1.0 GENERAL
1.1 Summary
A. Scope of Specification
This specification describes the general requirements for static Uninterruptible Power
Supply (UPS).
3. See the Request for Quotation (RFQ) or Purchase Order (PO) for other documents
(one line diagram, proposed layouts, nameplate lists, etc.) for any other
requirements.
1.2 References
The latest issues, amendments, and supplements to these documents shall apply unless otherwise
indicated.
2.0 PRODUCTS
2.1 General
1. The UPS system will be used to supply a continuous source of AC power to critical
loads. During any interruption of the AC input to the system, the battery bank shall
supply the DC power to the inverters with no variation in inverter output voltage and
frequency.
2. Each individual UPS system shall contain a rectifier/charger, inverter, static switch,
battery and rack, manual bypass switch and shall be complete with the circuit
protective devices, regulators, filters, instrumentation, and related components
necessary to ensure the integrity and reliability of the system.
3. The UPS system shall be configured so that under normal operating conditions the
battery charger will operate as a rectifier to provide DC power to the inverter from
the normal AC incoming line and provide a float charge to the battery. The battery
bank will be connected in parallel to the DC power being supplied from the charger
so that if any failure or voltage drop occurs in the AC line, the batteries will provide
DC to the inverter. In addition, a static bypass switch shall provide automatic bypass
of the inverter to an alternate power source in case of inverter malfunction or
overload.
4. UPS systems 10 KVA and smaller shall operate on 120 VAC single phase, 60 Hz
system with a 120 VAC, single phase, three wire 60 Hz output. UPS systems larger
than 10 KVA shall operate on 480 volt, three phase, 60 Hz, high resistance grounded
system with a 208/120 VAC three phase, four wire 60 Hz output.
2.2 Equipment

1. Each UPS system shall be for indoor service. Enclosures shall be NEMA 12 with
provisions for filtered ventilation. Redundant blowers shall be furnished with forced
ventilation systems.
2. The equipment shall be arranged for front access only for entrance for installation
and maintenance.
3. Provisions shall be made for Purchaser's conduit or cable entering from top or
bottom of enclosure.
4. Each assembly, including transfer switches, shall have a front panel graphic diagram
(mimic) incorporating symbols for all of the controls, switches, meters, alarms, and
indicators for operating the UPS.
6. The audible noise level of the system equipment shall not exceed a sound pressure
level of 70 dB, measured at 5 feet (1.5 meters) from the nearest surface of the UPS
equipment.
1. Unless specifically stated otherwise on the datasheet, the rectifier / battery charger
shall be a regulated silicon controlled rectifier, and shall be sized to provide all
inverter loads and to recharge a completely discharged battery to 95 percent of full
charge within 8 hours.
2. The output voltage shall be regulated to plus or minus 1 percent of nominal from 0 to
100 percent of load, and with AC input variations of plus 10 percent to minus 15
percent.
3. The output shall be fully filtered to suppress the AC voltage ripple to 100 mV rms
maximum when connected to load and with battery bank connected.
4. The unit shall be designed to limit any input harmonic current feedback into the
source to a maximum of 10 percent.
5. The unit shall be designed to sustain input surges without damage in accordance with
the criteria listed in ANSI/IEEE C62.41.

6. The unit shall be equipped with a timed walk-in circuit that causes the unit to assume
the load gradually after input voltage is applied.
7. A float voltage potentiometer and equalizing timer shall be furnished and set in
accordance with the battery manufacturer's requirements.
C. Static Inverter
1. The inverter shall be of the PWM (Pulse Width Modulated) design unless
specifically stated otherwise on the datasheet.
2. The inverter shall have a sinusoidal waveform output, with no more than 5 percent
THD (Total Harmonic Distortion), and no more than 3 percent distortion for any
single harmonic.
3. The inverter shall maintain synchronism with the alternate AC power source when
AC input power is available, but shall not exceed a Slew Rate of 1 hertz per second
and shall break from synchronism to operate on its own oscillator when the alternate
AC power source deviates in frequency more than plus or minus 1 hertz.
6. The inverter shall contain a means for disconnecting the battery from the inverter
automatically when the specified battery end voltage is reached, or when the inverter
has failed.
D. Static Switch
1. The UPS system shall be equipped with an automatic system bypass transfer switch.
This make-before-break switch shall connect the critical load to the alternate source
whenever the load exceeds the UPS rating, or when the UPS is to be shut down
manually.
2. The transfer switch shall consist of a static (semiconductor) switch. The static
switch shall be activated automatically or manually through the control system. In
either case, the switching operation shall be accomplished without interruption of
power to the load.

3. The static switch shall have a short-time rating of 2000% rated load for two cycles in
order to enable transfers to the bypass source for load inrush or fault-clearing events.
4. The sensing plus transfer times shall be less than or equal to 1/4 of a cycle.
1. The manual bypass switch shall be a make-before-break type and may consist of 1 or
more discrete devices. It shall be fully load rated.
3. It shall be a manually operated two position switch to connect the load to the static
switch output and the bypass source to the static switch/inverter synchronizing
circuit; or the bypass source to the load.
4. It shall have disconnecting means for the static switch input and output, plus circuit
breakers for the bypass source and the load connection.
1. Supplier shall provide the alternate source transformer when specified on the
datasheets. It shall have an electrostatic shield between the primary and secondary
windings to attenuate transients which will be grounded.
2. The alternate source transformer shall not be a voltage regulating type. Also, a solid-
state AC line voltage regulator (AC stabilizer) shall not be used. Both are current
limiting devices; they therefore reduce the effectiveness of the alternate source in
clearing a branch circuit fault.
G. Battery Bank
1. Battery Construction
a. General
(1) The battery bank shall be designed for floating service under normal
operation with a periodic equalize charge from a connected battery charger.
(2) The battery bank shall consist of vented lead calcium cells.

(3) The cell containers and covers shall be molded of a material that is resistant
to heat, shock, and chemical attack. Cell containers shall be translucent or
transparent. The cell cover shall be permanently sealed to the container to
form a non-leaking seal. Covers shall be equipped with explosion resistant,
flame arresting vent caps.
(4) Cell posts or battery case shall be stamped with a date code identifying the
month and year of manufacture.
b. Battery Sizing
Batteries shall be sized in accordance with IEEE. The battery capacity shall be
determined utilizing the load profile, future growth factor, aging factor,
temperature correction factor, nominal voltage, and final discharge voltage as
provided on the datasheets and as described below:
(1) A 1.25 (25 percent) aging factor shall be applied to the calculated capacity
(AH rating) to compensate for decreased battery capacity at the end of the
battery's design life.
(2) A temperature correction factor shall be applied to the capacity of all battery
types based on the minimum temperature listed on the datasheets for
temperatures below 77 degrees F (25 degrees C).
(3) Unless otherwise specified on the datasheets, the final discharge voltage
shall be 1.75 volts per cell.
(1) The lead calcium battery cell shall be of the tubular or pasted plate lead
calcium alloy.
(3) Electrolyte level lines shall be marked on all 4 sides of each container.
d. Nickel-Cadmium Battery

(1) The battery cells shall be flat pocket plate type, consisting of powdered
active materials permanently contained in finely perforated nicked-plated
steel pockets set in steel frames, and have an alkaline electrolyte.
(2) The insulation between plates shall consist of edge and intermediate plastic
separators, to maintain correct spacing between positive and negative plates.
(3) Electrolyte level lines shall be marked on both post sides of each container
and shall be visible without obstruction when the batteries are installed in
the rack.
2. Battery Support
a. The battery support shall be of the type indicated on the datasheets and
described below.
b. Battery racks shall be constructed of steel, coated with a material that resists the
corrosive effects of spilled electrolyte, and designed to meet the Uniform
Building Code seismic rating specified in the attached documents. Trays of
corrosion resistant plastic shall be provided under each rack, to contain
electrolyte spillage or leakage.
c. Wherever battery racks with covers are specified on the datasheets, the rack
described above shall include removable panels constructed of 1/4 of an inch
(6mm) thick Plexiglas that shall enclose the battery rack. Panels shall be
fastened with stainless steel screws, and the panels shall be installed on the
front, top, and sides of the battery rack. The rear of the battery rack shall be
open.
3. Battery Disconnect
The battery input power connection to the UPS system shall be through a 2-pole
over-current protective disconnect for battery disconnect and fault protection. The
disconnect shall be mounted in the UPS enclosure and shall be manually operable
from the front of the UPS enclosure with the doors closed. An additional battery
disconnect switch shall be provided for installation near the battery when the battery
is not in sight of the UPS disconnect.

1. The UPS shall be micro processor controlled with a front mounted full color touch
screen. The following shall be accessible via the touch screen;
3. The UPS shall have an audible alarm with a silence pushbutton. As a minimum the
audible alarm shall be initiated by the following;
4. A Form C (SPDT) dry contact shall be provided for a remote common trouble alarm.
This contact shall change state for any UPS alarms.
2.3 Finish
Each major component and termination point shall be permanently identified by typed nameplates
located in a clearly visible location adjacent to the component or termination point. See
specification number MQ-SP-E-6000 for additional requirements
Equipment shall be inspected and tested in accordance with Manufacturer’s standard testing
procedures and specification MQ-SP-E-6017 Electrical Testing.
Preparation for shipment shall be in accordance with Manufacturer’s standard unless other wise
noted in the RFQ or PO. Supplier shall be solely responsible for the adequacy of the preparation
for shipment provision employed with respect to materials and application; to provide materials to
their destination in ex-works condition when handled by commercial carrier systems. See
specification MQ-SP-E-6000 for additional requirements.
