I. HISTORY OF CAVRAA
The most prestigious athletic meet and the most awaited sports event
of the Department of Education Region 02, the Cagayan Valley Regional
Athletic Association (CAVRAA) Meet began in 1976.
This regional athletic meet used to be dubbed as Northern Luzon
Athletic Association or NLAA with the participation of Kalinga and Ifugao.
But, when Kalinga and Ifugao became part of the Cordillera Administrative
Region (CAR) they were separated from the said athletic association thus,
the naming of Cagayan Valley Regional Athletic Association or CaVRAA.
CAVRAA Meet focused solely on the five (5) provinces in the Region:
Batanes, Cagayan, Isabela, Nueva Vizcaya, and Quirino. Sports
enthusiasts from among these schools divisions converge and show
athletic prowess. From among these Divisions, Technical and Vocational
Schools also formed one separate delegation - the Tech Voc.
However, in 1980, 1986, 1987, and in 2002, there were no CaVRAA
Meet due to political turmoil in the country.
As the Region progresses, it had its cities. Tuguegarao City in Cagayan
sent its first City Division athletic delegation in 2001 CaVRAA held in Ilagan,
Isabela. Hence, from the five (5) competing delegations it became six (6).
Santiago City in Isabela, the first component city in Region 02,
established its own schools division followed soon by Cauayan City in the
same province. These two cities in Isabela although component formed their
own separate contingency adding two more contending divisions to Batanes,
Cagayan, Isabela, Nueva Vizcaya, Quirino, and Tuguegarao City.
In 2012, when Ilagan, the capital town of Isabela, finally became a
city, it immediately separated from its mother division – the DepEd Isabela
in 2013. Like Santiago City and Cauayan City, the City of Ilagan also
observes friendly competition with its mother schools division – Isabela.
When this newly established city organized its own athletic team to the
annual regional sports event, it ranked 7th in 2014, 6th in 2015 and now on
its toes to leap higher this year. And as the first city to host the biggest and
grandest Regional Athletic Meet, the City of Ilagan vows to “Go for Gold.”

Today, the staging of CaVRAA became stricter. It now follows Olympic
Games rules and has introduced more demonstration games such as
Billiards, Futsal, Wrestling, and Wushu. Each of the five provinces and four
cities pulled all their resources to show what they got and form the
strongest, mightiest, and finest delegation to the PalarongPambansa.

IV. CAVRAA PHILOSOPHY
CAVRAA is guided by the following philosophies:
CAVRAA can boost the economy and agri-eco-tourism of the City of
Ilagan. It is also an avenue to showcase its rich cultural heritage and
natural beauty.
Individual student is always a whole person; mental, physical, social,
emotional and spiritual. Sports activities are not only physical but
require all the above-mentioned components to achieve total balanced
development of an individual.
Sports activities such as the CAVRAA compliment and supplement the
academic program of the DepEd. Math, Science and English are
disciplines that improve mental faculties, religion strengthen the faith,
while physical education and sports activities develop the body that
houses the mind and as temple of the spirit.
Learning is not only confined in the four walls of classroom.
Basketball courts, swimming pool, track oval and other playing
facilities are extension of classroom where learning can take place.
CAVRAA provides equal opportunity regardless of sex, age, color,
social status, religion and belief. It is a contest of skill and talent; the
rules of the games are applied to all the spirit of fair play,
sportsmanship, teamwork and excellence and other values inherent in
the practice of sports.
The CAVRAA program is indeed an activity that gives life an “Esprit de
Corps” in schools just like other extracurricular activities- cheering,
bands, choir, dance troupe etc.

V. LEGAL BASES
“And this right should not be treated as different principle from right
to adequate food, shelter and medical care.”
Section 13. The state recognizes the vital role of the youth in nation
building and shall promote and protect their physical, moral, spiritual
and social well-being. It shall inculcate in the youth patriotism and
nationalism and encourage their involvement in public and civic
affairs.
Section 17. The state shall give priority to education; science and
technology, arts, culture and sports to foster patriotism and
nationalism, accelerate social progress and promote total human
liberation and development.

All educational institutions shall undertake regular sports activities
throughout the country in cooperation with athletic clubs and other
sectors.
Physical Education and Sports are ascribed the same status as the
basic needs of man, food, shelter and medical care; and

school curriculum

Consistent with these constitutional provisions, sports and cultural
activities will be a laboratory of life or a practice environment for
holistic learning to develop a healthy personal and national self-
identity. This requires an adequate understanding of our local
culture, craft, arts, music and sports/games.

VI. CAVRAA LOGO

THE LOGO- the logo portrays a corn cob from its open
husk (covering). This represents the City of Ilagan’s main
agro-commercial product which is corn, retrospect of the
city as the largest and the leading corn producer in the
entire Cagayan Valley Region and the “Corn Capital of
the Philippines.”

CITY OF ILAGAN TOURIST DESTINATIONS
BalaynaMaguili or Balaina Ilagan and friendship Hall- located beside the Rizal Park and
serves as a multi-purpose space to nurture the artistic talents of locals. It is the
headquarters of Stewards and Friends of Ilagan Incorporated, an NGIO assisting the city
government in its socio-tourism efforts. The BalaynaMaguili is an arts hall where music
lessons are taught to children. The chapel inside the compound is a well-preserved 18th
century structure.
Saint Ferdinand Parish Church-is known to house one of the oldest bells in the region. The
church is dedicated to the patron saint, San Fernando. The church is located in the heart of
the city and stands beside the St. Ferdinand College.
Coca-Cola Bottlers Philippines Plant-is one of the industrial complexes in the region
frequently visited by excursionists to learn s=about the mechanized processing system of
one of the country’s favourite soft drinks.
Isabela Provincial Capitol-in Barangay Alibagu is the seat of power of the present day
Isabela. It houses the offices of various line agencies. In front of the capitol is an open-air
amphitheatre recommended for evening activities.
Isabela Museum and Library-was inaugurated last May 11, 1999 and is housed at the old
capitol building in Barangay Calamagui 2nd. It is the repository and custodian of the rich
historical and cultural heritage of Isabelinos. It features a gallery exhibit-collection of
artifacts, fossils, heirloom pieces, visual arts, dioramasand other historical documents. It is
open on weekdays.
Rizal Park- a replica of the original Rizal Monument in Luneta. At the back of the park is an
open-air mini concert ground for small and minor events. It is strategically located in front of
the Saint Ferdinand Parish Church and Balaina Ilagan in Barangay Centro Poblacion.
Queen Isabela Park- the newest and the biggest park/monument found within the city that
features a world class ambience and one of a kind architectural design of a great
monument in honor of Queen Isabela II of Spain. The Queen Isabela Park is a culture and
arts open air amphitheatre which is the biggest LGU-built arena in the country. Located in
front of the Isabela Provincial Capitol in Barangay Alibagu along the National Highway
