Regarding what would fit your needs, I think that the following build
would be a great choice: pcpartpicker.com/xyz. It has a 6-core CPU and an
8GB GPU that should be powerful enough for both purposes. I have added a
Wi-Fi motherboard, the suitable PSU and case, and some cooling. I do not
think that this build needs water-cooling, but we can add that if you would
like that.
