SUBJECT : CATPPO IMPLAN RE LTOPF CARAVAN 2019

1. REFERENCES:
a. Republic Act 10591 (Comprehensive Firearms and Ammunition Regulations Act;
and
b. PNP MC No. 2012-16 (Annual Verification of Firearms “Oplan Katok”).

2. PURPOSE:

This IMPLAN set forth guidelines and procedures to be undertaken by this PPO to
ensure the safety, security and orderly conduct of License to Own and Posses Firearm
(LTOPF) Caravan 2019 in the province of Catanduanes by the PNP personnel from Regional
Civil Security Unit 5 (RCSU5) on November 20-21, 2019.

3. SITUATION:

The Team from RCSU5 will conduct a 2-Day LTOPF Caravan which was scheduled on
November 20-21, 2019 at 8:00 AM to 5:00 PM at the Sangguniang Panlalawigan Session
Hall, Provincial Capitol Compound, Virac, Catanduanes. Gun holders/licensee with expired
firearm license are expected to come to renew the license of their respective firearms

On the other hand, the threat groups might take advantage of the situation to pursue
their nefarious plan to disrupt the LTOPF Caravan 2019 in Catanduanes.

In order to prevent any untoward incident, the Catanduanes PPO will intensify and
sustain law enforcement, security and public safety operations during the LTOPF Caravan
2019 in Catanduanes.

4. MISSION:

The Catanduanes PPO concurrent with its mission and functions, and in coordination
with other law enforcement agencies shall undertake intensified law enforcement, security
and public safety operations to ensure the successful LTOPF Caravan 2019 in this province.

5. EXECUTION:

a. Concept of Operations:

The Catanduanes PPO shall implement Security Task Force “LTOPF CARAVAN
2019” headed by the Provincial Director, Catanduanes PPO as the Task Force Commander
in concurrent capacity, by undertaking enhanced security measures.

b. Tasks:

1. PIB

a) Monitor the presence and activities of various threat groups;


b) Provide timely intelligence and counter-intelligence support to tasked
units/offices; and
c) Perform other tasks as directed.

2. POMB

a) OPR of the activity;


b) Supervise the implementation of this IMPLAN;
c) Shall ensure the widest dissemination and security preparation for this
LTOPF Caravan 2019 in Catanduanes; and
d) Perform other tasks as directed.

3. PLRB

a) Provide logistical requirements of tasked units/offices as requested; and


b) Perform other tasks as directed.

4. PCADB/PPIO

a) Conduct press release, radio guesting and other forms of information drive re
LTOPF Caravan 2019 in Catanduanes, starting November 4, 2019; and
b) Perform other tasks as directed.

5. Finance

a) Provide fund support for this activity as requested; and


b) Perform other tasks as directed.

6. PIDMB

a) Supervise the investigation and the disposition of all cases that might
transpire during the conduct of this LTOPF Caravan 2019 in Catanduanes;
and
b) Perform other tasks as directed.

7. 1st CAT PMFC

a) Provide one (1) team (SWAT) as convoy security/escort during the arrival of
PNP personnel from RSCU 5 on November 19, 2019 and departure on
November 22, 2019 via San Andres seaport;
b) Provide one (1) team (Non-SWAT) to conduct security at the venue (SP
SESSION HALL, PROVINCIAL CAPITOL COMPOUND) of LTOPF Caravan
2019 in Catanduanes; and
c) Perform other task as directed.

8. Virac MPS

a) Provide personnel as billeting security and maintain traffic management
within the vicinity of SP Session Hall, Provincial Capitol Compound for
LTOPF Caravan 2019 in Catanduanes;
b) Reproduce tarpaulin re LTOPF Caravan 2019 and hang it on any
conspicuous places in AOR starting November 6, 2019;
c) Conduct information/dissemination to all licensee who surrendered and/or
with expired firearm license re the scheduled LTOPF Caravan;
d) Submit proof of action taken re hanging of tarpaulin to reach this office (Attn:
POMB) NLT November 7, 2019 at 8:00 AM; and
e) Perform other tasks as directed.

9. Other MPS

a) Reproduce tarpaulin re LTOPF Caravan 2019 and hang it on any


conspicuous places in respective AOR starting November 6, 2019;
b) Conduct information/dissemination to all licensee who surrendered and/or
with expired firearm license re the scheduled LTOPF Caravan;
c) Submit proof of action taken re hanging of tarpaulin to reach this office (Attn:
POMB) NLT November 7, 2019 at 8:00 AM; and
d) Perform other tasks as directed.

c. Coordinating Instructions:

a. Revised POP and respect for human rights must strictly be observed;
b. Anti-criminality and other regular police operations shall be maintained;
c. Template of the tarpaulin hereto attached (Size: 4 x 8 feet);
d. LTOPF Form, Registration and other requirements hereto attached;
e. Virac MPS and 1st PMFC shall submit After Security Coverage Report with
pictures/documentation immediately after the termination of the activity; and
f. Lateral coordination among involved agencies/NGOs is highly encouraged.
