
Database registration forms are obtainable from the CIPRO website as well
as at the Physical address. It is imperative that suppliers read the
application carefully, complete it in full and sign it. Please note that a
valid Tax Clearance Certificate must be attached. You will be informed of the
outcome of your application.

give all prospective suppliers an equal opportunity to submit quotations to a State
Department
Terminology:
• Commodities: The commodities the company wishes to be registered for as a supplier to the
Department.
• Trade Names: The trade names that the company own or distribute, which you wish to be
registered for as a supplier to the Department.
• Owned: Having all the customary elements of ownership, including the right of decision-making
and sharing all the risks and profits commensurate with the degree of ownership
interests as demonstrated by an examination rather than the form of ownership
arrangements.

Where individuals are not actively involved in the management and daily business
operations and do not exercise control over the enterprise commensurate with their
degree of ownership, equity ownership may not be claimed.

3 Scorecard
The following balanced scorecards must be completed using the information supplied
in the data table (above table), either on Table 4.1 or Table 4.2.
The scorecard columns “Score” and “Percentage Claimed” must be completed by the
bidder except where specified differently. The score column is completed by applying
the formula printed in bottom left hand corner of each of the score column cells to the
values entered in the data table. (Example: “A” refers to the value entered in the row
number A of the data table and “B” to row number B and so forth.) The Percentage
Claimed column is calculated by applying the formula in the Formula column to the
value entered in the score column.
3.1 Generic Scorecard: Code 000 – With all Seven (7) Elements (Companies
with a Turnover of above R35m p.a.)

3.2 Generic Scorecard: Code 800 – Small Enterprise scorecard: Select four (4)
of the Seven (7) Elements (Companies with a Turnover of R5m to R35m p.a.)

N.B. Very Small and Micro Enterprises (Emerging Micro Enterprises- EME) with
a Turnover of Less than R5m are exempted from BEE requirements and
RECEIVE an automatic Level Four (4) Recognition.
