METHODOLOGY

Research Design

In this study, the researchers will use a descriptive method to acquire information

on the extent of implementation and compliance of plastic and Styrofoam regulation

ordinance no. 2014 - 03 in tertiary schools of the city of San Fernando, La Union. It is

defined as a research method that describes the characteristics of the population or

phenomenon that is being studied.

Descriptive research involves the description, recording, analysis and

interpretation of the present nature, composition or processes of phenomena which

focuses on prevailing conditions, or how a person, group or thing behaves or functions in

the present. It often involves some type of comparison or contrast. In other words,

descriptive research maybe defined as a purposive process of gathering, analyzing,

classifying and tabulating data about prevailing conditions, practices, beliefs, processes,

trends and cause effect relationships and then making adequate and accurate

interpretation about such data with or without the aid of statistical methods (Calderon,

2012). Also, descriptive research is a study of status and is widely used in education,

nutrition, epidemiology, and the behavioral sciences. Its value is based on the premise

that problems can be solved and practices improved through observation, analysis, and

description.

Sources of Data

This study will be conducted in San Fernando City, La Union and the respondents

will be from three groups of respondents; the implementers of Plastic and Styrofoam

Ordinance No. 2014 - 03 from the City Environment and Natural Resources Office, the

School Administration in tertiary schools of the city of San Fernando, and the School

Canteens in tertiary schools of the city of San Fernando.

Instrumentation and Data Collection

The researchers will use a survey-questionnaire as the research instrument in this

study. It will be derived from the specific problems of the study. The survey-

questionnaire consisting of questions that assessed the persistent of the respondents in

terms of the extent of implementation and compliance of plastic and Styrofoam regulation

ordinance no. 2014-03 of tertiary schools in the city of San Fernando, La Union. The

survey questionnaires were based on the researcher’s perceptions to obtain data needed

for this study.

The researchers of this study will utilize two sets of survey-questionnaire as the

research instrument in corresponds to the two groups of respondents which is the City

Environment and Natural Resources Office, the School Administrations, and the School

Canteens Vendors. The questionnaires will be composed of two parts which is derived

from specific problems of this study.

The first part of the questionnaire will assess the level of compliance of the school

canteens vendors to the plastic and Styrofoam regulation ordinance no. 2014 - 03. This

part of the questionnaire is a 4-point Likert scale ranging from 4 for “Fully Compliant”, 3

for “Substantially Compliant”, 2 “Partially Compliant” and 3 for “Non-Compliant”.

The second part of the questionnaire will assess the level of implementation of the

City Environment and Natural Resources Office and the School Administrations to the

plastic and Styrofoam ordinance no. 2014 - 03. This part of the questionnaire will also

use a 4-point Likert scale ranging from 4 for “Fully Compliant”, 3 for “Substantially

Compliant”, 2 “Partially Compliant” and 3 for “Non-Compliant”.

Data Analysis

In this study the data on the first part of the questionnaire, weighted mean will be

use as the statistical tool for the analysis of data as mean to measure the level of

implementation and the extent of compliance of the plastic and Styrofoam regulation

ordinance no. 2014 – 03.

While on the second part, correlation using MS Excel will use to analyze the

significant relationship between the level of implementation and the extent of compliance

of the plastic and Styrofoam regulation ordinance no. 2014 – 03.

And the researchers will use the 4 – point Likert Scale to interpret the results for

the level of implementation and the extent of compliance of the plastic and Styrofoam

regulation ordinance no. 2014 – 03 in San Fernando and the following descriptive rating

(DR) will be used by means of the scale below:
