applications, bringing hope to some of the
thousands of people who have been waiting in
a queue behind others.
Some have been waiting since 2018.
INZ said it would now prioritise skilled
migrant (SMC) and residence from work
visas for immigrants with an annual salary
of $106,080 or jobs needing occupational
registration. The announcement is bad news
for lower-paid talent (accredit employer)
applicants who had been prioritised until now.
Unpublished criteria to fast-track certain
applications have been used internally since
the middle of 2018, replacing “first-in, first-
out” decision-making.
Immigration adviser Erin Goodhue said the
timing of Monday’s announcement suggested
it was in response to ombudsman complaints,
including her own, questioning the validity of
INZ’s process.
The ombudsman’s office last month said
it was investigating a high volume of related
complaints, she said.
“I’m still disappointed that they have
confirmed that they are going to go ahead with
this method of allocation,” she added.
“I am encouraged that they have said that
they are going to resume allocation from the
main queue. I don’t like to be cynical, but I’ll
believe it when I see it.
“Because I can’t see from the information
they’ve put out what’s changed that means
they’ve now got the capacity to be dealing
with what they’re saying is just a larger than
expected volume.
“I don’t see them putting this announcement
out as being a solution to what is quite frankly
a real big mess.”
Immigrants have reacted with dismay to
INZ’s approach, she said.
“Like me, they are quite disappointed that
it’s taken INZ this long to be transparent,”
she said. “This is the very first public
announcement that they’ve made about it. But
I think people are encouraged by the claim that
they are going to resume the allocation of the
main queue.
“But again, I think people are a little bit
cynical about how fast that’s going to happen
- yes, they may be reviewing applications but
again it’s still surely going to be a very, very
long slow process going forward until they
clear the backlog.”
The criteria to prioritise was arbitrary, she
added, as all skilled migrant applications
involved people with occupations the country
needed.

ounties Manukau Police on Friday,
February 21 conducted a special
operation in the South Auckland region
educating drivers about different types of child
restraints and its correct use for the safety of the
child in a motor vehicle.
The project is called ‘Operation ANAK’
which basically stands for Attention,
Knowledge, Acceptance, Kompliance derived
from Malayo-Polynesian languages such as
Indonesian, Malaysian and Tagalog in which
ANAK means ‘child’.
Operation ANAK was conducted on two
locations in Mangere, officers standing
approximately a kilometre apart, on the median
stopping the vehicles on either side of the road.
The officers spoke to the drivers and escorting
them to an adjacent public car park if they have
a child at home or in their vehicle.
Speaking with The Indian Weekender,
District Ethnic Services Coordinator from
Counties Manukau, Sergeant Gurpreet Arora
explained why ethnic communities need better
understanding and education around child
restraints which is very low, and such operations
will encourage compliance in the future and
improve child’s safety in motor vehicles.
“We come from a country where special
child seat is not very prevalent and used, but in
New Zealand, children under the age of seven
need to be seated in a suitable child restraint
failing which the driver will be subjected to
infringement, and fines as it is considered an
offence here,” Sergeant Arora said.
Operation ANAK was supported by
Auckland Transport and Plunket, volunteers of
whom spoke to the drivers about proper child
restraints and fastening the seat belt of the child
seats the right way.
Sergeant Arora added that just earlier in
the morning, they came across a vehicle
where a four-year-old was sitting in the
front seat without the child restraint which is
absolutely wrong.
“We need to create awareness as there is
a lack of knowledge amongst the people,”
he said.
According to NZ laws, any child under the
height of 148 cm will have to be seated in an
individual child seat, children within the age
of 0-2 will need to be put in capsule sized seat
which needs to be placed in the back seat facing
the rear. This needs to be done so that the child
is safe from the pressure of the airbag in case of
a crash. When a child grows, they can be put in
a booster seat.
“The simple rule of thumb is- if the head of

“In our community, we use the seats, and then
we pass it on to others which ideally should not
be done. Like a vehicles’ WOF, even these seats
have a fitness level and an expiry date.
“A child seat may look suitable and in
good condition, but it may be expired and not
complying with the rules of child restraints and
added.
Police also encourage people to check the
fitness and quality of the child restraint if
they are buying second hand or taking from a
family/friend.
Sergeant Arora added that if there are three
to four kids in the vehicle, the eldest of them
should be seated in the front seat and the seat
belts of the children should be on their shoulder
and not touching the neck of the child.
“We are not here for infringements; we are
just educating the drivers. Auckland Transport
arranged for some goodies for the children
and Plunket also donated a few seats to the
parents on the day,” Sergeant Arora added.
Police and Plunket officials spoke to
the motorists in the adjacent public car
park. They educated them of the most
appropriate child seat, how to properly fit
them, putting seat belts correctly, when to
change the seats and if they had any queries
regarding them.
“The basic concept of this operation was the
safety of children in vehicles by using the most
appropriate child seats in accordance with their
age and height. You may think you are a good
driver, but you cannot take guarantee of the
other driver on the road. If not seated properly,
the safety of all occupants, including children,
gets compromised when there is an unfortunate
crash,” Sergeant Arora said.
NZ Police spoke to approximately 100+
drivers and it was well received by them, most
of whom appreciated the efforts of the police
for creating this driving and awareness about
child restraints and safety for the children in
vehicles.

Roskill Community Patrol helping
Police deter crime in the community

he Mount Roskill Community Patrol
Inc. (MRCP), has for the last five
years, has been helping New Zealand
Police deter crime in the community patrolling
several suburbs at different intervals of the
week identifying areas, people and vehicles of
interest that appear suspicious and reporting to
Police.
The Patrol is based at the Roskill South
Community Policing Centre from where each
Patrol sets out for their three hours. Each Patrol
consists of at least two patrollers, in uniform
with the CPNZ logo, high-visibility jackets
and ID driving around allocated suburbs while
compiling a report for the Police.
Earlier this month a responsible community
member donated a Toyota Prius Hybrid to
MRCP for its patrolling activities. Previously,
MRCP patrols used patrollers private vehicles

signage.
All the patrollers at MRCP are local people
who came forward to help minimise crime
in the community. Each patroller is vetted by
Police, provided with training as per CPNZ
guidelines and commit to patrolling at least one
3 hours patrol each month.

well when the patrol visit four supermarkets,

arlier this week, Auckland Council
received notification of a third
recycling truck fire in Sunnynook. Fire
and Emergency New Zealand have been at the
scene. The cause of the blaze was unknown.
Aucklanders cautioned to take care of what
they put in their recycling bins to avoid the risk
of serious harm.

week. Auckland Council is again warning

MRCP is headed by Tony Lau as Chairman
who arranges all the patrol rosters and has
been focusing on recruiting locally and Merril
Bourne, who is the Secretary and Coordinator
of the organisation, handling applications,
arranging training, uniforms, IDs, fundraising,
liaising with the Police at Roskill and Avondale,
the local board and other community groups.
MRCP regularly visits some known trouble
spots in the community covering Lynfield,
Hillsborough, Three Kings, Balmoral,
Sandringham, Owairaka and Mt Roskill with
thanks to the vigilance of truck operators,
rigid safety protocols that are in place if a fire
occurs, and the rapid responses from Fire and
Emergency New Zealand (FENZ).
The Otara incident followed in the wake
of a truck fire the previous week in Lynfield
when a full load of recyclables caught fire and
had to be emptied out in a nearby parking lot
at Margaret Griffin Park so that firefighters
could gain control of the smoking debris. The
cause of the blaze was not able to be isolated
but around six tonnes of recyclable materials
had to be uplifted from the site and trucked to
landfill. A full recycling truck load of around 6
tonnes had to be expelled in a Lynfield car park
after the contents of a recycling truck caught
fire.
“Recycling truck fires could cause serious
harm to our staff, contractors or the public,
and they are always a costly exercise, both
financially and environmentally,” says
Councillor Hills.
“In addition to emergency services being
called out, there’s disruption to collection
services, the cost of cleaning up the
contaminated materials, and then the additional
cost of materials having to be disposed of in
landfill, instead of being recycled. Then, the

India’s Middle Power 'moment'

rofessor Raja Mohan is one of India’s
leading academics and foreign policy
analysts. He is currently the Director
of the Institute of South Asian Studies, at the
National University of Singapore.
In Wellington last week for the QS Summit
at Victoria University of Wellington, he sat
down with the Asia Media Centre’s Graeme
Acton to discuss India’s way forward, and
this country’s strategy dealing with India’s
increasing influence in the region.
GA: Donald Trump is in India this
week for talks – how does India see its
relationship with the USA in 2020?
RM: “The US stands out very highly with
the Indian people, it has done since the 1960’s
when the Indian middle class became attracted
.. popular opinion on the US is still very
positive. India has changed, but the US has
also changed .. the American policies now on
things like Kashmir, nuclear weapons , those
things are not the sticking points they were,
and the US has won trust… the US and India
are integrated in many ways over many areas
now.
“The “dispute” , if you can call it that, is
over trade .. and Mr Trump’s visit to India may
not come away with anything hugely tangible
… they are very hard negotiators these
Americans … I think India has underestimated
to an extent just how important the free trade
model is to Washington at this moment .. I
think we were lulled into some complacency
because the Bush and Obama White Houses
were willing to give India a pass on the trade
issues, as long as it moved ahead on other
things”
“George Bush was interested in India’s
help on security issues, Barack Obama was
interested in India’s help on climate change
... India took a long time to realise that with
Donald Trump, trade comes first.”
Total two-way trade between the US and
India was around $150b last year, much more
than the $90b with China… how does India
deal with an increasingly protectionist US
under Trump?
“I think India has to be careful not to get
bogged down in the small-bore trade stuff with
the US and others.. it has to keep an eye on the
big picture. A relatively small trade agreement
worth around $10b is yet to be signed, but
we’re in a new world when it comes to trade,
and the Trump administration will continue
to change global trade …that’s important for
India, because the US trade relationship is the
most important one it has “
What is India’s current strategy with
regards to China’s rising influence in
the region?
‘WE NEED A SLEDGEHAMMER APPROACH’:

increase in the number of fines being

minded nations, there is an opportunity for
India to navigate a path between the two major
powers, using region-specific coalitions,
including with countries like Australia and
New Zealand…”
“For India the choice is not about whether to
back China over the US or whatever, we have a
set of issues with China which have been there
for a while : the Kashmir boundary dispute,
the trade dispute, as well as China’s hostility
to India expanding its international profile. On
all these issues, the US supports India, and has
become an important partner…that doesn’t
mean India has the status of the UK or France,
or Japan for example, but India can play a
role in shaping the balance , shaping a new
framework for Asia – and we are still prepared
to work with China, though, at this point the
Chinese are so strong they really don’t need
any other partners, and they would prefer to
deal with the US directly – that’s where the
problem is”
Is India destined to become the “great
power” promoted by Prime Minister
Modi?
“India is best seen as a middle power, it is
yet to achieve that greatness that Nahendra
it. We need a sledgehammer approach. You see
it happening it so much on our roads that we
really do need to push this hard.”

issue. India can send a rocket to the moon,
but that doesn’t mean its fixed its internal
problems”
There’s been a lot of speculation about
“burden-sharing” in the region, with
obvious signals that the US is moving to
exit Afghanistan, and demands from the US
president that nations do more to “pay their
way” in security. How does that impact India?
“ I think India has no choice but to do more,
and step up into the security world in the
region as the US pulls back” … India has been
right behind the Afghan government in Kabul
for example, but if the political structure
changes in Kabul, India will have to re-assess.
“The Taliban has also been keen to engage
with India, and India needs to be talking to all
the actors in the region”
“India also needs to work on how it can
engage with the international community
to secure some sort of on-going stability for
Afghanistan… it may not send troops, but it
has already played a part, and it must continue
to be involved”.
What other security issues do you expect
India to become involved in under the “burden
sharing” concept?
“India must up engagement with Pakistan,
and that also goes for The Gulf, The Indian
Ocean, and global intelligence networks.
India already has a couple of ships in the
Gulf, securing Indian shipping, and that will
continue. India certainly has the naval capacity
in the Indian Ocean to step up in this region”.
I mean, this is a “moment” for India , and
points for using their phones while driving.
That was up more than 10,000 on the year
before. Just last month, Wellington officers
at checkpoints caught 312 people using their
phones. Inspector Derek Orchard said that was
too many.
Targeting mobile phone use was one of the
key priorities for his team because it posed such
a high risk for everyone on the road, he said.
That approach pleased the Automobile
Association’s road safety spokesperson, Dylan
Thomsen, but he said a huge number of drivers
would be getting away scot-free.
AA’s own research showed one in 40 drivers
used their phone on any given day.
The AA wanted to see the introduction of
technology that was being used overseas to

while the US won’t totally pull out of the
region, it will reduce its presence , and that’s
a window for India to seize the opportunity to
improve its own position in the region.”
Indian Prime Minister Modi has been
embroiled in the fallout over his proposed
Citizenship Act, as well as the crisis over the
decision last year to revoke the autonomous
statehood of Kashmir, how focused to do think
his administration is over trade issues?
“My sense is that the second term of Modi
has been quite focused on social issues that’s
true .. but I believe they will tone down parts
of this agenda as we go on, and my sense is
they will shift to a more economic focus
.. Modi is still a rock star politician, he still
has huge support despite the road bumps, his
nationalism is very popular with the Indian
electorate.”
New Zealand’s Foreign Minister and Trade
Minister are in India this week, with a brief

two countries can work more closely together.
India is of course hugely important to this
country and has significant potential for trade
growth, as well as for things like international
students and tourism. How does New Zealand
get closer to India?
‘New Zealand’s trick needs to be to find
a new way to work with India.. you should
always be looking for new ways to work with
India, and not just in commerce” There is a
tremendous amount of goodwill, a huge scope

of Fiji in fighting transnational
crimes.She had also announced in
detail how her government will be
helping its Fijian counterparts.
Ardern says New Zealand and
Fiji face challenges with the ever-
growing issue of drug fight at our
borders and this is the reason her
government will be giving a total of
11 million dollars.
She says this will include the
setting up of three labs, which will
commence in May, coupled with four
fulltime experts to work with the Fiji
Police Force.

against climate change, adding Fiji

C
oronaviruses are a large family of viruses that cause
illness ranging from the common cold to more severe
diseases like Middle East Respiratory Syndrome (MERS)
and Severe Acute Respiratory Syndrome (SARS).
2019 novel coronavirus (COVID-19) is a new strain of
coronavirus that hasn’t previously been identified in humans. It
emerged out of Wuhan city, Hubei Province, China, in late 2019.
What we know so far
There are currently no confirmed cases of COVID-19 in New
Zealand but the likelihood of a case coming into New Zealand is
high. The likelihood of an outbreak in New Zealand is low and
the Ministry of Health is monitoring the situation closely.

What are the symptoms of 2019 novel coronavirus
(COVID-19)?
The symptoms of COVID-19 are similar to a range of other
respiratory illnesses, such as influenza (‘flu’). They include fever,
cough and difficulty breathing. Difficulty breathing is a sign of
possible pneumonia and requires immediate medical attention.
What is the treatment for the 2019 novel coronavirus?
There is no specific treatment for the disease caused by
COVID-19. However, many of the symptoms can be treated
based on the person’s clinical condition (breathing support for
people with breathing difficulties, for example). As this is a new
virus, there is currently no vaccine available.
Who is more likely to get the coronavirus?
People of all ages are being infected, but older people and
those with medical conditions seem most likely to get seriously
ill.
What should I do if I’m feeling unwell?
If you are feeling unwell with minor symptoms, call your local
doctor or call the dedicated coronavirus line: 0800 358 5453 (or
+64 9 358 5453 for international SIMS) for advice. Interpreters
are available.
If you are feeling unwell with severe symptoms, such as
difficulty breathing, seek medical attention urgently. Call ahead
and mention your travel history.
What can you do to protect yourself, your family and

We can all play a part in helping keep ourselves and others
well. The most important action is to practice good respiratory

• Register your details with Healthline within 24 hours of your arrival
in New Zealand.

The film, a love story with strong
family values, had a rather polarising
effect — the reviews of the day were
dismissive, accusing it of being an
extended wedding album.
However, slowly but surely, the
cinema halls across the country were
witnessing a phenomenon that hadn’t
been seen in a long time -- entire
families were coming to watch this
film. So what was about this film that
was so different?
Hum Aapke Hain Koun, after many
years perhaps, kept the family at the
heart of its narrative.
It was a love story replete with
family values. It epitomised sacrifice,
duty and love as its cherished values.
In many ways, it was Ramayana with a
twist. No wonder entire families made
a beeline for the cinemas. The 1990s
had seen a resurgence of some sort in
Hindi cinema; after a decade of kitsch
and bad taste, there had been a surge of
better films.
There had been a bunch of romances
such as Aashiqui, Dil, Saajan,
Deewana, Dil Hai Ke Manta Nahin and
Hum Hain Rahi Pyar Ke.
But the years preceding Hum Aapke
Hain Koun, action-oriented revenge
dramas have been ruling the roost.
Think Aaj Ka Arjun, Thanedaar, Phool
Aur Kaante, Beta, Khuda Gawah
and Baazigar to name a few. Sooraj
reportedly wanted to do something
along the lines of his hit Maine Pyar
Kiya (1989), so he famously decided to
rework an older Rajshri film, Nadiya Ke
Paar, but for a different set of viewers.
The film reportedly had a slow
opening; a Mint story mentions that the
Barjatya released the film only in 26
cinema halls across the country.
By the 21st week, the number of
halls showing the film had gone up to
522 and by 25th week, it had touched
730 theatre halls.
The film had been recorded in optical
stereo sound system and not many
cinema halls were equipped with the
advanced sound system.
Ramanathan PS, head of sales,
Rajshri Productions, was quoted in
the report as saying, “We were very
confident of the project and had gone
for very limited release.”
One of the highlights of the film
were its 14 songs, exactly the stuff they
were panned for by critics. The film
had a song for every ritual in a North
Indian wedding -- engagement (sagaai),
marriage (shaadi, vidaai, joota chupai),
baby shower (godh bharai), child birth
and family get-togethers (antakshari)
apart from love ditties, sung by the
film’s lead pair.
If in the subsequent Hindi films,
particularly those made by Karan
Johar and Yash Chopra, feature a lot
of marriage songs, centred around a
host of Punjabi rituals (sangeet and
mehendi), the credit has to go to this
film. One can say with some confidence
that Dilwale Dulhania Le Jayenge
happened, to some measure, because
of this film. The film’s trump card was
Madhuri Dixit — the diva’s box office
hold skyrocketed after the film. The
’90s belonged to her but after this film,
she was untouchable.
To this day, she is asked to perform to
her hit song, Didi Tera Dewar Deewana.

the second leading cause of deaths
worldwide.
For the findings, the research team
analysed data from 418,329 men and
women in nine countries (Denmark,
Germany, Greece, Italy, The
Netherlands, Norway, Spain, Sweden
and the UK) who were recruited to the
European Prospective Investigation
into Cancer and Nutrition (EPIC)
study between 1992 and 2000.
The participants completed
questionnaires asking about diet,
lifestyle, medical history and socio-
demographic factors, and were
followed up for an average of 12.7
years.
Harmful metals in
e-cigarettes linked
to DNA damage
E
-cigarette users are exposed to increased
concentrations of potentially harmful
levels of metals that are linked to elevated
oxidative DNA damage, a new study has found.
For the study, published in the journal BMJ
Open Respiratory Research, researchers found
that the biomarkers, which reflect exposure, effect,
and potential harm, are both elevated in e-cigarette
users compared to the other groups and linked to
metal exposure and oxidative DNA damage.
"Our study found e-cigarette users are exposed
to increased concentrations of potentially harmful
levels of metals -- especially zinc -- that are
correlated to elevated oxidative DNA damage,"
said the study's lead researcher Prue Talbot from
University of California in the US.
Zinc, a dietary nutrient, plays key roles in
growth, immune function, and wound healing. Too
little of this essential trace element can cause death;
too much of it can cause disease. Its deficiency, as
well as its excess, cause cellular oxidative stress,
which, if unchecked, can lead to diseases such as
atherosclerosis, coronary heart disease, pulmonary
fibrosis, acute lymphoblastic leukemia, and lung
cancer.
Electronic cigarettes consist of a battery,
atomizing unit, and refill fluid. Metals in e-cigarette
aerosols come mainly from the metal components
in the atomizer-- nichrome wire, tin solder joints,
brass clamps, insulating sheaths, and wicks -- as
well as the e-fluids that the atomizers heat.
For the study, researchers have examined
and quantified urinary biomarkers of effect and
potential harm in relation to metals in e-cigarette
users.
According to the study, a biomarker is a
quantifiable characteristic of a biological process.
Biomarkers allow researchers and physicians to
measure a biological or chemical substance that is
indicative of a person's physiological state.
Previous e-cigarette studies with humans have
examined biomarkers of exposure -- for example,
nicotine or nicotine metabolites -- but none have
studied biomarkers of potential harm or shown
how this harm correlates with metal exposure.
The biomarkers studied by the researchers were
8-hydroxydeoxyguanosine (8-OHdG), a biomarker
of oxidative DNA damage; 8-isoprostane, an
indicator of the oxidative degradation of lipids; and
metallothionein, a metal response protein.
