Proficiency Evaluation Process

Best Practice (BP) is relatively new concept in the PNP in many corporations and
international public institutions, however, BP form part of their organizational development
and knowledge management.

With the adoption of the PNP P.A.T.R.O.L Plan 2030, the PNP has recognized the value
and wisdom of developing and adopting BP. All PNP units and offices are now encouraged
to develop their own best practice to enhance their overall operations and management and
create better customer value. Such best practices, in many instances, have made police
operations and the delivery of police service efficient, cost-effective, accessible and
equitable. (PNP SOP 2014-001 Dated June 16, 2014)

In line with this, the Baguio City Police Office (BCPO) created the following Best
Practices (Table Below) that greatly helps in the attainment of the Mission, Vision and
objectives of the PNP Organization as a whole.

In this specific element, Element 5: Best Practices and Breakthrough Results, BCPO
already endorsed to the Regional Headquarters three(3) Best practices that were
continuously implemented and sustained in the City. BCPO has then a total of twenty-two
(22) Best practices, three (3) from Headquarters and nineteen (19) from Stations 1-
10/CMFC. All the best practices are with project fact sheets to prove its existence and
implementation and that all are being monitored by a best practice officers designated to
each best practice. These Best Practices are the following:

Best Practices
HEADQUARTERS

A. Short Film Competition for High School Students

The Baguio City Police Office in coordination with the Department of Education,
(DEPEd) Baguio City and Pine International Academy Incorporated conceptualized a short
film for high school students.

The Short Film competition aims to showcase the creativity of the students to
compose short movie that defines a film focused on the ill-effects of illegal drugs in the family
which tarnishes relationship and what are the actions to be undertaken to address the
situation up to the rehabilitation processes of the subject until reformation and integration to
the community.
B. INTEGRATED BARANGAY DEFENSE SYSTEM

The Baguio City Police Office in coordination with the Local Government Unit and
Barangay through the established Barangay Peace and Order Advisory Councils (BPOAC)
conceptualized and employed the INTEGRATED BARANGAY DEFENSE SYSTEM.

The Integrated Barangay Defense System is an initiative of BCPO to address the


rising crime incidents and the alarming mode of commission within the Barangays since this
embodies an enhanced Neighborhood Watch System and community mapping. It aims to
integrate existing police initiatives like the Barangay Peacekeeping operations and the
Barangay Information network.

C. TAMBULI

The public address (PA) system is a portable, rugged, easy to operate, and cost
effective system and shall be used by police personnel to communicate effectively to large
public for them to be aware of their own surroundings and be responsible of their own
belongings. This is to deter potential violators as well as to warn unwitting victims of crime.

STATION 1

A. PEACE AND ORDER GROUP (SPOG)

The Operational Plan 02/14 “SPOG” (Station 1 Peace and Order Group) aims to
strengthen the anti-criminality campaign of the station through the organization and
mobilization of the Chair of the Committee of Peace and Order and Chief BPATS problems
on anti-criminality, traffic congestion and environmental degradation shall be immediately
addressed.

B. GSIS INSURANCE OF BPATs

BPATs have important roles in making Baguio City a safer place to live. We cannot
disregard that their lives and health are at stake while they perform their duties. Although
they perform their duties as an act of volunteerism, the honorarium/ compensation received
from the revenues of the Barangay are not enough to sustain their daily living or needs. In
order that BPATS will have the impression that they are secured and supported by BCPO,
the Station Commander enrolled them for an Insurance at GSIS amounting to php 32.50
each with a grand total of Php 845.00 (32.50x26 individuals) from the personal budget of
the Station Commander. The policy covers Death Aid amounting to php 50,000.00 and
Hospitalization amounting to Php 5,000.00.

There are 36 BPATs within AOR, however 10 BPATS failed to submit documentary
requirement for the GSIS Insurance.

On December 20, 2014, PCI IMADO together with Hon. Slyvia Carolino, Barangay
Kagawad/Secretariat, SPOG awarded the GSIS Insurance Certificate to 26 Barangay
Tanods.

C. TANOD KO, SAGOT KO

The issuance of the Department of Budget and Management of including the


honoraria given to the peacekeeping action teams from the personal services allotment of
the barangay caused the decrease number of BPAT volunteers Hence, the formation of the
Integrated Organized Barangay Peacekeeping Action Team of Distict 16 tagged “Tanod ko,
Sagot ko.” Which composed of five barangays as follows; Middle Quezon Hill, Upper Quezon
Hill, Quezon Hill Proper, Victoria Village and Pinsao Proper Barangays.

To complement the depleted strength of Police Stations to overlook the territorial


jurisdiction of the 13 barangays that needs the support from the community. This aims to
establish a partnership betweein and among the neighboring barangays and the Police Sub-
stations through collaborative efforts and to effectively maintain and monitor peace and order
situations covered in each barangays.

STATION 2

A. OPlan Kampanya

Police Station 2, with the desire of sustaining maximum safety and protection of
commuters who became helpless prey of criminal elements operating inside public utility
vehicles, conceptualize “OPLAN KAMPANYA,” a relentless effort on anti-criminality and
community awareness.

This project aims to educate innocent commuters on how to evade being a victim of
pickpocket, Ipit Gang, laglag barya and other forms of criminal modus operandi. It is also a

measure which prevents criminal elements from staging their nefarious activities inside
public utility conveyances.

B. OPlan Masid

The CCTV security systems installed in major thoroughfares provides traffic officers
a clear view on traffic problems while on public places, banks, hospitals, malls and other
vital installations can deter crime incidents, provide the police with leads and help citizens
feel safer. CCTV systems mostly deter property crimes and robberies. However, it may not
catch all crimes because they may occur outside the field vision of cameras in more deserted
areas. Fortunately in most situations, when a CCTV system is in place, criminals generally
shy away from these monitored areas fearing prosecution since these recorded images can
be used in court.

In line with the OPLAN Masid in its desire to fight and address problems on
criminalities, this office has established three CCTV monitors in our office with 26 CCTV
cameras installed at different strategic locations delivering security services to the
constituents of the 23 barangays in our area of jurisdiction.

STATION 3

MOUNTED BPATS

The concept of this best practice is to deploy our Barangay Peacekeeping Action
Team (BPATs), by horse patrol in order to watch places frequented by local and foreign
tourists. The objective is to mobilize our force-multiplier, to assist police patrollers in Crime
Prevention considering that major tourist destinations, business establishments, and
educational institutions are within the Areas of Responsibility (AOR) of Station 3.

Its existence is proven by a Memorandum of Agreement duly made and entered into,
by the President of Wright Park Pony Boys Association, Mr. George B. Lim and Police
Station 3 Commander, PCI MARLO G. EVASCO, offering two (2) horses for the horse
patrolling activities for purposes of the “Mounted BPATs”.

STATION 4

Police Hour” Anak mo, Anak ko, Anak Nating Lahat”

To address problems on of bullying, presence of gang groups, use of illegal drugs


and other unlawful activities being committed within the school premises, teachers, parents,
barangays officials and Station 4 BCPO conceptualized a program called Police Hour with
a theme, “Anak mo, Anak ko, Anak nating Lahat”. This program aimed to support the school
crime prevention program and Barangay Council Ordinance in order to bring awareness to
school children about crime prevention, Anti-Bullying Act and the ill-effects of drugs thru
regular conduct of dialogues, symposium, school visitation, distribution of IEC materials and
other related activities.

Monitoring of Drug Surrenderers undergoing Family Life Resource Center of SIPAG/


Simula ng Pag-asa

The Baguio City Police Office Station 5 in partnership with the LGU, BADAC members
and religious sector, closely monitor the drug surrenderer undergoing the Family Life
Resource Center.

Personnel of BCPO Station 5 religiously attending the Simula ng Pag-asa (SIPAG) a


project of CCF Christ Commission Fellowship a Non Government Organization catering to
the drug surrenderer, scheduled every Sunday at City Camp Proper Barangay Hall.

STATION 6

TENANT KO KILALA KO

The recommendation was acknowledged by the LGU heads in the AOR, with the
conformity of the homeowners of Dormitories, Transient/ boarding houses, Inns and hotels,
and the ABCAH-BPOAC passed a Resolution for that matter, entitled Resolution No. 01
Series of 2014, Adopting the Resolution Requiring All Real Estate Lessors to Register their
Tenants for Security Purposes.

The intention of this initiative is anchored on Crime prevention and solution of crimes
that happen in those houses of interest, as mentioned above. The existence of a ready
reference containing the name, bio matrix, picture and other details of suspects will aid in
the investigation and solution of cases.

STATION 7

PROJECT TOWER

As increasing demands on public safety operations have stretched the resources of


the police to the limit, Police Station 7 has embarked on the concept of police presence
conducted by the patrollers in the over passes dubbed as “Project TOWER”.

STATION 8

A. My Community, My “Whistleblower” (A Neighborhood Watch Approach)

The project aims to maximize the potential of the community in crime prevention and
control by actively reporting suspected criminal activities within the neighborhood to the
police station and barangay council. The use of whistle was strongly implemented to call the
attention of concerned people when an unscrupulous act is being witnessed by a household.
The whistle will serve as an alarm to the neighborhood and prevention for the possible
commission of crime.

B. OPLAN PAALALA (A Localized Concept of OPLAN TAMBULI)

Public information and dissemination campaign coming directly from patrollers thru
“blinkers and sounds” dubbed as “OPLAN PAALALA.

C. OPLAN “KATAKUNAYNAY” (A One Stop SAR Operation System)

This speaks of the police-community project conceptualized to strengthen the


working relationship of law enforcers and the community dubbed as OPLAN
KATAKUNAYNAY. “Katakunaynay” is a deep Ilocano term which means helper or core
support. The “helper” pertaining to this requires deep sense of commitment, care and
accountability. The concept of the project is establishing a centralized Search and Rescue
(SAR) Team with SAR Box of complete equipment readily available to be used and borrowed
by any of the barangays within Station 8 AOR. Through OPLAN Katakunaynay, the
barangay council of Camp 7, Camp 8, Loakan Liwanag, Poliwes and San Vicente will work
together during time of crisis, serving as a strong support or “katakunaynay” especially
during typhoons without regard to the political boundaries. The SAR Box of OPLAN
Katakunaynay will be based at Police Station 8 with a designated focal person.

Each barangay will also designate or appoint a focal person who will be in-charge of
information dissemination and coordination in times of disaster and typhoons and as well as
the authorized one to borrow SAR equipment.

The barangays within the AOR of Station 8 are landslide prone areas, thus, having a
core group to help each one in times of calamitous need can make a great difference. A
helping hand, a “katakunaynay” will ease up the burden, lighten the work load and bring
camaraderie among the neighboring barangays. The police officers and rescue team will not
just be the ones shivering in the midst of typhoons but they are being supported by united
people within their AOR.

Nobody will be left behind suffering in landslide while others are sitting warm inside
their homes.

STATION 9

TIMPUYOG TI BABBAKET

Women from this civilian volunteer group together with the PNP personnel of Station
9 conduct a joint operation like night patrolling and visitation on drinking establishments,
implementing curfew hours, promoting and achieving workforce diversity and also help in
the crime prevention within the area of responsibility.

FIXED VISIBILITY POINT


The Fixed Visibility Points is crime prevention initiative whereby police personnel are
being deployed in a fixed area to provide police visibility and conduct intensified beat/foot
patrol and enhances police presence in identified focus area of Police Station 9 to further
prevent commission of crime. It is also a strategy wherein deployed personnel thereat will
engage the community and stakeholders to level up public safety awareness.

STATION 10

A. Establishment of Ronda Volunteers

This was formed through recruitment process initiated by Station 10 as force


multipliers in the conduct of foot patrol, kapkap operations in drinking establishments and
monitoring of illegal activities.

B. Creation of “Junior Police”

This was formulated through a Memorandum of Agreement (MOA) entered into by


Police Station 10 and the student leaders of Bakakeng Elementary School through the
president of the Student Supreme Council (SSC). It was crafted for the students to act
as “Junior Police” primary to report any acts in violation of the Comprehensive Dangerous
Act of 2002 or RA 9165; Bullying under RA 10627 and Graffiti/Vandalism under PD75
and Administrative Order # 41series of 2012.

C. Creation of “Eye on the Street”

This was conceptualized with the aim of addressing criminality in the streets wherein
drivers driving the route within the AOR of Station will primarily give any information to the
Police Station through the Hotline and personal number of the station commander.

CPSC

K-9 PATROL

City Public Safety Company –Baguio City Police Office initiated the K-9 bomb sniffing
dog in August 2013 to assist the personnel of CPSC-Bomb Squad in the detection of
explosives and pieces of evidences and to assist the personnel of CPSC in protecting the
handlers, fellow officers and the public from possible harm.

In addition, the following were the Best Practices of the Regional Headquarters that was
adopted by the Baguio City Police Office for implementation

NOTABLE PLANS AND PROGRAMS THAT CONTRIBUTED TO BCPO’S


BREAKTHROUGH RESULT:

1. OPLAN CROSS RIDER

This OPLAN is the CD’s strategy against criminals utilizing different conveyances in
perpetrating crimes. Cross Rider is basically the conduct of massive checkpoint operations
to seal all ingress and egress to and from Baguio City.

2. OPLAN RIZAL

As the youth’s protector, OPLAN Rizal dubbed as “Hope of our Fatherland”, was
implemented. The Oplan were carried out to rescue the youth from vices, abuse and
conflict with the law and make full use of their potentials through the help of the LGUs and
concerned NGAs and NGOs.

3. PROJECT TOWER

Two-pronged strategy for anti-pickpocket and police presence along the over
passes while the other concept is to monitor movements of pedestrians and motorists
along crowded streets and grid locks along the Central Business District.

4. PROJECT APRUB

To ensure the security of foreign and local tourists, this office mobilizes 50 APRUB
Volunteers (”Agtitinulong ti Pulis ken Residente para iti Urnos ken talna ti Baguio”) under
the control and supervision of Tourist Police Unit. They helped man the different tourist
spots and regularly being mobilized during special events.

5. WEARING OF REFLECTORIZED VEST

One basic part of a “Baguio’s Finest” uniform is the reflectorized vest which makes
the Police easily identifiable and visible to the community thereby casting upon the public
the feeling of security through omnipresence of the Baguio’s Finest throughout the city.

6. NO TERRITORIAL BOUNDARIES ON POLICE RESPONSE

The City Director institutionalized a multiple unit or collective unit involvement


scheme to ensure greater success in the campaign against criminals wherein BCPO units
respond to any call for Police response regardless of AOR. Moreover, personnel from
MPU and CPSC assist the Stations in patrols and other operations.

OTHER EMERGING PRACTICES:

1. INSTITUTIONALIZATION OF PROPERTY BOOK ACCOUNTS

This emerging practices aims to account all Government assets of BCPO, warrant
Accountability and responsibility of all Supply Accountable Officers and Personnel; and
warrant full accountability and responsibility of all Unit heads/ Station Commanders.

2. BOXING AT THE PARK

In partnership with key statutory and community agencies like PDEA, DOH, DSWD,
City Government of Baguio and NGOs. It is developed and implemented measures in the
rehabilitation of drug surrenderers.

3. MUSIKA KONTRA DROGA

BCPO in coordination with other Partner agencies, LGUs and NGOs of Baguio City
conceptualized an Information Operation Through a Musical Band Competition dubbed as
“Musika Kontra Droga”.It shall focus on various talents through musical competition as a
platform in fighting illegal drugs. Participants shall be organized into a musical band and
shall perform on stage with songs of their own selection, preferably OPM.
