1. Introduction
1.1. This section presents an outline of the general Scope of Services including
activities to be completed and deliverables to be made by the Consultant for
design of the infrastructure design of the RESIDENTIAL GATED COMMUNITY,
Shams ArRiyadh Project, situated in Al Ammariyah District,Riyadh, Saudi
Arabia. (Referred to as the “Project”).
1.2. The Consultant’s responsibilities for the Project include, but are not limited to,
all standard professional Engineer services, professional disciplines, and
technical support specialists required to complete all services for this Project as
presented herein, inclusive of, but not limited to: pre design information
gathering, concept design, schematic design, design development,
construction documentation, assistance during the bidding & construction and
finally post construction activities as further described in the Contract
documents.
1.4. The Consultant shall provide design services in the phases as described in
Article 3 of this scope of service.
1.5. Appendix 2 to Exhibit A,, titled the Project Team Task Matrix indicates the
delineation of responsibilities between the various team members.
1.6. The major professional disciplines required for the successful completion of
services for this Project may include, but are not limited to, the following: Civil
Engineering, Geotechnical Engineering, Potable Water Distribution, Waste
Water Treatment, Underground Electrical Distribution, Storm Water Distribution,
Sanitary Sewage Distribution, Underground Data and Telecom Distribution,
Landscape, Hardscape and Irrigation, Coordination with architectural teams for
villa location and setting dimensions and elevations required to complete the
Services.
1.7. The Consultant shall provide assistance to the Owner in the development of
the layout for the temporary facilities common to all contractors like temporary
power, water, drainage and fire alarm system required for construction such as
layout and design of offices and utilities. He shall also review the associated
drawings and calculations submitted by contractors in this regard. Excluded are
contractor offices and related temporary facilities.
1.8. The Consultant shall supervise the execution of the work of the infrastructure
contractors.
2. SCHEDULE
2.1. The duration and milestones for the phases of work in the Project are indicated
on the schedule attached as Appendix 3 (Project Schedule) to this Exhibit A
(Scope of Service).
3. CONSULTANT’S RESPONSIBILITIES
3.1. General:
3.1.4. The Consultant shall co-ordinate his work closely with the Master
Planner and provide input and assure compatibility of the civil
infrastructure elements of the project with component parts of the
development as shown in the master plan. This coordination and
interface is particularly critical during the finalization of the Master
Plan.
3.1.7. The Owner may appoint other consultants from time to time to provide
professional services in relation to the Project. Such Consultants may
be inclusive of the following:
A. Master Planning
B. Architecture
C. Procurement Specialist
3.2. Design Phases: The following is a description of the various steps involved
during the different design phases anticipated for the Project.
3.3. Preliminary Study Phase: Carry out a preliminary study in relation to the Project
and submit a draft report thereon (including drawings and other documents as
necessary) to the Owner for review purposes in sufficient number of copies
(provide for at least 4 sets) The study shall cover the following:
3.3.4. Proposed methodology and schedule for effective interface with all
regulatory and utility authorities having jurisdiction over the Project as
well as other consultants.
3.3.7. Estimate service life and construction duration for each of the selected
alternatives and technical standards.
3.3.10. Discuss the findings of the preliminary study with the Owner as detailed
in the draft report and thereafter amend the draft report as necessary
and submit a final report (including drawings and other documents as
necessary) to the Owner.
3.4.2. The Consultant shall evaluate and select suitable and most economic
sources for imported soils, utilizing the surplus of rocks and other
excavated materials and providing details for stabilization of slopes. The
Consultant shall obtain the requirements of the Master Planner for the
quality of soil necessary to support the respective plant life being
designed by him and by third party consultants.
3.4.3. Ascertain any changes required to the details obtained as part of the
Preliminary Study Phase in relation to the consents, approvals, no
objection certificates, permits, and the like needed to be obtained from
all relevant authorities and departments and the procedures to be
followed in relation thereto and submit a report thereon to the Owner.
3.4.5. Identification of any and all existing services and any potential conflicts
with the proposed development, followed by meetings and discussions
with the authorities concerned, the Owner, and other consultants in
order to determine the cost-effective method of resolving such conflicts.
3.4.6. Prepare and submit to the Owner for review purposes a draft of the
Concept Design Phase deliverables.
3.5.3. Obtain site investigation and topographic survey information and other
relevant information.
3.5.4. Based on the approved Concept Design prepares and submits to the
Owner for review purposes a draft of the Schematic Design Phase
deliverables.
3.6.1. Commence the Detailed Design following receipt of the Owner’s approval
of the Schematic Design.
3.6.2. Based on the approved Schematic Design, fully develop the design and
prepare and submit to the Owner for review purposes a draft of the
Detailed Design Phase deliverables.
3.6.3. Attend meetings with the Owner or other consultants to discuss the draft
Detailed Design Phase deliverables and prepare minutes thereof where
appropriate.
3.7.2. Based on the Detailed Design approved by the Owner, prepare all
technical documentation required for tender purposes and for contract
purposes including without limitation drawings, specifications and
schedules.
3.7.4. The submissions shall be inclusive of all the aspects of the Project
including all disciplines of engineering and shall be presented at the 30,
60, 95, and 100 % completion levels. Each submission requires review
and approval by the Owner. Architectural and engineering discipline
coordination, checking and review shall take place during each
submittal phase and shall include drawings, specifications, and other
documentation.
3.7.5. Formal meetings shall be set up with the Owner and other participants
as required by the Owner at each of the submittal stage so that the
Consultant can discuss design issues of concern and their resolution,
status of incorporation of comments issued by the Owner during the
previous stages, and the making of decisions to be incorporated and
considered in the next stage of work.
3.7.7. The Owner has the right to conduct peer review of the Consultant’s
design at any time during the life of the Project; in all such cases, the
Consultant shall provide all technical information, such as basis of
design, design criteria, calculations, details concerning any proprietary
software used in the design, drawings and sketches and provide utmost
cooperation to the peer review consultants and provide responses to the
queries raised by them.
3.7.8. Based upon the approved 95 % submittals the Consultant shall prepare
the complete set of contract documents for construction, for the final
review of the Owner. These construction documents shall consist of
Final Construction Drawings, Specifications, Construction Cost
Estimates and the Construction Phasing Plan in such a form and detail
as may be needed by the Owner. The issuance of construction
documentation shall be in conformance with the packaging strategy as
determined by the Owner.
3.7.11. Provide advice and assistance to the Owner in the prequalification and
selection of tenderers.
3.7.12. Prepare and submit to the Owner for review purposes a draft of the
Tender documents. The format for the preparation of tender documents
shall conform to requirements established by the Owner.
3.7.15. Review the technical aspects of Tenders received and report to the
Owner thereon together with recommendations.
3.7.17. Prepare ready for issue to the Contractor all documentation required for
the construction of the Project.
4.1. As part of the infra structure design, the Consultant shall used the available
traffic impact assessment or study prepared for the whole Shams ArRiyadh
project for the Consultant’s use and further study. A suggested sequence for
the carrying out such studies is included herein. The Consultant shall be free to
modify / augment / simplify the same as he deems necessary to make it cost-
effective and suitable for the intended purpose, namely (1) to ensure the
adequacy of the provisions for movement of traffic/personnel within the Project
premises (2) to satisfy any local authority requirements for permitting (3) to
identify any changes that may be necessary to the surrounding road network to
ensure that they can meet the demands created by the Project.
4.2. The Traffic Impact Study shall cover the entire development’s impacts on the
transportation System within the Study Area including vehicular traffic and
parking, transit and pedestrian impact, and process appropriate mitigation
measures.
4.3.1. The Study Area boundary would be identified in co-ordination with the
Client; the Study Area will cover the adjacent areas of Influence.
4.3.3. Co-ordination with all parties concerned, including master planners and
concerned government departments as essential requirement and
extremely important for the successful completion of this task.
4.4.1. The trip generation analysis task will include an examination of the land-
use information provided by the Owner for the project, and other
development information within the Study Area. Trip Generation rates
compatible with Government Transportation Department standards will
be applied to estimate the traffic expected during the A.M/L.T/P.M Peak
Hours of a typical weekday. Other resources of Trip Generation shall also
be examined including the ITE Manual, the Consultant’s database for
similar land – uses, and possible surveys.
4.5.1. Trips generated will be distributed to the internal and external zones of
the Study Area. The zoning system will include sub-area zones for each
development.
4.5.2. The relevant model will be applied to obtain the traffic assignment. The
traffic volumes on the roads and turning movement volumes for the peak
hours will be obtained for the site and background traffic. Analysis based
on these volumes will be carried out on the next task to develop solutions
and mitigating measures.
4.5.3. The modal split component will be developed in conjunction with the
Developer policies and provisions for alternative travel modes, and
Municipality’s policy in this regard.
4.6.2. Vehicular movement over the Study Area to/from the site including
intersections and roadways.
4.6.6. As part of the works of the Traffic Impact Assessment, the Traffic
consultant will provide conceptual road design layout for the
recommended solutions in the Study Area.
4.6.7. Level of Service Analysis for the roads and intersections within the
Study Area using proven traffic analysis packages.
4.6.9. Study bicycling requirements particularly for leisure purposes and check
the need to provide bicycle track networks.
4.6.10. Conduct a detailed parking demand and supply analysis for each of
developments based on Municipality’s standards, and identify any
deficiencies in terms of size and distribution.
4.6.12. Study service vehicles and the relevant circulation requirements and
recommend the needed loading/unloading facilities.
4.7.1. The Consultant will prepare the Final Report of the Traffic Impact Study
in compliance with the Municipality Guidelines, in as many copies as
needed and make submittals of the same to the Owner.
4.8. Task 6 - Preparation and Delivery of Final Report “Traffic Impact Study”
4.8.1. The Consultant will prepare the Final Report, which will integrate all the
Technical Reports of the previous tasks.
4.8.2. The Final Report has to be presented in four (4) original copies contain
all collected data, charts, analyses, reports.
5. Land Survey
5.1. Consultant shall verify and confirm the accuracy of the topographical survey
data of existing ground, carried out by others, provided by the Owner.
6.1. The Consultant shall obtain from the Master Planner the proposed finish
ground contours contained in the final master plan. Then, in coordination with
the Master Planner and the building architect(s), the Consultant shall develop
the desired topography of the site prior to the placement of imported
agricultural soil, structural fill, etc with a view to reducing the cost of
construction of the infrastructure (civil work and utility distribution mains). The
proposed topography shall result in a minimum of earth moving and the
importation of bulk fill.
6.2. The Consultant shall provide suitable scaled drawings of the entire site
showing both the existing and rough ground contours. In addition, the drawings
shall identify all necessary control points, which will be separately tabulated, to
show X, Y, Z coordinates of those points, such that these points can be staked
out for construction of the earthworks. Sufficient control points shall be
documented to allow the rough grading to be fully constructed.
7. Finish Grading
7.1. In coordination with the Master Planner, and the building architect(s), the
Consultant shall develop a site grading plan to represent the desired final
topography of the site for handover to the landscape contractor, building
contractor(s) and others as instructed by the Owner.
8. Alignments, Right-of-way
8.1. Based upon master planning information provided by the Master Planner, the
Consultant shall calculate alignments for all right-of-way lines and lot lines
within the site.
8.2. Right-of-way centerline alignment drawing shall be produced at, and shall
identify and tabulate the coordinates of all alignment control points. In addition,
all alignment curves shall be identified and curve information for each curve
tabulated.
8.3. Individual A4 sheets shall be produced for each of the building lots, with the lot
drawn to a suitable scale. On the drawing, all lot dimensions, angles, and
corner coordinates shall be shown. In addition, finished spot elevations of the
plot and surrounding landscaped areas, roads, etc. shall be shown. Connection
point locations and elevations for utility, services, as well as access restrictions,
shall be shown.
8.4. The Consultant shall be responsible to produce service utilities plans and site
plans for each villa in order to assist the Owner to obtain title deeds for each
plot.
9. Transportation Study
9.1. The Consultant shall be responsible for the traffic study and design of all
aspects of the roadway system within the Development including connections
to surrounding municipal roads. This is to include pavement design of the
proposed roads.
10.3.Roads and Parking: The Consultant shall design the necessary transportation
facilities for the Site. Minimum drawings to be produced are as follows:
11.1. The Consultant shall design for the disposal of storm water to minimize the
impact on residents and the destruction or inconvenience caused by rainwater
within residential plots, landscaping, and other developments.
11.2. Storm Water Study: The Consultant shall conduct a study to evaluate various
methods for disposing of or re-using collected storm water runoff. This may
involve retention, groundwater recharge, percolation, pumped outlet gravity
outlet, or other methods.
11.3. Collection System: The Consultant shall investigate suitable means and
methods of collecting and removing surface water from undesired areas and
conducting that water away from those areas. The storm water collection and
drainage system shall be included with all other utilities on utility plans.
Drainage detail drawings shall be provided at appropriate scales.
11.4. Retention and Disposal: Based upon the findings of the study the Consultant
shall design the appropriate disposal system. Appropriate drawings and details
shall be developed for the selected disposal methodology.
12. Lighting
12.1.Site Lighting Plan will be developed by the Master planner, which will include
lighting for hard scape, landscape and water feature areas (not including
external lighting associated with various buildings).
12.2.The Consultant shall discuss the architectural style and treatments of the light
poles and lanterns with the Master Planner.
13.1.The Consultant shall study and design all necessary aspects of potable water
supply and distribution.
15. Sewerage
15.2.1. The Consultant shall design the appropriate and necessary facilities.
Drawings at appropriate scales shall be developed to suitably depict the
design.
16. Irrigation
17. Electricity
17.1.Electricity Study: The Consultant shall conduct a study to evaluate the total
requirements of electric power. This shall also include development of a
schedule indicating the requirement of power over the life of the development
of the Project. The Consultant shall meet with the Service providers in order to
discuss and develop the most economic arrangements for obtaining permanent
power for the Project, which shall also address the responsibility for the design
and construction of the entire distribution system.
18. Telecom
18.3.Primary Telecom Connection: Based upon the findings of the study, the
Consultant shall design the appropriate and necessary facilities. Drawings at
appropriate scales shall be developed to suitably depict the design.
19.1.The Consultant shall establish an outline construction budget cost based upon
the concept master plan for the project and the preliminary findings of the
various engineering studies. The budget costs shall be reviewed and amended
as necessary during the design development stages, or at least at monthly
frequencies.
19.3.The cost estimate shall be updated and submitted at the end of each of the
design phase.
20. Landscaping
20.1. The Consultant shall carry out the design of the landscaping / hardscaping for
the Project.
20.2. Landscape and Irrigation design shall be inclusive of and not limited to the
preparation of drawings, specifications and other documents to establish, fix
and describe the final specific landscape and irrigation layout and
configuration, materials, systems equipment and details for the design. The
progress submittals shall be inclusive of and not limited to the following:
21.1.The services included during the above phase are indicated in the General
Requirements, Exhibit B.
21.2.As part of his responsibilities, the Owner shall develop and implement
management and administrative procedures covering the detailed design,
procurement, construction, and testing and commissioning and hand-over
phases of the Project. The Consultant shall cooperate with the Owner in this
process and comply with these procedures.
22. STAFF
22.3.If, in the opinion of the Owner, the level of site supervision provided by the
Consultant is inadequate, the Consultant shall provide such additional staff as
are deemed by the Owner to be necessary at no additional cost to the Owner.
23. APPENDICES
