A. GENERAL SCOPE

This AL-AYUNI MH-60R Facilities, Package 1 (Contract No.: W912ER18C0015)


Environmental Management Program complies with the provision of the:

 Saudi Arabian Laws and Regulations


 Schedule “A” and “ D ” of the Contract and Royal Saudi Naval Forces mandatory
requirements and the following standards as per Schedule “D”, Section II.
 AL-AYUNI “HSE Management System”

AL-AYUNI Environmental objective is to achieve “ZERO Environmental Releases.

The Environmental Management Program (EMP) applies for topics covered by both AL-
AYUNI and Royal Saudi Naval Forces documents; in this case the description that is
more relevant to environmental control will be adopted.

Any deviation from Royal Saudi Naval Forces Environment Requirements, Rules and
Regulations, must be approved, in advance and in writing, by the Royal Saudi Naval
Forces Representative through the Environmental Protection Department.

AL-AYUNI may request assistance from Royal Saudi Naval Forces with respect to the
implementation of its ENVIRONMENT REQUIREMENTS according to the Schedule
“D” of the Contract.

B. ENVIRONMENTAL POLICY

AL-AYUNI has developed an environmental policy for a proper execution of the project
taking into account the importance of environmental impact during the construction and
commissioning activities. This emphasizes on the following:

 Managing of environmental matters as any other critical business activity


 Compliance with every environmental requirement established by the client and
any applicable Saudi Arabian Laws and Regulations.

 Ensuring that AL-AYUNI and its subcontractors personnel involved in site
activities are adequately informed, instructed and trained in environmental
matters, promoting environmental consciousness.
 Minimizing adverse environmental impacts at all stages by preventing pollution
when performing activities.
 Using material and energy efficiently minimizing waste generation by means of
the 3 “R” i.e. reducing, recycling and reusing.
 Prohibiting the use of halons, CFCs, PCBS and asbestos for any purpose.

The application of these principles shall result in the development of the project with
as little negative environmental impact as possible. Therefore, AL-AYUNI shall ensure
every effort to prevent and take steps to avoid contamination of the land, air or water.

C. IMPLEMENTATION

The implementation of this program comply with Royal Saudi Naval Force contractual
requirements, and applicable Government rules & regulations. The site Safety
Manager will monitor and assist in organization of the requirements as spelt out in the
environmental protection program and will ensure that the Environmental Coordinator
assigned will oversee its implementation.

D. PROTECTION OF LAND RESOURCES

 AL-AYUNI shall make all out efforts to protect the land resources in the project
site areas.
 Preservation of nature CONSERVATION OF NATURAL RESOURCES shall be
the motto of work.
 Disposal of wastewater, industrial/construction waste, garbage and chemicals
must be in line with the Royal Saudi Naval Force STANDARDS approved safe
work environmental practices and the authorized/nominated dumps LANDFILLS.
 All chemical wastes shall be disposed of in the ACCORDANCE WITH THE SA
HAZARDOUZ WASTE CODE at specialized FACILITIES in the vehicles of an
approved WASTE MANAGEMENT subcontractors.

E. PROVISIONS FOR LANDFILL DISPOSAL SITE

AL-AYUNI Consortium will sub-contracted the services of Royal Saudi Naval Force
approved sub-contractor to collect and dispose solid and liquid waste materials
regularly collected to septic tanks, transported by waste water trucks and disposed in
areas provided by baladiya.

These two known service providers both of which with visions of supporting
environmental protection otherwise, failure to comply by these sub-contractors to safe
work practices shall be given disciplinary actions.

Disposal of wastewater used for hydro testing shall conform to Royal Saudi Naval
Force Engineering Procedure and unloading of these wastes shall be in accordance
with the landfill operator’s instructions.

All waste materials are pre-defined and classified as per Royal Saudi Naval Force
Code. Waste Manifest (see attachment) shall accompany all wastes from leaving the
site to their transportation and to their final disposal / treatment facility.

Prior to subcontractors commencing work, a Work Method Statement shall be


submitted to AL-AYUNI project management. Work method statement shall contain
as a minimum the execution plan, safety requirements, certificate attachment of
qualified personnel and equipment (if applicable) and safety precautionary measures.
Site safety manager shall review sections of the Work Method Statement covering
safety requirements and safety precautionary measures and shall provide comments
for correction or improvement. Site safety Manager shall submit corrected Work
Method Statement to SAPO with the approval of AL-AYUNI & Project Manager for
further review and / or approval.

F. PROTECTION OF WATER RESOURCES

Water Source and protection of the Drinking Water Supply

a. Efforts are made to ensure that no chemicals will be stored near the water
storage area and regular maintenance will be implemented to ensure compliance
with RSNF. All materials or substances produced in or brought into the facility
shall be identified and evaluated for their potential physical or health hazards
including hazards to ground water resources. In the presence of these hazardous
chemicals MSDS/CHB’s are strictly followed and directly printed from RSNF
Environment Protection Department HAZCOM to ensure their safe transport,
storage and disposal and prevent contamination even to groundwater facilities.
b. The water supply shall be obtained from the most desirable feasible source.
AL-AYUNI has to hire sub-contractor for water Company here in Jubail area that
will supply safe drinking water on site and camp otherwise AL-AYUNI will buy
drinking water available within Jubail area and with provision for disposable
paper cups for each person.

Weekly water analysis will be provided. Every reasonable effort shall be made
to prevent or control pollution of the source. If the source is not adequately
protected by natural means, the supply shall be adequately protected by water
treatment procedure of which is reviewed by RSNF EPD.
c. Water shall be obtained, conveyed, treated, stored and distributed in a closed
system that is protected from contamination and in accordance with RSNF.
d. All water used for drinking purposes, which is acquired from authorized sources
will be stored in hygienic water igloos.
e. Personnel handling filling of water coolers will use sterile rubber gloves. No direct
handling of ice and water is allowed.
f. Water cooler will be disinfected at least once in three days under central
company arrangements at the site/camp.

Water Monitoring and Saving

a. Ensure that water conservation and the protection of water quality is included in
all tender and contractual documentation.
b. Non- use of water but instead a broom to clean paths and gutters. If water use is
necessary, use high pressured hoses which are water efficient and more effective
cleaners.
c. Use buckets of water to clean tools instead of running water.
d. Cement works are not carried out on roads or paths to avoid the need for water
to wash the spills.
e. Install and maintain erosion and sediment control devices. These devices can
reduce water velocities on site by redirecting runoff at regular intervals with bales,
contours, baffles, and mounds or by retaining vegetation.
f. Storm water drains are covered/filtered and ensured that no rubbish are included
for reuse in site cleaning, truck washing and dust suppression.

G. INSECTS, RODENTS AND OTHER VERMIN OF EMPLOYEE HEALTH


SIGNIFICANCE

1. Garbage and Refuse

1. Garbage and Refuse Storage Facilities


a. Prior to removal from the premises, garbage and other refuse shall be stored
in a manner which makes it inaccessible to insects, rodent and other vermin.
Outside storage of garbage or refuse in open or in any container other than
an approved garbage container is prohibited.
b. The garbage/refuse storage room, if provided shall be large enough to store
all refuses containers that accumulate between disposal periods.

c. Facilities shall be provided for cleaning garbage/refuse containers, luger
boxes and compactor systems after they are emptied.

2. Garbage and Refuse Disposal


a. Refuse shall be disposed often enough to prevent the development of odors
and the attraction of insects, rodent and other vermin, but not less than twice
per week.
b. Waste shall be removed to the disposal facility in a purpose-built refuse
transport vehicle.
c. All refuse shall be disposed of in a municipal authorized landfill. Open dumps
and burn-pits are prohibited
H. PESTICIDES
Only pesticides registered by the Saudi Arabian Government and specifically
manufactured and approved for use in the type of facility being treated shall be present
in the facility.

Pesticide containers shall be specifically and plainly labeled. The label shall:

 Define all constituents of the pesticide.


 Explain the hazardous nature of the pesticide and precautions that must be
exercised when storing, handling and using pesticide.
 The pest product is designed to control and under what circumstances.
 Instructions for applications and safe use.
 Proper disposal methods for waste pesticides and empty containers.
 Pesticides shall be stored in their in original, labeled container.

Pesticides shall be stored in locked cabinets or rooms that are used for no other
purpose. They shall not be stored in areas where packaging, ingredients, food
equipment or utensils are stored; where food is prepared, processed, cooked,
packaged, chilled, frozen or served; or where ware washing takes place. Pesticides
shall not be stored in a manner that causes contamination or such adulteration of
food, food contact surfaces, utensils or equipment.

Pesticides shall not be used in a manner which:

a. Containers or leaves a toxic residue on packaging, ingredients, food,


equipment, utensils or other food contact surfaces.
b. Is hazardous to personnel.
c. Is not in full compliance with the manufacturer’s instruction printed on the
label.

Pesticides shall be dispensed and handled by authorized, properly trained personnel.

A qualified pest control operator shall apply restricted-use pesticides.

A bi-weekly monitoring log form is accomplished for record keeping of the Pest
Control Activity.

Where pesticides are used, it is obligatory for the supervisor to post appropriate
warning signs at each entry point and at each place where it has been used. Warning
signs shall be acquired from Government approved vendor for pest control.

I. ODOR, NOISE AND DUST CONTROL

It is both contractual and moral obligation of AL-AYUNI to assist the environment


friendly tone of the day. All the above environment problems are mostly preventable.
In our effort and past record, we shall ensure the policy of designating out the problems
rather than wasting efforts on solving them.

A proactive rather than reactive strategy will be adopted to tackle all the environmental
problems like dust, noise and odor. The following must be ensured as the basic
minimum:

1. Strict compliance with the environmental protection regulations issued by the


Saudi Arabian Government.
2. Hazardous waste handling and disposal procedures as per the requirements
spelt out in Safety and Health Manual of the Royal Saudi Naval Force,
AL-AYUNI Designing out possible environmental irritants.
3. Some specific points for implementation are as follows:
a. Use of vehicle and equipment in a fit state with good noxious emissions
control capacities.
b. Avoid use of noisy equipment as much as possible.
c. Use proper PPE as required in the MSDS and requisite safety and health
manuals
d. Implement garbage and refuse storage and disposal program of AL-AYUNI
in letter spirit.
e. Use of dust mask shall be made as much as possible.
f. Spray water before, during and after excavations if the work permit allows.
g. Spray water throughout the work starts and as the day progresses.
h. Training of workers through safety toolbox meetings.
i. Distributions of awareness circulars and posters to all personnel.
j. Smoking shall be prohibited except in designated areas built for the purpose.

k. Special safety meetings shall be organized as per Safety Plan to educate
workers on use of proper PPE for the concerned job.
l. Noise and air monitoring shall be done on monthly basis or as required.

J. AIR POLLUTION MITIGATION

a. Pave and water haul roads. The frequency of watering will be determined by
weather conditions and the credibility of the soil. If additives in the water are used
to increase its dust suppression properties, the chemical should have no adverse
environmental impact on adjacent water bodies.
b. Use sprinklers instead of hose
c. Wherever watering is used to suppress dust, ensure it does not create
contaminated run-off that will contaminate surface waters
d. All vehicles will be properly maintained to minimize excessive exhaust emission.
e. Dust control shall be accomplished by properly wetting the work area prior to
commencing the work activities.

K. SPILL PREVENTION MEASURES

Spillages that are likely to occur on the site are


a. Oil, grease and other contaminants which may cause explosion when ignited
violently in the presence of high pressure Oxygen thus measures must be
taken to prevent these materials from entering cylinder valves
b. Chemicals and flammable liquids that may be harmful. Proper MSDS/CHB is
observed
c. Acids and solvents, and volatile liquids that are harmful to skin and eyes.
General safety guidelines are provided in case of contact including provisions
of MSDS/CHB’s, PPE’s and Emergency eye wash stations and showers.
d. Concrete materials that may spill from mixer trucks can irritate eyes with
contact. Proper PPE’s will be worn by all workers for spillage protection.
Water for eye flushing shall be provided.
e. A trained flagman is needed to guide in maneuvering during pouring.
f. Hydrocarbons that can be present in combustible fuel source like methane,
ethane, and propane in crude oils and petroleum can cause poisoning by
inhalation or ingestion. Many hydrocarbons are highly flammable, some are
possible carcinogens thus proper safety equipment must be worn to prevent
injury.
g. Bounded area is made to contain spillages and leaks from liquids used,
stored or processed above-ground to facilitate clean- up operations thereby
preventing pollution of the receiving environment. All employees working with
bunds must do preventive maintenance, regular inspections of valve, pumps,

pipes and hoses, and be able to stop substances entering the environment
once leakage has occurred.

The following are additional measures for storage and handling to prevent spills:

1. When transporting large, heavy, or a multitude of containers use a cart


suitable for the load with high edges or spill trays that will contain any spills
or leaks. Two people should be involved when transporting large amounts
of chemicals.
2. Carry glass containers in bottle carriers or another leak resistant,
unbreakable secondary container.
3. If facilities exist, transport chemicals in dumbwaiters vs. using the stairs.
No riders shall be within the container when transporting hazardous
materials.
4. Appropriate personal protective equipment shall be worn while
transporting chemicals, such as safety glasses and/or a chemical splash
coat.
5. When transferring chemicals between containers, pay careful attention to
the size of the receiving container to prevent overfilling it.
6. When transferring liquids from large containers, use pumps, siphoning
(not initiated by mouth) or other mechanical means instead of pouring.
7. Use spill containment trays to catch leaks and spills when transferring
liquids.
8. When transferring flammable liquid from drums, ensure that both the drum
and receptacle are grounded and bonded together to avoid an explosion
initiated by a static electric spark.
9. Ensure shelving units are sturdy, and not overcrowded with containers.
Shelves used for chemical storage should be securely fastened to the wall
or floor to provide added stability.
10. Ensure chemicals are stored within easy reach of everyone in the storage
area. Large bottles and containers should be stored as close to floor level
as possible.
11. Do not store chemical containers directly on the floor where they might be
knocked over and broken, unless they are in ULC approved safety cans
or still in their original shipping carton and packing.
12. Do not store chemical containers on top of flammable storage or acid
storage cabinets, unless they are empty.
13. Minimize the number of chemicals and size of containers stored in the
storage area.
14. For commonly used chemicals (i.e. acids, solvents), a good rule of thumb
is to keep quantities in the storage area to a one-week supply.
15. Ensure that lighting and ventilation is adequate in the storage area.
16. Regularly inspect chemicals in storage to ensure there is no leaking or
deteriorating containers.

17. Do not store chemicals in unsuitable containers or containers made of
incompatible material (e.g.: no HF in glass containers).
18. Do not store incompatible chemicals together (e.g. acids with bases).
Chemicals must be stored by hazard category and not alphabetically
(except within a hazard group).
19. Purchase solvents in containers with a plastic safety coating, where
possible or recommended.
20. Preventive Maintenance: Preventive maintenance will be performed
periodically. The mechanic foreman shall be responsible for the
maintenance of all equipment and vehicle used on the project. Apart from
the monthly inspections, he will carry out random checks on all equipment
and vehicle. Additionally, it is the responsibility of all personnel using such
equipment/vehicle to keep them in fit state of use that could cause no
harm to the environment. All measures shall be taken to ensure that an
equipment failure does not occur that could result into a spill.

21. Housekeeping: Good housekeeping is the practice of maintaining a clean,


orderly work environment, thereby reducing the possibility of accidental
spills caused by mishandling of equipment and materials. Furthermore, it
facilitates the detection of spills and leaks.

22. Material Compatibility: All containers must be compatible with the material
stored, transported or transferred. Only compatible materials should be
stored together.

23. Organize, ensure adequate training, development, and support the


cleanup of a spill.

Spill Reporting Contingency Plan

Minor Spills: AL-AYUNI will clean minor spills of oil, lubricants and chemicals
etc. which occur due to bad filling practices, regular maintenance or minor
accidents. Following procedure will be adopted:

1. Responsibility: Project Superintendent


2. Available equipment for cleaning: The project superintendent will
maintain the following equipment through a trained group of employees at
all times:
a. 4 open top drums of 55-gallon capacity (empty).
b. Shovels, brooms.
c. Absorbent material.
d. Rubber Gloves.
e. Rubber Boots.

f. Protective eyewear.
g. Chemical resistant coveralls.

Major Spills: Any individual who declares a spill shall immediately notify client.
This will be implemented when the safety department is notified of an emergency
involving any of the following:

Spill Response-Actions to be taken by employees on site (Major Spills)


1. Organize, ensure adequate training and development, and support the
cleanup of a spill.
2. Enlist, as needed, external resources to assist with the management of a
spill.
3. Coordinate both internal and external responders in the event of a major
spill.
4. Provide consultation and assistance in the management of spills, when
requested.
5. Facilitate the prevention, and elimination of the adverse effects of a spill.
6. Facilitate the restoration of the natural environment.
7. Dispose of the pollutant and things affected by the pollutant as directed.
8. Comply with Saudi Aramco Environment orders related to the spill.
9. Maintain and distribute a current listing of all external resources available
when the need arises for an external support.
10. Assist, on request, with the training of personnel and the development of
departmental procedures.
11. Receive, review or prepare reports of all hazardous material spills and
accidental releases, and carry out follow-up as needed.
12. Provide reports of all spills and releases, including follow-up measures to
the Central Safety Committee as requested, and to external compliance
bodies as required by regulation.
13. Provide general training materials, on-line training tools, poster, and
safety bulletins related to the safe and effective remediation of a chemical
spills.
14. Assist departments in developing site specific spill response procedures
and spill kits.
15. Investigate chemical incidents to determine direct, indirect, and root
causes, and to provide recommendations.

Following are additional actions to be taken by employees relevant


to the construction activities.
The person discovering the spill is responsible for providing initial
defensive actions without undue risk of personal injury. This procedure will
be posted in prominent places of site including buildings.

1. Evacuate area (upwind and uphill if possible) if necessary.

2. Make spill scene OFF LIMITS to all personnel of the company.
3. Extinguish all sources of ignition.
4. Supervisors to carry out a head count of all employees in safe area.

When notifying the client’s Safety Department of the spill, provide the following
Information:

 Name of the individual reporting the spill.


 Exact location of spill.
 Amount spilled (estimated).
 Time spill occurred (estimated).
 Extents that spill has traveled.
 Any additional pertinent information (i.e. other potential hazards).

In the event of a fire/explosion take the following actions. The order of actions will
depend on the existing conditions:

 Evacuate area (upwind and uphill if possible).


 Notify the client Safety Department.
 Make area OFF-LIMITS to unauthorized personnel.
 Restrict all sources of ignition.
 All employees to assemble at a safe place away and supervisions to carry
out a head count.

L. INCIDENTS DETECTION, REPORTING, ANALYZING AND COORDINATING


ACTIVITY

Incident Detection

Environmental Incident: Undesired event giving rise to an uncontrolled dangerous


release (of fluids, solids, gases vapors, radiation, noise) into the environment.

Environmental “near miss”: Undesired event that under slightly different circumstances
can generate an accident.

All environmental incidents, including near misses, shall be detected and reported in
writing, to the attention of the AL-AYUNI Site Manager for the relevant distribution and
analysis.

Reporting: Damage Reports and Records:

An immediate verbal report shall be done to AL-AYUNI Site HSE Manager/Construction


Manager and Royal Saudi Naval Force Representative for every case involving major
damage to property and fire.

For major damage to property, a written report shall be promptly submitted to Site HSE
Manager / Construction Manager and Royal Saudi Naval Force Representative.
Subsequently, AL-AYUNI and Royal Saudi Naval Forces shall perform an investigation.

A summary of all records of environmental incidents shall be prepared and maintained


by the AL-AYUNI Site HSE Manager.

Incident Analysis

Analysis shall be performed according to the Royal Saudi Naval Forces procedures.
The analysis shall lead to the definition of the necessary means to be applied to prevent
the recurrence of the accident. AL-AYUNI Site HSE Manager shall implement the
foreseen solution.

Coordination

Coordination activities include the involvement of external organization (if needed) in


the corrective actions, in particular the Head Offices AL-AYUNI and Royal Saudi Naval
Forces.

This coordination shall be realized by means of a monthly report, normally include in


the Construction Monthly Progress Report. This report shall include;

 Environment activity in the month (meetings, inspections, training and general


comments).
 Accidents occurred.

 Inventory of wastes shipped from the site (in accordance with General Instruction
Waste Management).

M. WELFARE FACILITIES:

Project management shall provide transportation for the personnel to go to camp


For lunch.

Sanitary toilets shall be installed in the job site at a ratio of 1 toilet for every 15
workers. This toilet shall be maintained in sanitary condition and in compliance
with RSNF.

Washing facilities shall be provided for the use of the personnel.

Rest areas shall be installed in various locations in the job site. Rest area shall
be shaded and shall be prohibited for smoking. Rest area shall be located no
more than 100 m (330ft) from personnel working in direct sunlight.

Welfare facilities shall be kept in a sanitary condition at all times. Regular


cleaning shall be performed and facilities inspected periodically.

WASTE MANAGEMENT PROGRAM

The best effort shall be employed to prevent and take all reasonable measures to void
pollution or contamination of the land, air or water arising out of construction activities.

The provisions of this chapter apply to the both construction sites and the camp area.

1. WATER SUPPLY PROTECTION.

No chemicals will be stored near the water storage area and regular maintenance will
be implemented to ensure the compliance with RSNF.

2. WASTE WATER MANAGEMENT

All the sewage water shall be collected to septic tanks regularly, removal of the
accumulated material shall be done on a regular basis AL-AYUNI will provide multiple
waste water trucks, wastewater will be disposed in a designated disposal area provided
by baladiya.

Disposal of waste water used for hydro testing shall conform to Royal Saudi Naval
Forces Engineering Procedure.

3. SOLID WASTE MANAGEMENT (CLASS II AND III)

Definition as per Royal Saudi Naval Forces code: Class II (Biodegradable or Chemical
Decomposable Waste), and Class III (Inert Waste).

All biodegradable (rotting) waste shall be collected in dedicated closed containers


regularly cleaned.

This temporary site storage shall be done in locations sufficiently isolate so not to create
health problems.

All the industrial scrap, both biodegradable and non-biodegradable waste will be
regularly (on a daily basis) collected and dumped in the Waste Handling Facility.
AL-AYUNI Subcontractors shall comply with operating procedures for the landfill.

Unloading of solid waste shall be carried out in accordance with the landfill operators
‘instructions.

Provisions shall be made to assure that unauthorized material is not loaded for disposal
at the landfill site. The Waste Manifest Form shall accompany all waste leaving the site.

If advice on problematic wastes is needed, the Royal Saudi Naval Forces


representative, from Environmental Protection Department should be identified as the
authority.

Incompatible wastes shall not be placed in common cells, tanks or containment areas.

Unloading of waste on the site shall be in accordance with the landfill operator
information.

4. HANDLING, TRANSPORTATION AND DISPOSAL OF HAZARDOUS MATERIAL


(CLASS I)

Hazardous waste shall be collected separately, temporary stored and secured so that
there will be no damage to the containers, unforeseen free spillage on ground or
improper disposal.

Hazardous waste shall not be disposed on site. AL-AYUNI shall engage a specialized
company for removal of hazardous waste from site, and disposal of in accordance with
Royal Saudi Naval Forces hazardous waste code and Materials Supply.

Transportation of all hazardous waste from the generator to the final disposal /treatment
facility shall be tracked by Waste Manifest Form. (See Attachment).

Medical Waste Management

Clinic waste shall be stored separately in dedicated bags/containers. Its management


shall conform to the “Guide to the Management of Medical Wastes” by the General

Directorate of Health Affairs; The MDF contacted by AL-AYUNI will be responsible for
the medical waste that will be generated at the site and at the camp.

Radioactive sources

Storage and handling of the radioactive sources will be done with extreme care.

The storage location shall be done so as to avoid security problems or radiation


emissions nearby.

Only specialized and authorized personnel shall have access to the radioactive
sources.

At the end of the construction activities all the radioactive sources will be removed.
Refer to the applicable document – “Ionizing Radiation”.

Hazardous Wastes from other sources

Only small amounts of Hazardous Material Waste (Class I) shall be produced during
the Construction phase; these include:

 Batteries
 Lubricating oil
 Painting containers
 Sealants
 Additives
All these materials shall be duly collected in dedicated containers and disposed at a
container location that previously been approved by Environmental Protection
Department.

All operations connected with changing/ refueling of oil, fuel and chemicals/solvents/
additives shall be done inside areas whose surface is prepared to avoid dispersion
and allow the cleaning of eventual spills.

5. PROVISIONS FOR LANDFILL DISPOSAL SITE

AL-AYUNI has to rent sub-contractor services for the disposal of construction waste.

6. STORAGE AND COLLECTION

Storage and collection of waste shall be conducted periodically and in a way that
prevents:

a. Vermin breeding at harborage.


b. Conditions conducive to transmission of disease to man of animals.
c. Hazards to workers, users and the public.
d. Air, noise, and water pollution.
e. Objectionable odors, dust, unsightliness and nuisance conditions.
f. Corrosion or wear of storage containers and transfer devices and vehicle.
g. Accidental spillage or leakage during storage or transport.

7. VEHICLES AND TRANSFER DEVICES

Vehicles used for the transportation of waste shall be suitable, the vehicles shall be
made of durable, impervious materials and shall be designed to provide smooth and
easily cleanable surfaces. The containment and appurtenances there to shall be
cleaned at least once a week (more often if necessary) to prevent propagation of
odors, insect, rodents or other nuisance conditions.

Storage, collections, transfer devices and vehicles shall be loaded and operated so as
to prevent dropping, leaking, sifting, blowing or other escapes of waste from device.

8. FACILITIES FOR CLEANING, STORAGE COLLECTION AND TRANSFER


DEVICES AND VEHICLES

Storage, collection and transfer devices and vehicles shall be cleaned at least once a
week (more often if necessary).

A floor or pavement constructed of a smooth, easily cleanable, non-absorbent material


such as sealed concrete, which is properly sloped to a holding basin or disposal
system that complies with client’s requirements.

Storage, collection and transfer devices and vehicles that are used for toxic or
hazardous water shall not be used for ordinary solid waste.

9. TRAINING

AL-AYUNI Employees handling hazardous materials or wastes shall receive


appropriate training in the hazards, Symptoms of exposure, use of Material Safety

Data Sheets (MSDS), protective clothing and equipment, and proper emergency
response. MSDS for all hazardous materials shall be maintained on site.

AL-AYUNI needs to conduct a dedicated classroom training for both environmental


and waste management training.

Drivers shall be instructed by their employer on how to store the waste on vehicle, on
the risk connected with the hazardous waste on what to do in case of emergency.

10. AIR POLLUTION MITIGATION

AL-AYUNI has workshop that will maintain and make sure that equipment are working
in ideal condition.

All vehicles will be properly maintained to ensure compliance with the Saudi
Government and RSNF Environmental Requirements.

Dust control shall be accomplished by properly wetting the work area prior to
commencing the work activities. See Attachment on Dust Control Log.

NOISE CONTROL

Control of noise shall be accomplished in accordance with 05 C “Noise”. For


construction related noise, AL-AYUNI shall use appropriate abatement and mitigation
control measures.

11. FIRE HAZARD

All reasonable precautions will be taken to prevent accidental ignition or spontaneous


combustion of waste on the waste landfill site.

12. HAZARDOUS WASTE DISPOSAL AND HAZARDOUS MATERIALS HANDLING

This section will cover:

1. Clean up operations, including initial investigation and assessments involving


hazardous, toxic and radioactive waste (HRTW) activities.
2. Emergency response statement

Procedure: Following procedure shall be adopted:

1. Materials Safety Data Sheet (MSDS) will be obtained from the manufacturer of
all hazardous materials. Normally the MSDS will be English language. Prior to
bringing the materials to the site, the Site Safety Manager will receive the
MSDS. The original will be kept in a separate file for hazardous materials
MSDS.

2. The Site Safety Manager will educate selected worker in handling the
hazardous materials and regarding the personal protective equipment to be
worn. The danger of the materials and all the details of MSDS. All the workers
will be kept away from any chemical applied area for a period recommended by
MSDS. The chemical will be stored in containers that are safe for transportation
and use of the materials. Containers will be labeled with appropriate hazardous
label to indicate the actual contents.

3. MSDS log will be maintained properly. All Chemicals shall be stored as per
specific storage recommendations for hazardous material. Manufacturer
provided MSDS shall be available to all persons. The Site Safety Manager will
reviews hazardous of chemical storage and handling and advice safety
precautionary measures. Handling shall be performed in accordance with
manufacturer’s procedures and regulation and shall be approved by the Client.

4. Employee notification prior to any such operations as required by Client.

5. Training of Employees engaged in clean-up operation.

6. Provision of proper PPE to handle the hazardous waste.

7. Medical surveillance.

8. A monthly Environmental Protection Plan Checklist will be carried by Site Safety


Manager as per attached.

9. Emergency response will be made by evacuating the contaminated area. The


emergency will be notified to the Client.

13. HANDLING OF DRUMS AND CONTAINERS:

Accidents occur during handling of drums and other hazardous waste containers. These
include fires, explosions, detonations and injury resulting from working around these
stacked and deteriorated drums.

All containers and drums of mixtures shall be labeled with common name and listed
hazards of the mixture or with the chemical labels located on each container or drums.
These drums are stored in the upright position. These labeled drums shall be stored in
material handling or storage area for AL-AYUNI approved 3rd party waste collector.
Both Labeled and Unlabeled Containers found in the workplace shall be tested and
properly labelled or disposed and collecting trucks are labeled as such and drivers are
provided MSDS documentation for safe handling and transport of these drums.

AL-AYUNI is dedicated to providing safety to all concerned by defining practices and


procedures for safe handling of drums and other hazardous waste containers.

The implementation of this program will ensure safety by complying with Royal Saudi
Naval Forces contractual requirements, in applicable Government rules & regulations. The
site Safety Manager will monitor and assist in organization of the requirements as spelt
out in the environmental protection program and will ensure that the Environmental
Coordinator assigned will oversee its implementation.

14. FOOD HYGIENE

AL-AYUNI food service shall comply with the ROYAL SAUDI NAVAL FORCES
requirements.

15. CAMP SANITATION

AL-AYUNI camp sanitation shall comply with the ROYAL SAUDI NAVAL FORCES Sanitary
Code (Camps and Communal Living Facilities).
