1 - GENERAL

1.1. Scope:

This specification covers the design, manufacture, type testing at an internationally recognized
independent test laboratory (ASTA, DEKRA / KEMA, CESI, or, UL), routine testing at the
manufacturer’s works at country of origin before dispatch, site testing, warranty, etc., of the LED
Street Lighting Luminaires.

1.2. Electricity Supply System:

The electricity supply system in Kuwait has the following characteristics:

System voltage 415 + 6% volts, 3 phase, 4 wire.

System Highest Voltage 457 volts

Frequency 50 Hz + 4 %

Neutral point Solidly earthed, TT System


Maximum fault level 50 KA at 415 volts.

Maximum fault duration 0.5 seconds.

1.3. Standard Specifications:

i) All materials and equipment shall comply as a minimum:

A) With the latest relevant recommendations of the International Electro-Technical


Commission (IEC), if available.

B) If (A) above is not available, with the latest relevant British Standard Specification
(B.S.S). This applies to quality of material, testing etc.. If standards as mentioned
above contradict with this specification, then the requirements of this specification
shall apply.

ii) Manufacturers who manufacture materials and equipment based on standards other than
those mentioned under (i) above can do so provided they confirm that such standards
meet the requirements under (i) as a minimum and shall prove this if needed by the
Ministry of Electricity & Water.

iii) What is mentioned under (i) and (ii) above applies to wherever BSS is mentioned in the
different clauses of this specification.

1.4. Climatic Conditions:

Climatic conditions in Kuwait are rigorous and the summer season during which the equipment
will function under continuous maximum load conditions is long and shall be considered to fall
during the period starting from 15th April till 15th November. The remainder of the year shall be
considered as winter season since autumn and spring seasons are very short in Kuwait.

The following are prevailing atmospheric conditions:

Ambient temperature in shade : Maximum 55 Degrees C (summer day)

Periods of high humidity are common and a humidity of 100% has been recorded at 30 degrees
centigrade. However, high temperature is normally accompanied with low humidity. Violent sand
and dust storms occur with wind speeds up to 120 Km/hour, and even on comparatively still
days, fine dust is carried in suspension in the atmosphere. The average rainfall in a year is 15
cms. but this can be concentrated into 2 or 3 severe downpours.

The LED street lighting luminaires including all parts and components therin called for in this
specification must give continuous and trouble free service under the arduous conditions mentioned
above.

2 - TECHNICAL SPECIFICATIONS

2.1. GENERAL REQUIREMENTS:

The LED street lighting luminaire shall be fully aesthetic in design and shape, from a modern
concept and a state-of-the-art technology luminaire. The luminaire shall be manufactured and
tested to comply fully with the requirements of IEC/BS EN 60598-1 & 2-3 and shall be CE or UL
certified, or comply with equivalent international standards with all certification made available. The
luminaire shall be designed to operate on 240 (+6%) Volts, single phase, 50 Hz., supply and shall
have Class-1 insulation in accordance with above IEC/BS EN with provision of earthing.

The LED street lighting luminaires shall provide a “Full Cut-off” distribution fully in accordance with
the relevant IEC, BS, CIE and/or IESNA specification that specifies the most stringent
requirements for light distribution.

The LED light source and the driver shall be compliant with the Restriction of Hazardous
Substances Directive (RoHS) No. 2002/95/EC as adopted by the European Union and the
luminaire shall be designed for ease of component replacement and end-of-life disassembly.

The luminaire and associated equipment shall be of the proven best quality and current models, for
which replacement parts, like drivers, LED modules, etc. are and will be available for the normal
expected useful life of the fittings and associated equipment.

The construction of the luminaire shall be fully suitable to withstand Kuwait’s extreme temperature
and weather conditions as specified (55oC Ambient and 85oC under open sun) without deterioration
of any parts/components, their stipulated life times and performance of the luminaire as a whole.
The luminaire manufacturer must also take into consideration the frequent dust storms and dusty
weather that are encountered in Kuwait while designing the luminaire body.

The luminaire shall have a degree of protection of minimum IP-66 for the optical compartment and
driver or driver compartment to IEC/BS EN 60598-1 against the ingress of dust and moisture under
all operating conditions and shall be suitable for wet location. It shall have a minimum mechanical
strength rating of IK-07. All synthetic materials shall be UV Stable to the highest extent. The
luminaires not having the required degree of protection and mechanical strength will be rejected.

The luminaire body shall be of either extruded aluminium or die cast aluminium with very low
copper-content and high corrosive resistance and shall be of minimum thickness 2.0 mm. Test
report to be provided for the entire luminaire as an end product for Salt Fog test as per ASTM B-
117 for 1000 hours or similar International equivalent standard. Test report will show effect on the
body of the luminaire after this test is performed. The finish coating for luminaire body shall be with
an anti-corrosive anodized/painting process or equivalent, providing excellent UV and
environmental exposure resistance to fading, peeling cracking or corrosion.

The LED luminaire shall be tested for Photobiological Safety and shall be of Risk Group 1 in
accordance with the requirements of IEC/BS EN 62471 and all test reports submitted.

The side entry mounting of the luminaire shall be from a heavy-duty rugged cast aluminium
construction suitable for fixing on to pole spigots having an outside diameter of 60 mm. The
insertion of the spigot shall be minimum 100 mm., which should be griped by at least 2 to 3 Nos. of
8 to 10 mm. stainless steel hexagonal socket-head bolts suitable for Allen keys.

The driver(s) shall be integral to the luminaire, shall have a degree of protection of minimum IP-66
and shall have easy access for maintenance requirements.

All luminaires shall be provided with a 80 mm. x 45 mm. non-corrosive metal name plate of
minimum thickness 1.0 mm which shall be fixed with two (2) rivets in a position where it can be
easily seen, distinctly engraved in black and in 4 to 5 mm. height letters and digits with the
information as specified in IEC/BS EN 60598-1 & 2-3 including the degree of protection (IP),
Contract/Order No., Project Title and the inscription “MEW’. The corners of the name shall be
rounded and the name plate must not be fixed to any control gear or other components.

All luminaires must have a Serial No. which should also be engraved on the name plate in 4 to 5
mm. height letters and digits. The Serial No. shall be started with the Contract No. & Wattage of the
LED luminaire after that with letter “L” for LED and “FC” for Full Cut-off distribution and then with
the Serial No. of the luminaire (e.g., MEW/1234/90/LFC/00001).

An instruction manual giving full details of the installation and maintenance procedure of the
luminaire shall be provided with each luminaire carton.

2.2. APPLICABLE STANDARDS:

Unless specified otherwise the LED street lighting luminaires shall conform in design, material,
construction and performance to the latest editions of the IEC/CIE standards, their corresponding
British/European (BS EN) or American (IEEE, ANSI, UL) standards and in particular to the
following publications :

In addition to the above listed standards, the regulations for electrical installations issued by the
Ministry of Electricity & Water - Kuwait, shall also be adhered to.

2.3. QUALITY, ENVIRONMENT AND OCCUPATIONAL HEALTH & SAFETY MANAGEMENT


STANDARD CERTIFICATES:

The manufacturers of the LED street lighting luminaires must possess the ISO 9001 Quality
Management, ISO 14001 Environment Management and the BS OHSAS 18001 Occupational
Health and Safety Management Standard Certificates. Without these certificates, the luminaires
will not be accepted.

2.4. LUMINAIRE LIGHT SOURCE:

The light source shall be high brightness white light emitting Diodes (LEDs) with individual
efficacy of minimum 120 to 140 Lumens/watt arranged modularly to provide the required lighting
output. All lumen figures shall be Deliver (Hot) Lumens.

The LEDs shall be manufactured in accordance with ANSI/NEMA/ANSLG C78.377-2011 or


similar approved International Standard and shall be from one of the following approved
manufacturers.

3. M/s. Osram, Germany
4. M/s. Nichia, Tokyo

The LEDs from other manufacturers may be offered subject however to the approval by MEW.

The white LED binning structure must comply in all respects with the requirements of the NEMA
Publication No. SSL 3-2010 "High-Power White LED Binning for General Illumination” as a
minimum and the LEDs shall only be from MacAdam Ellipse Step-5 or Step-6 Bins. Step-7
Binning is not acceptable.

The LEDs shall provide natural white light and the colour temperature shall be 4000K with a
colour rendering index of not less than 70.

2.5. LUMINAIRE EFFICACY:


The LED luminaire system efficacy shall be greater than 100 lumens/watt at 50oC ambient
temperature and 95% relative humidity.

2.6. OPTICAL CONTROL:

The luminaires shall be fitted with optical refractors, diffusers and/or reflectors. Different optics
shall be proposed to exactly suit the specific applications. Independent laboratory photometric test
reports shall be submitted for the luminaire photometric files used in the lighting calculations. The
testing should conform to IESNA LM-79-08 standards.

In case of LED luminaires with glass covers, the cover shall be from clear, high heat and shock
resistant, tempered glass of adequate thickness which shall be encased in stainless steel or die
cast aluminium alloy frame with substantial hinges and catches. The optical assembly must
ensure the degree of protection specified at Kuwait’s extreme weather and temperature
conditions.
The LEDs shall be removable/replaceable by modular means without any possible risk to
maintaining luminaire photometry for future upgrading/maintenance requirements.

2.7. THERMAL MANAGEMENT:


Substantial heavy duty heat sinks shall be provided for mounting the LED modules to ensure
excellent heat dissipation. The design of the heat sinks shall be such that there is a direct thermal
path from the led junctions to the atmosphere thus providing a thermal transfer effect throughout
the life of the luminaire. The heat sinks shall be adequately designed to enable the luminaires to
work efficiently in Kuwait's extreme climatic conditions. The luminaire shall be provided with a
demonstrated ventilation arrangement allowing heat to be dissipated to the atmosphere. The
luminaire shall be designed to prevent collection of debris on the heat sinks by proven and stated
means.

The thermal management test report (ISTMT) should be run at minimum 25oC, 35oC or 50oC. The
report shall use thermal camera shots to determine high die temperature and should declare
clearly Tsp values as well as driver current used at designated ambient temperature of 50oC. The
results must be used on useful life time calculations using TM-21 and LM-80 reports.

The Manufacturer shall provide test certification in accordance with IEC 60068-2-68 Part 2 Test L:
Dust and Sand and should be submitted by the manufacturer from an independent / independently
certified test laboratory. The test certificate should provide evidence that the heat increase inside
the housing enclosure with dust and sand should not be more than 10% of the heat inside without
the accumulation.

2.8. LED DRIVERS:

The driver unit shall be highly reliable one fully suitable for Kuwait’s climatic conditions (55oC
Ambient and 85oC under open sun) and driver compartment conditions. The Mean Time Between
Failures (MTBF) shall be of 1.5 million hours calculated as per Reliability Prediction Procedure for
Electronic Equipment" Document No. SR332 (Telcordia SR332). The LED drivers shall be an
integral part of the LED luminaires and shall meet the following requirements:

a) Drivers shall be 1-10v dimmable and have a minimum efficiency of 85%.

b) Case (TcoC) Temperature rating -40oC to minimum +80oC and at a minimum 95% Relative
Humidity (RH). Driver/Fixture to have some means of built-in overheat thermal protection in
the form of automatic dimming or stepping/holding down of the driver where temperature
exceeds operational limits. Thermal cut-out devices which turn the fixture LEDs completely
off are not acceptable.

c) The Driver and driver output current must be shown to be fully tested and compatible with
the exact LED chips/engine of the luminaire. All information provided and the cost
analysis/payback calculations should be calculated with the exact drive current including
the calculation for the life cycle, life and resultant increase or decrease of the energy
consumption if applicable.

d) Input voltage: 240V + 10%, single phase, 50 Hz.

e) Surge protection: Must be tested for 10 KV in accordance to the requirements of IEEE


Recommendation C62.41.2-2002, Scenario I Location Category C or International
equivalent.

f) Drivers shall have a Power Factor (PF) ≥ 0.95 and the Drive Current shall not exceed 700
mA.

g) Drivers shall comply with BS EN 55015 and IEC/BS EN 61000-3-2, 3-3 with regard to the
RFI and EMC compliances. Drivers shall also be RoHS Compliant.

h) Drivers shall have a total individual luminaire Harmonic Distortion (THD) of:≤ 20% in
accordance with IEC/BS EN 61000-3-2 or ANSI C82.77 (2002). The Contractor shall
measure the harmonic at the supply point (LV side of the distribution substation) after the
installation of all the LED fixtures and adopt harmonic compensation methods to limit the
total harmonics distortion in the supply voltage to maximum 5% as per IEEE 519
Regulations.

2.9. LED LUMINAIRES USEFUL LIFE:

The useful life of the LED luminaire in terms of lumen output must be obtained by the Site Defined
Performance Method as specified below.

The useful life by the site defined performance method is a life time of number of hours specified
by the site based on expected site lighting. Useful life must be capable of providing the luminance
levels and uniformity.

Site Defined Performance Method :

1. Perform lumen depreciation test as per LM-80-08 (or approved International equivalent) on
the light sources (s) (module/array) for a minimum of 6000 hours (longer testing period is
encouraged).

2. Use the LM-80-08 test data to extrapolate the lumen depreciation of the LED module/array
(lumen degradation at three temperatures) using a standard exponential decay curve as
below. This can be done by using any suitable software program.

Where: L = light output at “t” hours


L0 = % of initial light output at 1000 hours
e = natural logarithm
-α = a solved constant.
t = time of data point

3. Identify the operating temperature of the LED installed in luminaire using the Ts point under
operating ambient temperature of 50oC. Use this in-luminaire LED module/array temperature
to interpolate a decay curve between the three extrapolated degradation curves derived
from LM-80 and above exponential decay curve.

4. From the above interpolated curve (Item-3), determine the luminaire lumen depreciation
(LLD) value and useful life that meets the needs of the site defined hours of operation to end
of useful life as well as the luminance levels and uniformity required.

5. The following are required:


 LLD should be shown for 25oC : 50oC. Also, aging of any plastic parts for lenses or for
optics must be declared.

 Standards and tests used must be stated.

 TM-21 Calculator is needed which runs after the LM-80-8 report for verifying life time
and failure rates at designated ambient and storage temperatures.

 TM-21 reported life time should be run for 10000 hr confirming Ts point used (coming
from ISTMT report at elevated ambient temp. of 50oC).

 Life time declaration should be L70 (10k) 60000 hr at ambient temp. of 50oC.

2.10. LIGHTING CALCULATIONS:

The lighting calculations shall be performed by using the latest version of the DIALux lighting design
software and submitted for all typical lighting installations of the project. The maintenance factor to
be considered for the lighting calculations shall be determined by multiplying the LED luminaire
lumens depreciation at 50000 hours and at 50oC by the Luminaire Dirt Depreciation factor of 0.87.

2.11. TYPE TESTS:

Complete type tests shall be carried out on the LED luminaire as per the latest IEC/BS EN 60598-1
& 2-3 at an internationally recognized independent test laboratory (ASTA, DEKRA / KEMA, CESI,
or, UL) and the test certificates complete with the test reports shall be submitted for scrutiny and
record purposes by the Ministry of Electricity & Water along with all other test reports and
certificates as asked in the different clauses of this specifications.

2.12. FIELD PERFORMANCE TESTS (SITE TESTS):

Measurements of illumination shall be made at the positions determined in accordance with the
recommendations of the CIE Publication No. 140-2000, “Calculations and Measurements of
Luminance and Illuminance in Road Lighting”. The locations for measurement of illumination and for
measurement of luminance along each section of roadway will be selected by the MEW/Engineer,
and each location shall be considered as an individual performance test to be assessed against the
specified requirements of performance. The manufacturer shall provide all necessary equipment
(including all electrical and illumination test meters) and shall measure and record values of
luminance and illuminance at all predetermined positions. These measurements shall be witnessed
by MEW/Engineer, who may require demonstration of the accuracy and reliability of any instruments
used. Calibration Certification for all measuring equipment shall be presented to the MEW/Engineer
for approval before any field tests are undertaken.

2.13. CENTRAL DIMMING SYSTEM FOR SAVING ENERGY:

The LED street lighting luminaires shall have the provision of dimming to incorporate energy saving
feature. The lumens output of the LED luminaires shall be possible to centrally and automatically
control to dim from 100% to 50% at a pre-set time during the night and back to full lumens output at
early morning through an astronomical time switch installed at the feeder pillar. The LED luminaires
shall have 1-10V dimmable driver and necessary Interface Device for converting the 240V AC
control signal from the street lighting feeder pillar to a DC signal so that dimming and energy saving
features can be accomplished with a 5V pre-set dimming.

The Interface Device shall be installed on an aluminium plate of adequate dimensions and shall be
mounted at the base compartment of the lighting columns. Sufficient numbers of single on line
terminals suitable for 1.5 to 4 sq. mm. conductors shall be provided on the plate for looping in/
looping out of the control cable and other connections as required.

2.14. GUARANTEE:

The LED street lighting luminaires and drivers shall be guaranteed for ten (10) years at Kuwait’s
extreme weather and temperature conditions and any luminaire or driver that will fail or mal-function
within this period from the date of commissioning of the project shall be replaced free of charge.

2.15. LIGHTING PERFORMANCE

The required lighting performance of the LED street lighting luminaires for different types of
roadways shall be as stated in the Table-1 below, the parameters being as defined in the
International Lighting Commission (CIE) Publication No. CIE S 017/E:2011.

It is envisaged that under the practical conditions, the offered LED street lighting luminaires shall
provide uniform luminance pattern in the lateral and longitudinal axis of the road. The luminaires
that produce a ladder or zebra effect i.e., dark and bright patches will not be accepted.

The LED luminaire manufacturer shall indicate the number of LED street lighting units that are
required to illuminate ONE kilometre of straight carriageway of the above specified road
configuration and installation geometry.

The manufacturer of the LED street lighting luminaires shall submit lighting calculations in the
form of computer read-outs showing luminance and illuminance values and overall and
longitudinal uniformities on the basis of spacings between the lighting units as shown in the
contract drawings and as required by the particular specifications of the respective projects.

The computer read-outs must be in English language only and must mention type of LED
luminaire (manufacturer’s reference number), lumen output of LED luminaire, geometry of
installation, classification of road surface, observer’s position and height, angle of observation and
all other photometric details. The TI (Threshold Increment) and SR (Surrounding Ratio) values
shall also be clearly shown.

Computer read-outs shall be performed in full compliance with the CIE Publication No. 140-2000
and must mention of this CIE Publication Number on the first sheet of the calculations pages. The
dry road surface luminance coefficient, “Qo” shall be taken as 0.07 cd/m2/lx and a maintenance
factor as specified shall be applied to all lighting calculations.

In the longitudinal direction on a straight road, the field of calculation should lie between two
luminaires or lighting units in the same row, the first luminaire/lighting unit being located 60 metres
ahead of the observer.

In the transverse direction, it should cover the whole carriageway width on roads without a central
reservation, and the width of one carriageway on roads with a central reservation.

The calculation points should be evenly spaced in the field of calculation and the number of
calculation points in the longitudinal direction shall be ten (10) numbers for luminaire/lighting unit
spacings of 30 metres and less. For luminaire/lighting unit spacings of more than 30 metres the
number of calculation points shall be so chosen that the longitudinal distance between two
adjacent points does not exceed three (3) metres. The first transverse row of calculation points
are spaced at half the distance between two calculation points in the longitudinal direction and
shall be beyond the first luminaire (i.e., remote from the observer).

In the transverse direction, the calculation points shall be spaced at one-third of the lane width
with one point positioned in the centre line of the lane and the outermost calculation points spaced
at half the distance between two calculation points in the transverse direction from the edges of
the lane.

The angle of observation from the horizontal shall be fixed at 1° and in transverse direction the
observer shall be placed in the centre of each lane in turn. The Average luminance (Lave) and
overall uniformity of luminance (Uo) shall be calculated for the entire carriageway for each position
of the observer. The Longitudinal uniformity of luminance (Ul) shall be calculated for each centre-
line of each lane of road. The operative/accepted values of Lave, Uo, & Ul shall be the lowest
values in each case.

The number of luminaires/lighting units to be included in the calculation shall be luminaires/lighting


units which are situated within 5 (five) times the mounting height from the calculation point
towards the observer and 12 (twelve) times the mounting height from the calculation point away
from the observer.

The LED luminaire manufacturer shall note that if any of the required and specified details
(including TI and SR) are missing from the submitted computer read-outs and/or if any
discrepancy is noted therein, the offer will be straightaway rejected.

The computer read-outs must be submitted in originals only, duly signed and stamped, by both
the manufacturer, local agent and the contractor. The computer read-outs submitted without all
the technical details mentioned above will be rejected.

2.16. DATA TO BE SUBMITTED:

a) All the technical schedules filled in correctly and fully.

b) Fully dimensional drawing to Scale-1:2 of each type of LED luminaire in A-1 sized sheet
showing construction details of all parts and details of materials used.

c) Full technical details of the driver including manufacturer, type, catalogue number, driver
efficiency, input watts, max. temperature rise, etc.. Manufacturer’s technical catalogue shall
also be submitted.

d) Electronic File on CD giving the 3D interactive views and photographs of the LED luminaire
with views from top, bottom and all sides and internal views and all parts and components
therein, and installation and maintenance procedures.

e) Light distribution curves (polar curve)

f) Iso-candela diagrams.

g) Iso-lux curves for the recommended spacing.

h) Iso-luminance diagrams.

i) Co-efficient of utilization curves.

j) Light distribution tables per 1000 lumens including IES files.

k) Lighting calculations for luminance and illuminance values and uniformities using the latest
version of DIALux lighting design software for all typical lighting installations of the project.

l) Test reports from an independent test laboratory that shows total lumens of the luminaire
(absolute photometry) and test report for other electrical tests.

m) LM79 test report for the luminaire with all significant product data and all performance data
including Total Luminous Flux, Luminous Efficacy (lm/W), Correlated Color Temperature
(CCT), Color Rendering Index (CRI), Power Factor, Wattage, Driver Current, Chromaticity
Coordinates and so on.

n) LM80 report from LED vendor for LED used in luminaire with all pertinent data concerning
conditions of testing, ambient conditions, type of equipment, type of LED source including
numbers tested, operating cycle, drive current for life test, initial luminous flux, lumen
maintenance data, failures, etc.

o) LM82 test report for the luminaire detailing on the results of measurement of electrical and
photometric properties as a function of temperature with all significant product data and all
performance data including Input Power/Voltage/Current, Luminous Flux, Luminous Efficacy
(lm/W) at 50oC, Chromaticity Coordinates, Driver Temperature and so on.

p) LM84 test report for the luminaire with all significant product data and all performance data
including Luminous Flux, Luminous Flux maintenance, Chromaticity Coordinates, Input
Voltage/Current/ Power and so on.

q) Analysis of LED lumen maintenance that includes as a minimum i) Measured LED junction
temperature for a given test condition and extrapolated for an ambient temperature of 50oC
ii) LED drive current and iii) LED manufacturer’s data that clearly correlates LED junction
temperature and LED drive current to lumen maintenance.

r) Factory Pre-release Reliability test reports for the LED (chip, diode or package) from Joint
Electron Devices Engineering Council (JEDEC), or similar international approved equivalent
organization.

s) Report/Certification in accordance with the requirements of IEC/BS EN 62471 for the


Photobiological Safety of the luminaire to ensure it is classed “Risk Group 1”.

t) Thermal management test report.

u) Test report for Salt Spray (Fog) test performed as per ASTM B117-07a-2011 showing effect
on the body of the luminaire and also effect on light output after this test.

v) UL listing certificate or CE certificate of conformity

w) Operation, instruction and maintenance manual of the system in English language and in
three (3) complete sets.

x) Catalogues and other technical literatures.

y) Other documents, guarantee’s etc., as specified in different clauses of the specification

z) Unless the above documents are submitted with the offer, the offer will not be considered.

2.17. TECHNICAL SCHEDULES:

The Contractor shall submit all necessary technical schedules for the LED luminaires and drivers
as asked by the contract documents and included in the particular specifications of the respective
projects, duly filled in, signed and stamped by the manufacturer and the contractor.

2.18. SAMPLES:

The Contractor, after obtaining approval on the technical submittals and drawings of the proposed
LED street lighting luminaires, shall submit from each type one complete sample for study and
approval by the Ministry of Electricity & Water. No materials shall be ordered until and unless MEW
approval is gained on the same.

2.19. THIRD PARTY INSPECTION:

The Contractor shall appoint at his own cost a Third Party Inspector who is in the Ministry of
Electricity and Water‘s approved list of Third Party Inspectors to carry out inspection during
manufacture on the LED street lighting luminaires. The Contractor shall carry out all tests as
specified in the latest relevant IEC/BS or equivalent specifications and these shall be carried out to
the satisfaction of and in the presence of the MEW approved third party Inspector. Shipment of
materials shall not be effected until and unless the Inspector’s submitted inspection report is
scrutinized and approved by MEW.

2.20. MAINTENANCE:

The Contractor shall maintain the LED street lighting luminaires from the date of commissioning
of the project for a period as asked in the respective contract documents.
