SCHOOL POLICY and ADMINISTRATIVE MANUAL

PRELIMINARY MATTERS

Faculty and Staff at A.G. Villaroya Technological Foundation Institute, Inc.; are encouraged and supported in their
activities in the delivery of good teaching and effective learning process, including the promotion of their professional
development. The Administration see to it that a group of enthusiastic, service oriented people are recruited in the promotion
of the learning and growing process.

The School envisions itself as a center of excellence by providing progressive instruction in academic and
information technology; serve as an institution for special purpose as may be relevant to the needs of the community and
promote outreach program. Its ultimate aim is to enable members of the administrative and teaching staff to impart and
inculcate to the students a knowledge that will sustain a comfortable future through effective, quality and globally competitive
academic skills.

The School is committed to its mission to increase literacy of the youth with the trend in providing the latest models of
instruction to enable students develop and prepare to the full potentials for self-actualization and productivity. We believe that
administrative and teaching staff is part and parcel of developing the student to be useful, productive, law-abiding and God-
fearing individual that will be felt at home, in the community and ultimately in the country.

ACADEMIC POLICIES AND CODE OF CONDUCT

The teachers must be men and women of sound character, high ideals, broad background and profound
understanding of human nature. As individual is unique, dynamic, purposeful and he learns and reacts as a whole to those
things identified with his own purpose, since improvement of instruction is the primary reason, such improvement hinges on
teacher performance, it follows that the teacher is the key participant in the total program.

The teacher engaged in classroom teaching may be assigned directive educational work, whether it be in a
supervisory, administrative or directive capacity. Every school official and teacher should sincerely believe and earnestly
endeavor to help carry out the declared policy of the State. The teacher may go to church of their own choice as they please,
but should not use their position and influence as such to proselyte. The teacher has the privilege of expounding the product
of his researches and investigations.

All school officials and teachers should actively participate in community movements for moral, social, educational,
economic and civic betterment. It is their duty to be socially acceptable by keeping himself morally upright, as by refraining
from gambling, drunkenness and other immoral practices. Every school official or teacher should keep the people in the
school community informed as to the work and accomplishments as well as its needs and its problems. The school officials
and teachers should welcome every opportunity to serve as a counselor on matters affecting the welfare of the students. All
school officials and teachers should endeavor to maintain harmonious and pleasant personal relationship and should exercise
tact and prudence in order to achieve the utmost results in the cooperative projects in the school.
School officials and teachers should at all times be imbued with the spirit of professional loyalty, mutual confidence
and faith in one another, self-sacrifice for the common good and cheerful cooperation. When the best interest of the students
and the school is at stake, it is the duty of the school officials and teachers to support one another. The teacher should not
appropriate the work of others for himself. He should not divulge to any persons the contents of documents which have not yet
been officially released nor remove records from the files without permission from the school authorities. Anonymous or
fabricated criticism of an associate is unwarranted. Criticism should be made only before those who have the authority to try
the case on its merit. Every school officials and teachers official time should be devoted fully, faithfully, and conscientiously to
the accomplishment or improvement of his official work.
PROHIBITIVE ACTIVITIES

1. No teacher should contract loans from students or their parents, nor should any school official contract loans
from teachers under his supervision.
2. Restriction on business activities – teachers are prohibited to engage in any business while in school.
3. Smoking prohibited – to smoke in classroom and corridors and on school grounds during school hours.
4. Payment of debts – the employee/teacher are expected to arrange satisfactorily their private financial affairs with
their creditors. The school should not be made collection agencies.
5. Relation of Sexes – to avoid suspicion, teachers and school officials should never be alone in a classroom with
teacher and/or student. When it is necessary for a teacher to have a private conference – he should take the
precaution to have presence of another person, likewise, private conference should be held in full view of other
person outside the room. When necessary, training of students in athletics or academic chaperons must be
present at all times. A high reputation of our teaching force should be maintained. It is imperative that parents
should not have any doubt that the morals of their children are fully safeguarded in the classroom and on the
school grounds. Teacher or school official should never take advantage of his position to court a student.
6. Accepting gifts – it is improper to teachers or school officials to accept or ask from student any gift of substantial
value.
7. Inflicting corporal punishment – corporal punishment is not allowed. It is unlawful to inflict or cause physical pain
or injuries to any student.
8. Tutorial services – no teacher should accept tutorial services to any student unless otherwise authorized by
school officials.

OTHER RESPONSIBILITIES

In the community, teachers are regarded as leaders and are accorded the respect that is due to them as members of
the profession. Parents want their children to be taught by men and women whose morals are above reproach, whose
mastery of the subject matter and ability to teach will insure growth and development for their children and whose attitude
toward young and old people is one of sympathetic understanding.

As recognized leaders of the community, the teachers and school officials are bound to engaged with other
community leaders in community work, or in large group activities that have for their purpose the improvement of the welfare
of the youth and adults of the community.

As outstanding leaders of the community, the teachers and school officials are expected to be model of propriety in
terms of community standards, he is expected to be person of high moral and ethical standards. Dishonesty, sexual offenses,
profanity and intoxication during school hours is strictly prohibited. Teachers are prohibited from participating in subversive
activities.

They should keep informed concerning current educational literature and should be familiar with the changing aims
and functions of education. They should broaden their educational horizon through active participation in a well chosen
professional organization. To grow professionally is a prime duty and privilege of every teacher. Devise better methods to
enhance the quality of learning and living in the school community.

School officials and teachers should establish and maintain cordial relation with the parents of their students. In
communicating with parents, especially on matters concerning their children’s faults and shortcomings, must exercise the
utmost candor and tact. It is his duty to point out the children’s deficiencies either known or unknown or overlooked by parents
and seek their cooperation for the proper guidance and improvement of the children.

MISCELLANEOUS PROVISIONS

Any violation of the foregoing shall be considered unprofessional and dishonorable conduct. An employee may be
terminated upon one month’s notice or without notice, based on the following:

1. Upon violation by either party of the terms and condition hereof,


2. When the EMPLOYEE fails to renew his/her contract to act as a bonafide member of the Company,
3. When the EMPLOYEE commits any fraud or violates any law or regulation,
4. When the EMPLOYEE becomes physically or mentally incapacitated,
5. If the EMPLOYEE fails to fulfill his/her assigned duties, obligations and/or production quotas,
6. For any cause authorized by law ( e.g. Board exam, LET; immorality)
TERRITORY OF ASSIGNMENT

The territory within which the EMPLOYEE is to operate is Bulan. However, the Company reserves the right to
make such changes in the expansion or delimitation of the territory of assignment at any time its interest may
demand.

GENERAL PROVISIONS

The EMPLOYEE hereby agrees, covenants and obligates himself to faithfully comply with all the circulars,
memorandum, rules and regulations of the Company which are in-effect or which the Company may issue from
time to time, as these may be relevant to his Contract.

The EMPLOYEE agrees to undergo audition/demonstration class to qualify himself/herself in order to determine
his theoretical knowledge on the specific subject he/she may handle and comply with the minimum standard set
forth by the Company.

The EMPLOYEE shall be required not to give information, documents (in any form) to any person, entity or
institution that will directly or indirectly degrade the name of the Company.

COMPENSATION

As consideration for the services rendered to this Company the EMPLOYEE shall be entitled to compensation
and such other remuneration’s and incentives from the Company in accordance with the existing Table of
Standard Rate setforth by the Company and are enumerated in Annex “A” hereof, which is made an integral part
of the agreement.
Said compensation are subject to change upon one month’s notice of the Company served unto the
EMPLOYEE, provided, such change shall operate prospectively not later than the first day of the month following
the date of notice.
Upon the termination of this agreement, the EMPLOYEE shall not be entitled to any compensation that may be
payable from the business that he/she submitted or those that may have been assigned to him/her.

AUTHORITIES AND OBLIGATIONS

1. It is the duty of the EMPLOYEE to recruit, develop and organize the students under his
care to be productive in accordance with the standards of the company. In this connection, the
EMPLOYEE is enjoined to see to it that the clientele/students are so trained in order to qualify for a
Certificate of Completion/Diploma issued by the School/Company and Certificate of Proficiency issued
by Government Agency.
2. The EMPLOYEE who is delegated/designated “In-Charge” shall supervise, coordinate and
direct the activities of his Department/Unit/Section and workforce/ with the view of developing effective,
productive and service oriented Office. Furthermore, shall endeavor to evaluate carefully the
performance of his/her clientele with the end view of obtaining a quality education.
3. The EMPLOYEE shall cooperate with the Company’s conservation program, giving
particular attention to the standard setforth by the Company and delivery of quality and globally
competitive education.
4. The EMPLOYEE shall endeavor to maintain a good personal image and public relations
with their clientele and the general public, and the good corporate image of the Company.
5. The EMPLOYEE shall at all time observed proper conduct and acceptable grooming.
6. The EMPLOYEE shall attend to all records, correspondence pertaining to the business of
the Company in his/her jurisdiction or capacity.
7. The EMPLOYEE shall extend such requested or required support and cooperation to the
officials of the Company as regards to the business of the Company. Likewise, required to assist, attend
school activities, faculty and staff meetings, training’s, seminars and community service to upgrade
themselves and be well informed of the development in the Company and Community as a whole.
8. The EMPLOYEE shall abide by the general and specific rules of the Company relative to
the contract, such as submit himself for a Performance Ratings by Administrative Personnel, personal
observation rating and/or student performance rating and in particular, the accounting and cashiering
procedures, as well as Company policies, bulletins, etc.
9. The EMPLOYEE shall be responsible and answerable for all money belonging to or due to
the company as well as other Company properties that may come into his/her possession by reason of
or in connection with his/her functions and duties and faithfully comply with Company policies, rules and
regulations in accounting or dealing with such money or properties.
10. The EMPLOYEE shall not delegate any of his/her functions and duties, and he/she shall
be relieved of any responsibility or liability for failure to perform or comply with his duties and functions,
except upon proof by him/her that his failure to do so was due to a fortuitous event or force majeure.
11. The AGREEMENT is not transferable and no rights there under may be assigned or
transferred. Upon the EMPLOYEE‘s termination thereof, the Company’s obligation shall cease.
12. The EMPLOYEE/PERSONNEL that may be recruited and assigned to the
Department/Unit may not be transferred by the Officer –In-Charge to another /Department/Unit without
the express written consent of the COMPANY.
13. The EMPLOYEE shall not in any capacity represent directly or indirectly any other
Company that will be detrimental to the operation of the COMPANY.
14. The EMPLOYEE designated to hold financial matters and/or in position of COMPANY
property/ies shall execute and deliver to the COMPANY a Surety Bond on the amount conditioned upon
his faithful performance of his/her duties and functions, which bond may be increased whenever the
financial responsibility of the EMPLOYEE demands, the increase thereof as and when the COMPANY
deems it necessary.

INDEBTEDNESS

The COMPANY is hereby authorized to collect any compensation due to the EMPLOYEE under this
agreement to the payment of any indebtedness which the EMPLOYEE owes the COMPANY regardless of
any prior claim or lien thereon. Upon termination of this agreement, the EMPLOYEE shall immediately pay
the balance of any such indebtedness to the COMPANY.

TERMINATION

1. Either party may terminate the Agreement by giving a sixty-day notice in writing to that effect;
2. The COMPANY may immediately terminate the Agreement on account of any of the following;
3. The EMPLOYEE violates or fails to comply with any of the terms and conditions of this agreement;
4. The EMPLOYEE encourages the students to take tutorial lessons outside the COMPANY’S Training Center;
5. The EMPLOYEE, in his/her dealing by act or omission, bring discredit to the Company;
6. The COMPANY loss trust and confidence in the EMPLOYEE;
7. The EMPLOYEE engages in wrongful use of with-holding of any or all payments belonging to or payable to
the COMPANY;
8. The EMPLOYEE selling and/or promotion of paraphernalia and other items without approval from the
COMPANY or his authorized representative;
9. The EMPLOYEE becomes physically or mentally incapacitated;
10. For any other cause authorized by law.
