“I observe that this seeming downgrading of Vlaues Education in the curriculum has made it

harder to raise upright citizens. So, we see rising criminality in the streets and inside our homes
committed by youngsters and adults who have not undergone GMRC as we had in the old days,”

“We witness this low level of discipline in disrespectful behavior of children and teens who are
most vulnerable to the use of drugs and oftentimes resort to gangsterism,”

Zubiri said in his statement.

Values such as

Whether GMRC, Values Education or whatever term, they all aim to build
character. Character builds values. And values make people what they are when
they grow up.

It is probably because of the term GMRC that others would take it as effective in
the past and that Values Education now is not. But it is the manner of handling and
strengthening it that would allow both parents and students to be sensitive to the
realities in order to achieve the desired competencies of the subject matter.

Most schools do not teach values to their students when values are more important
than knowledge.
A child taught good manners and right conduct early will grow up to become an
upright and law-abiding citizen later.
An adult who uses his knowledge to harm others wasn’t taught the right moral
values in his childhood.

“Do unto others what you want others to do unto you” sums up all the
commandments in any religion.
The Golden Rule, which forms the basis of any law, should be taught very early in
childhood.
The school, where a child spends most of its formative age (from 4 to 10 years
old), should bombard its pupils with moral values.
As an aside, the imparting of moral values doesn’t mean teaching religion; it only
means making the child discern good from bad.
There are atheists who are law-abiding citizens and criminals who are religious.

Love for self, family, community, country, and God are taught in the subject
Edukasyon sa Pagpakatao, and national identity and nationalism are taught in
Araling Panlipunan.
However, there are many outside factors that can influence children's values
in the new age.

GMRC, or simply Conduct as it was taught as a subject back in the 1960s when I
studied at the Colegio Del Santo Niño, used to be an important tool to instill values
in children, that they may learn to distinguish right from wrong at an age when
formation of character still mattered and actually worked.

Of course, GMRC begins in the home, and should be rooted in the home where it
finds practice within the members of a family. But during school age, children
spend very extended hours in school, away from family. That is why it became
necessary for schools to take over the role of parent and teach children the good
and right things about themselves.
