Assessment Guidelines for STCW Code TABLE A-III/2

Specification for minimum standard of competency in demonstration of skill

Any candidate for a certificate as a Chief Engineer Officer or Second Engineer Officer on ships of under 3000 Tons powered by main propulsion
machinery of 3,000 kW or more must meet the standards of competence set out in STCW Code Table A-III/2. [46 CFR §§11.325 & 11.327]

Practical Demonstrations of Skills

The assessment competencies that follow identify those skills in Table A-III/3 that are demonstrated:

 Function: Marine engineering at the management level:

 Manage the operation of propulsion plant machinery;


 Plan and schedule operations;
 Operation surveillance, performance assessment and maintaining safety of propulsion plant and auxiliary machinery; and
 Manage fuel, lubrication and ballast operations.

 Function: Electrical, electronic, and control engineering at the management level

 Manage operation of electrical and electronic control equipment; and


 Manage troubleshooting and restoration of electrical and electronic control equipment to operating condition.

 Function: Maintenance and repair at the management level

 Manage safe and effective maintenance and repair procedures;


 Detect and identify the cause of machinery malfunctions and correct faults; and
 Ensure safe working practices.
 Function: Controlling the operation of the ship and care for persons on board at the management level

 Control trim, stability and stress;


 Monitor and control compliance with legislative requirements and measures to ensure safety of life at sea, security and protection of the
marine environment;
 Maintain safety and security of the vessel, crew and passengers and the operational condition of life-saving, fire-fighting and other safety
systems;
 Develop emergency and damage control plans and handle emergency situations; and
 Use leadership and managerial skills.

In addition, for this table and its competencies, the unique requirements of different manufacturers for operating, maintenance, and repair; the
different generations and configurations of systems; and the specific nature of the shipboard installation did not permit the development of detailed
performance criteria. As a result, many of the criteria in these guidelines call for direct reference to the manufacturers’ instructions,
recommendations, and specifications or the ship’s standard operating procedures to determine whether the candidate’s actions were appropriate,
complete, timely, and executed in the proper sequence. In these instances, the role of assessor-developed checklists reflecting manufacturers’
instructions, recommendations and specifications, or the ship’s standard operating procedures is critical.

Methods for demonstrating competence in the practical demonstration of skills include either one or more of the following:

 In-service experience;
 Training ship experience;
 Simulator training, where appropriate;
 Laboratory equipment training, where appropriate;
 Approved training courses; or
 Approved workshop skills training.

For each individual assessment, it should be understood that any of the methods specified in the STCW tables will be allowed.

MERPAC Instructions
The following is a copy of the Assessment Guidelines for Chief Engineer Officers and Second Engineer
Officers on ships powered by main propulsion machinery of 3,000 kW propulsion power or more. The
following should be kept in mind when adapting any of these assessments:
1. DO NOT ALTER OR REMOVE any STCW Competencies or Knowledge, Understanding, and Proficiencies. These
comprise columns 2 through 4 (shaded columns). These were determined at IMO and the intent of the assessment
tables is to provide tasks that meet these objectives (columns 5 & 6). They cannot be changed or modified, nor can
they be designated as “not applicable.”
2. The assessments that are provided can be considered as being examples of the final assessment. They have been
provided, based upon 2005 MERPAC recommendations, updated to include the 2010 Manila amendments, so that
they may be edited or used as a template for an alternate, more appropriate assessment. Keep in mind that the
assessments must be one size fits all.
3. Please use the Track Changes feature (found under the Review Tab in the Menu above) so that the Coast Guard can
identify the changes.
4. For any proposed changes, other than minor editorial changes, add a comment explaining why the change is needed.
Substantive changes without explanatory comments will not be considered as seriously as those with clear, rational
explanations. Please use the Task number (Column 1) when commenting about a task the comment bubble is NOT
attached to.
