The National Nutrition Council (NNC), composed of a Governing Board and a Secretariat, is the

highest policy-making body on nutrition. It coordinates the formulation and the implementation of the
Philippine Plan of Action for Nutrition (PPAN) and provides overall direction for the nutrition plans and
programs and coordinate all others agencies which contribute resources and expertise for nutrition
development.
NNC's member agencies (government organizations) are the following:
1) Department of Agriculture (DOA) - Chairman
2) Department of Budget and Management (DBM)
3) Department of Education (DepEd)
4) Department of the Interior and Local Government (DILG)
5) Department of Health (DOH)
6) Department of Labor and Employment (DOLE)
7) Department of Science and Technology (DOST)
8) Department of Social Welfare and Development (DSWD)
9) Department of Trade and Industry (DTI)
10) National Economic and Development Authority (NEDA)
The Philippine Plan of Action (PPAN) is the integrated short, medium and long-term plan of the
government in response to the global call to eradicate hunger and malnutrition. It is the country's blueprint
for achieving nutrition adequacy for all as an important element for international competitiveness, people
empowerment and human development. The PPAN aims to reduce prevalence of protein-energy
malnutrition, Vitamin A deficiency, iron deficiency anemia and iodine deficiency disorders.
The PPAN’s impact programs include the following:
1) Home, School and Community Food Production
• Establishment of kitchen gardens in homes, schools and in communities in urban and rural areas to
serve as source of additional food for the home.
• Establishment of demonstration centers and nurseries.
• Distribution of planting materials, small animals, and fingerlings, and provision of technical
assistance.
1) Micronutrient Supplementation
• Distribution of vitamin A and iron supplements to targeted population groups
• Focus on infants, pregnant and lactating women for vitamin A and iron, adolescents for iron
supplementation
1) Food Fortification
• Addition of a nutrient to a food vehicle commonly consumed by the population to prevent or correct
micronutrient deficiencies.
• Private sector/food industry-led with government providing an enabling policy environment.
• Voluntary fortification of processed foods through the Sangkap Pinoy Seal Program.
• Mandatory fortification of salt with iodine, rice with iron, flour with iron and vitamin A, and sugar
and cooking oil with vitamin A.
1) Nutrition Information, Communication and Education
• Promotion of the Nutritional Guidelines for Filipinos and other nutrition-related messages through:
○ interpersonal communication
○ multimedia campaigns
○ special events
• Training of professionals and frontline workers (e.g. nutritionist-dietitians, teachers, rural health,
midwives, barangay nutrition scholars, barangay health workers, etc)
• Development of appropriate protocols and guidelines to ensure quality of nutrition education
activities at all levels
• Networking and mobilization of key stakeholders
1) Food Assistance
• Center-based complementary feeding for wasted and stunted pregnant women with record of
delivering low birthweight infants; young children aged 6-72 months old
• School feeding through breakfast and milk feeding for underweight school children grades 1 and 2
• Rice distribution through school system
• Food discounts through Tindahan Natin Program
1) Livelihood Assistance
• Provision of credit and livelihood opportunities to poor households especially those with
malnourished children through linkage with lending and financial institutions
• Complementation with other interventions such as training on functional literacy, enterprise education
and health and nutrition education, including values formation.
1) Nutrition in Essential Maternal and Child Health Services
• Delivery of essential maternal and child health and nutrition package of services that will ensure the
right of the child to survival, development, protection and participation
• Includes newborn screening, promotion of infant and young child nutrition including promotion of
breastfeeding through strengthened implementation of the mother and baby-friendly hospitals and
stringent implementation of the Milk Code, among others.
