MINIMUM QUALIFICATIONS: The following qualification(s) MUST be met and clearly stated on the City of Saratoga Springs employment application
form:
EITHER:
1. Bachelor’s degree in Communications, Public Relations, Marketing, Journalism, Radio –Television Broadcasting or a closely related field (not
English Literature), AND one (1) year of full time paid experience (or its part time equivalent) in public relations/public information, marketing,
journalism, media presentation, program development, or preparation of written material for public dissemination OR

2. Bachelor’s degree in any field AND two (2) years of full time paid experience (or its part time equivalent) in public relations/public information,
marketing, journalism, media presentation, program development, or preparation of written material for public dissemination OR

3. Associates degree in any field AND three (3) years of full time paid experience (or its part time equivalent) in public relations/public information,
marketing, journalism, media presentation, program development, or preparation of written material for public dissemination OR

4. High School diploma or equivalent AND four (4) years of full time paid experience (or its part time equivalent) in public relations/public
information, marketing, journalism, media presentation, program development, or preparation of written material for public dissemination.

DUTIES: The Communications Manager reports directly to the Saratoga Springs City Council and is appointed by the Commissioner of Finance. This is
a strategic leadership position in which internal and external communications are to be both implemented and enhanced to achieve the City's
overarching goals of collaboration and cooperation among all stakeholders. This position is responsible for the planning, coordination and
dissemination of information on City programs, services, events and facilities. Work also includes management of media relations and social media
platforms. The incumbent will be responsible for researching and writing materials for release with assistance from relevant City officials and
departments. Policies and procedures related to this position will be guided by a policy manual drafted by the Communications Manager and other
relevant City employees (including the City Attorney, Human Resources Administrator, and IT Systems Manager), and approved by the City Council.
The incumbent performs related work as required.

Working knowledge of the principles, terminology and techniques of publicity promotion, public relations, journalism and communications media;
Skill in writing and editing communications and marketing materials (newsletter and website articles, brochures, etc); Ability to proof read and edit
written materials; Ability to communicate effectively, both orally and in writing; Ability to perform videography and live streaming; Good organizational
skills and detail orientated; Tact and courtesy; Thorough knowledge of multiple social media platforms; Ability to deliver creative content; familiarity
with online marketing strategies and marketing channels.

**A provisional appointment is pending the appropriate NYS Civil Service Exam announced and administered locally. The provisional appointee will be
required to sign up to take the exam once it is announced, pay the exam fee, pass the exam and rank in the top three (3) grades to secure a
permanent appointment**
