INTRODUCTION

 Scientific disciplines "State Veterinary Medicine and Public


Health" and "Veterinary legislation and juridical veterinary medicine" reveal
regularities in the development of veterinary medicine as a practice and
implementation power of the authority and services.
 Through this course students are introduced to the
organizational structure, status and functions of the World Organization for
Animal Health (OIE / OIE), DG SANTE of the European Commission, the
European Food Safety Authority (EFSA), Bulgarian Food Safety Agency
(BFSA), structure-forming factors and conditions, the functions of the
various veterinary authorities in DG SANTE, the Head Office of BFSA and
the regional directorates of food safety as well as the object, purpose, role
and methodology of juridical veterinary medicine.
 The course give knowledge of veterinary legislation in
retrospect and in detail the current legislation of the World Organization for
Animal Health (OIE), European Union (EU), the World Health Organization
(WHO), World Trade Organization (WTO) and others.
 Students are introduced to the basic principles of the OIE, the
EU Treaties and the Constitution of the Republic of Bulgaria with an accent
- the role of state institutions in the veterinary field - legislative, executive
and judiciary.
 It will analyze the legislative process of the EU and Bulgaria.
 Students study the financing of veterinary activity, veterinary
control and information systems, organization of laboratory diagnostics,
medical-prophylactic and Veterinary activity related to food control.
 The subjects prepare students for the real animal medical
practice and are included in the group disciplines on state exams.

Thematic modules

I-st module
Introduction to the course

1. Subject, tasks and methods of the discipline. Organization and


management of the state veterinary medicine and public health. The place of
veterinary medicine in the classification of sciences - 2h.
2. The place and importance of veterinary system for economic
development, protection of public health and environmental protection - 1
pm.

II-nd module
Management of Veterinary

3. Organizational structure, status and functions of BFSA and agencies on


food safety in the EU Member State
4. Organizational structure and status and functions of the Center for Risk
Assessment (RAC) and similar structures in other EU Member States - at
national and regional level
5. Interaction of BFSA and RAC with the organs of government (legislative
executive and judicial power)
6. Mechanisms and systems for exchanging information on the OIE, the EU
in the management of Veterinary activity
7. Organization and management of animal health - national programs for
control and eradication of animal diseases and their role in health at national
and EU level
8. Organization and management of activities related to the safety and
control of food

1. Subject, tasks and methods of the discipline. Organization of Law of
Veterinary Activity and its relationship with the legislation on animal health
and food safety. Juridical veterinary medicine - subject, purpose, meaning
and methodology - 1h.

II-d module
Veterinary legislation of the Republic of Bulgaria, the EU, OIE

2. Organizational structure, management and status of the World


Organization for Animal Health (OIE). Basic principles and criteria for the
evaluation of Veterinary Services under International Veterinary Code and
the system of OIE PVS. Basic principles and rules for the issuing of
international veterinary certificates
3. The legislative process in the EU and its laws. Creation and development
of the EU and its controls: European Commission, Parliament and Council
and their interaction in the law-making process. European Authority for
Food Safety (EFSA) - the status, structure, functions and interaction with the
European Commission and Member States
4. Basic principles and rules for issuance as regards legislative acts in
Bulgaria and their hierarchy in the context of legislation OIE
5. Basic principles and regulations in the LVA, the Food Law, the Law on
feed and their relevance to EU legislation and MVMK - 1h.

III-second module
Juridical Veterinary Medicine

6. Veterinary juridical medical expertise - types, shapes and objects.


Veterinary expert- rights and obligations.
7. Juridical veterinary medical expertise on trade in animals; expertise for
identification of animals’ hidden defects
8. Juridical veterinary medical report on the death of animals and birds
9. Juridical veterinary medical examination in connection with diseases of
animals and birds - non-communicable, contagious, parasitic, exotic and
zoonoses
10. Juridical veterinary expertise in connection with the poisoning and death
of animals and birds.
11. Juridical veterinary expertise in sudden death of animals due to various
reasons. Expertise in insurance disorders in animals and birds
12. Juridical veterinary expertise in violation of the requirements for
production, storage, use, import and export of feed, food of animal origin,
animal products and pharmaceuticals and biologics. Insurance on live
animals.
