0 Review of Related Literature

Students have for approximately eight to nine hours a day.We go to school,study hard and
do our best in every subject then they give us assigned homework.We go home and spend 1-3
hours or more on homework.But most students don’t get home at exact 3 o’clock because of
some physical activities that they do in school and probably the get home 4 to 5 o’clock.That get
us to 7 to 8 o’clock after 3 hours of doing homework.Then after that we have to eat dinner and
do some chores which will bring us to about 10 o’clock.Now,most teenagers go to sleep around
10 o’clock in the evening.So most of the time that we have as a teenager go’s to our homework
that bring us no time for ourselves.We wake up next morning and do it all over again but we
can’t keep doing it all the time.We have to contain this homework problem across the world.We
need to get rid of homework unless it’s a study guide or unfinished classwork because some
assigned homework doesn’t really help students.

Thereofore,no homework shall be given during the weekends for every students to enjoy
their childhood,and spend more quality time with their parents without being burdened by the
thoughts of doing a lot of homework.Luistro (2010) in his explanation,that many parent have
been complaining about not being able to spend quality time with their children during weekends
because of too much homework.

The Department of Education (DepEd) its support for a bill that seeks to enforce a “No
Homework” policy in schools.The DepEd said the policy will “enable learners to have more
quality time with their parent,family and friends” to aid their holistic development.There are
currently two bills on homework bans filed at the House of Representatives and one at the
Senate.House Bill 3883,filed by Quezon City Representative Alfred Vargas last August 29, 2019
sought to ban homework only on weekends,citing research that suggest homework reduces
family time and negatively impacts a child’s interest in learning.Sorsogon Representative
Evelina Escudero also filed House Bill 3611,seeking to ban homework entirely for students in
kindergarten up to grade 12 levels and prohibiting them from bringing their textbooks out of
school to “lighten the physical burden” of attending school.Senator Grace Poe also filed a
measure on Wednesday proposing a law that would ban homework for kindergarten to grade 12
students on weekends.

“No Homework” policy is consistent with the DepEd’s memorandum order 392 issued in
2010,which already prohibits assigning homework on weekends,DepEd said. It is in this regard
that the Department supports the no-homework policy proposed by legislators from the House of
Representatives. By ensuring that they complete all assignments and projects in school, the no-
homework policy enables our learners to find balance between their academic development and
personal growth by having quality time for enjoyable activities with family.

According to Merlina Hernando-Malipot educators from both public and private schools
on Tuesday expressed concern on the “no homework” bills noting that the proposal might
promote “wrong values” among learners – thus, making the country’s education system more
“problematic” and according to The Manila Times we should not agree with the position of the
Department of Education (DepEd) that a “no homework” policy, prohibiting teachers from
assigning academic work to be completed by students outside of regular school hours, is
beneficial to Filipino students.But according to Secretary Leonor Briones homework must be
banned because she believe if their’s no homework then their’s no problem and students are
afforded proper time for rest and relaxation, and families are spared the burden of unforeseen
expenses, or time spent shopping for required materials that may be difficult to find on short
notice. Teachers are also spared the extra time and effort to check homework assignments, and
can devote more time to classroom preparation and work. Secretary Briones has also suggested
the policy would be beneficial in allowing more time for children and parents to bond socially.

Merlina Hernando-Malipot and The Manila Times are against in no homework policy
because they believe that no homework policy promote wrong values among the learners then
making the country’s education system more problematic because the benefits of homework for
the student especially for the Filipino student can be gone because homework is a vital part of
education that gives tudents the opportunity to apply knowledge gained in the classroom. This
occurs in two ways — not only by creatively applying the educational content, but also in giving
students practice in developing good work habits and methods. From a practical point of view,
homework allows “more education” than can be fit into a few hours of a school day. And far
from preventing families from bonding, homework encourages parents to become more involved
in their children’s educational activities. .While Secretary Leonor Briones is favor for no
homework policy because the ‘copy paste’ system now being enjoyed by students was unheard
of the way technology has made things a trillion times easier for students these days makes it
difficult to understand why and how they could afford to complain about homeworks, if they
involve research only.

I guess the problem is education on the part of teachers who give ‘impossible’ assignments, or
the kind that is beyond the capability of their students. They should be able to assess if the
homework or projects they assign would not be possible without the help of parents.The good
education secretary, Leonor Briones, is correct in saying that most homeworks are done either by
the parents or nannies. So, there must be an adjustment on the part of the teachers to give
homework that can well be done by their students. Homework hones a student’s ability to be
creative, organizational, responsible and disciplined, as well as developing good study habits,
independent problem-solving skills and attitude toward work and working on deadlines. Some
say students must be spared from homework so they can get into sports or get to have more
bonding time with their families.
