Moving forward, LGA is now ready to accept enrolees in the Mentoring for Optimal Leadership and Development (MOLD) Program which is part of the Component 4: Sharpening the Competencies of LGU Officials and Staff of the NEO Program. The primary target for the MOLD the NEOs Program are the newly- minted LCEs. Based on the list of participants of the NEO Orientation, there are over 500 newly- minted LCEs. To ensure a greater probability for success and to guarantee the security of our mentors, we ‘would like to seek your assistance in identifying priority LCEs to be invited to the Program, Kindly send us a list via e-mail at Iaamail@laa.ov.ph and neoproaram. info@amail.com. VECINA, CESO IV Expoutive Director (7 MENTORING FOR OPTIMAL LEADERSHIP AND DEVELOPMENT (MOLD) Briefer ‘The Mentoring for Optimal Leadership and Development (MOLD) the NEOs Program is part of the Program for Newly Elected Officials (NEO) under Component 4: Sharpening Competencies of Elected Local Officials and Staff. The MOLD was introduced in the 2016 NEO to complement the existing learning strategies of the program such as the face to face sessions, Webinar series and the Executive Coaching Sessions (ECS). MOLD builds on the idea that mentoring is one of the most effective tools in developing people and leaders. It is a powerful approach to nurturing and enhancing leadership skills and talents. Through the program it is expected to harness the full potential of mentoring in building the capacities of our new local officials to be the best local leaders they can be in the course of their term and throughout their entire governance journey. Overall, a developmental approach will guide the MOLD the NEOs program. This approach emphasizes the building up of a relationship between mentor and mentee, in the process allowing for mutual learning for both and the development of self-reliance, self-discovery and self-management by the mentee. In the developmental approach the primary outcome is personal development on the part of the mentee, in a learning process where the mentor supports the mentee towards discovery of personal insights and solutions through a process of supportive discourse and interaction The program will combine both formal and informal mechanisms of engagement. The mentoring approach is individualized and needs-driven, with a flexible design based on the agreement between the mentor and mentee. ‘Target Participants The program is initially being offered to newly- minted local chief executives (LCEs) or those who are serving as Mayors or Governors for the first time. Period of Engagement Participants are expected to undergo the mentorship for one hundred (100) contact hours spread over six (6) months but they can opt to extend their engagement with their mentors as they wish and their agreement with their respective mentors, Expectations from the Mentee (LCE) Once accepted in the program, mentees are expected to 1. Commit to the mentoring program for at least one year 2. Participate in the following critical activities of the program ‘+ Orientation-training for mentee NEOs about the program * Initial matching meeting with mentor and LGA + Mid-term progress meeting with LGA ‘+ Post-program evaluation debriefing and assessment with LGA and other mentees 3. Share mentoring experience as may be requested in capacity development programs of the LGA or related programs of the DILG 4. Submit mentoring progress reports as may be requested by the LGA 5. Provide a cost-share to the program in the form of: + Inland transportation and travel of the mentor in the mentee’s home LGU * Accommodation and meals for the mentor during agreed visits to the mentee’s home LGU; the mentor’s LGU; or places agreed on by both mentor and mentee as benchmark sites * Safety and security arrangements for the mentor 6. Inform LGA in writing of issues arising from the mentoring relationships 7. Inform LGA in writing of decision to get out of the mentoring program and the reasons for such withdrawal 8. Suggest improvement/s on the design and implementation of the mentoring program About the Mentors Overall, the mentors are expected to facilitate the learning, self-reflection, self-discovery and self-direction of the mentees, thus enabling the mentees to improve their governance and leadership skills and thinking The pool of MOLD mentors is primarily composed of governors or mayors, whether incumbent or former LCE. They were carefully selected based on the following criteria’ ‘+ With extensive experience as local chief executive (Governor or Mayor) + An LCE under whose leadership the local government was recognized for exemplary local governance * With demonstrated and leadership qualities as recognized by institutions promoting excellence in local governance (€.g., Galing Pook, LGLA, KAME) * Other managerial or leadership experience in government, the private sector or non- government sector as additional plus factor ‘+ Adequate experience in working environment that involves working with others in a collaborative and partnership manner Other local governance experts who have had extensive experience in providing coaching ‘and mentoring to local officials and local governments are also included in the pool of MOLD mentor. Despite their extensive experience, the mentors undergo training on effective mentoring before they are deployed. Program Management The DILG, through the LGA, exercises overall management and supervision of the program. The LGA’ Executive Director serves as the Program Champion, who exercises overall responsibility for the program. DILG Regional Offices (ROs) is expected to support the program by way of identifying potential mentors and mentees in their areas, and facilitating the submission of the required forms for enrolment to the program. The ROs will assist LGA in resolving and managing issues and concerns arising from the implementation of the relationship agreement between the mentors and mentees
