SPECIFICATION – SPECIFICATION WAIVER PROCEDURE

1. Scope

1.1 This standard details the procedure and requirements for requesting MARAFIQ
Project Engineering for a waiver to a MARAFIQ Engineering Standard.

1. 2 This standard shall be used in conjunction with Waiver Request Form described in
section 2 below.

2. References

2.1 Reference is made in this standard to the following attached document. The latest
issue, amendments and supplements to this document shall apply unless otherwise
indicated.
“Attachment A” Waiver Request Form, two(2) pages.

3. General
3.1 Requests for waivers shall only be submitted by MARAFIQ affiliates and MARAFIQ
project management. Requests shall not be submitted by contractors, vendors,
manufacturers or their successors.
3.2 Written waiver approval shall be obtained prior to implementing a specific
nonconformance with a mandatory requirement of a MARAFIQ Engineering Standard.
3.3 Generalized ‘blanket’ waiver requests shall not be made.
3.4 An approved waiver for one requirement shall not be extended to cover other
requirements.

4. Waiver Request Procedure

4.1 Requester shall submit a waiver request on Attachment “A”, Waiver Request Form.
Any supporting documents shall be attached.
4.2 Request shall include any impacts of the waiver, by addressing changes in the
following items, for example, as applicable:
a. Facility Safety or reliability
b. Acquisition or Life Cycle costs
c. Length of overall project schedule
d. Environmental impact
4.3 Requester may also identify and analyze other alternatives to the requirement(s).

4.4 Requester shall sign waiver request form and submit to MARAFIQ Project Engineering
for evaluation.
4.5 Requester shall provide any additional information specified by MARAFIQ Project
Engineering, for review and evaluation.
4.6 Requester shall abide by MARAFIQ Project Engineering decision for approval or
rejection.

5. MARAFIQ Project Engineering Action Procedure

5.1 A reference number will be assigned to each submitted request.

5.2 Form will be returned to requester:
a. If waiver to the Engineering Standard is not required
b. If complete justification, as described in 4.2, is not provided
c. If not signed by requester

5.3 MARAFIQ Project Engineering may ask for additional explanation of specific factors or
concerns from requester if further evaluation is required prior to making a decision.

5.4 After final evaluation, request will be approved as is, approved as noted, or rejected.
5.5 If approved as noted, conditions associated with the approval will be specified.
5.6 If rejected, reasons for rejection will be provided.
5.7 MARAFIQ Project Engineering will determine whether a revision to the Engineering
Standard in question is required.
5.8 Waiver request form will be signed and returned to requester.
5.9 Records of all waiver requests, supporting documentation, evaluation results, and other
applicable information will be maintained.
