INTRODUCTION
Development of physical infrastructure like flyovers, bridges, etc. in cities results in urban voids in
the form of spaces below flyovers or bridges, edges along the drains and canals, or dried up rivulets,
streams or canals passing through the city etc. These voids are often neglected and undefined and are
abandoned and underutilized resulting in its exploitation and misuse.
In second tier city like Amritsar, a recent development in physical infrastructure - flyovers and
bridges have led to the formation of such urban voids, the result of which is exploitation and misuse. There
is an immense potential for effective utilization of such spaces in the form of green zones, organized
parking, etc. which would contribute to the image of the city and would help in reducing air pollution and
improve the quality of environment.
1. Development of spaces under Elevated loop of BRTS and Taranwala Pul flyover on GT road.
The entire length (Approx. 3.5 km and 0.8 km) of the flyover is divided in three sections – lift, deck
slab and fall. The stretch under the lift section is around 300 mts and is neatly paved with the provision of
railing on both the sides. This portion is currently used for free parking – four wheelers and two wheelers.
Since there is no defined marking in this stretch, the vehicles are parked in a haphazard manner and
unorganized way. However there is a railing on both the sides and defined access and entry points. The
elevated section of flyover is around 2.8 kms in length and has approximate height of around 6.0mts. This
portion is recently developed for plantation by Municipal Corporation with dedicated planting zone and
provision of railing on both the sides. Due to sparse plantation and soil area visible at few locations, people
cross the railing and sit here for gambling and illegal activities which is against the character of the City.
The latter portion of the flyover which slopes down before Mall of Amritsar on G T Road and is around 125
mts in length and has railing on both the sides and is not developed right now.
The elevated section of Taranwala Pul flyover is only 180 mts. and has approximate height of
around 9.0mts. This portion is recently developed with interlocking pavers near junction area, but broken
at many locations. This space is used by vendors for selling various products. At central portion which is
55m long, sparse plantation is done.
Proposal
The proposal intends preliminary intervention which would immediately transform the space into a
vibrant, active and positive space. The proposal is an upgrade to existing activities along the stretch –
landscaping and lighting. Since, there is an existing dedicated planting zone below the flyover, further
addition of landscaping elements in the form of ornamental trees, shrubs and hedges will improve the quality
of the space as well the aesthetics.
Operation and Maintenance for Spaces below flyovers are considered for 3 years and 1-year DLP
with operations. Maintenance of horticulture is on basis of Punjab CSR rates.

Total cost for development of spaces below both the flyovers is 6.63 Crores.
