CARGO NOTES - USNS CHARLTON (last update: JULY 2013)

SUBJECT: USNS Charlton Cargo Upload Notes

1. The USNS Charlton is a Watson Class Large Medium Speed RORO (LMSR)
loaded with equipment from the Army Prepositioned Stocks - Afloat (APS-3).
The USNS Charlton is carrying an IBCT SRU/MOT package. The USNS Charlton
is carrying equipment supporting 13 UICs (battalion, company, detachment
and team). All equipment has AWRDS Labels indicating ASF-I B IBCT FY13.
Model 654 RF tags are attached to all rolling stock and containers.
2. The USNS Charlton was uploaded 21 Jun-05 Jul 13 at the Army Strategic Logistics Activity
Charleston Wharf Alpha Complex, Joint Base Charleston Naval Weapon Station, North
Charleston, SC. The vessel was berthed starboard side-to and both the stern ramp and
the side ramp were utilized. Cargo was loaded by RO/RO and LO/LO. Vessel sailed on
07 July 13 at 0823 at 35’-0” Draft Aft.

1. UPLOAD SUMMARY:

1. The APS-3 cargo uploaded consisted of 1608 foot-printed pieces: 865 wheeled
vehicles, 331 trailers, 31-Track vehicles, 335 containers of various types and
configuration, and 46 breakbulk items: 6-Tricons AFARS, 2-Quadcons of 2.1 HAZMAT,
1-Tricon of FAWSS, 8-ISU60 COEI, 4-Quadcons (shipboard), 11-Shark Cages
(shipboard), 11-Pallets (shipboard), 3-Quadcons APS SPT TM.
2. Total of 273,944 square feet of cargo was loaded. The cargo stow is a mixture of loose
and tight. All ramps were utilized to stow equipment.

2. UIC CONFIGURATION:

The 13 APS-3 UICs loaded on the USNS Charlton are (2 UIC of this load
belongs to Ship I-USNS Soderman):

3. CONTAINERIZED CARGO:

The 335 containers (TEUs) are stowed on A-Deck; 1 & 3BDX; 2 & 5CDX, 2
& 3DDX. The Weapons/Sen containers are located in 3BDX. Below is a
list of containers by COS/contents.

4. CARGO STOW NOTES:

a. All rolling stock cargo is stowed below the weather deck in


AC/DH controlled cargo holds. The 2- Quadcons of 2.1 Hazmat
(flammable gases) are stowed on the weather deck in 3ADX. These
cylinders support the recovery vehicles, shop vehicles, and shop sets.
All 45 MRE reefers are stowed on the weather deck, plugged in and
running with a temp range of 33-38 degrees. A spare empty reefer is
located in 2CDX incase one of the running reefers becomes NMC.
b. All fuel tankers, pods, and TPUs onboard the USNS Charlton are
empty and purge certificates are in the logbooks.
c. ASLAC installed available Combat Identification Panels (CIP) to
the rolling stock for this load. In order to lash down the HMMWV’s,
the front CIP panels and brackets were removed and stored in each
vehicle and will need installed prior to equipment handoff.
d. ASLAC’s operating contractor has 6 personnel assigned onboard
the USNS Charlton at departure. This shipboard team will provide
surveillance and COSIS on the equipment. This will include the
ASLAC process for Vehicle Exercise and Reprocessing (VERP) every
180 days for each piece of rolling stock. The team will use
Maintenance Workbench for readiness reporting and supply
transactions.
e. CGI produced the Graphics Asset Representation (GAR) drawings
detailing the stow location of each foot-printed and nested piece of cargo.
The GAR provides the SN and model of each item noted. Copies of the GAR
were provided to the Master of the ship and to the HTSI Shipboard Lead.
f. DISCHARGE INFORMATION:

1. The following information is provided to assist the transporters


during download of the cargo on the USNS Charlton:

2. The equipment in some of the cargo holds would be considered a


tight stow, some loose. The loose stow configuration allows
additional room for the COSIS team to perform light maintenance.
3. The USNS Charlton has a ship owned Kalmar container handler to
handle movement of containers onboard the ship. The Kalmar is
stowed on 2CDX.
4. Ammunition: A total of 30 CL V containers are stowed in 2CDX.

5. An APS SPT TM package is stowed in 5CDX.

6. There is a Ship Discharge Package (SDP) consisting of 5-pieces


located in 5CDX. The SDP consist of 1-M88A1, 1-M984A4, 1-
M1088A1P2 and 1-Double Stack M871A2R.
7. The COSIS Team Lead is the custodian of the weapons and sensitive
containers and maintains the DD 1907 Signature Control Sheet.
Container numbers 195545-0, 195541-9 & 195544-5 are stowed in
3BDX hatch square.
8. The 1- TMDE TEU container, USAU106052-1 is located in 5ADX.

6. CLASS V CARGO INFORMATION:

Container configurations on the USNS Charlton are Unit Basic Loads (UBL) all
bulk loaded on M3 CROPs inside 30 each 20-foot containers. There is no
separation by weapon system or units destined to receive the material, but
the ammunition is associated with supporting the specific units aboard the
vessel. The combat loads were calculated at a factor of 2. There are some
qtys on this ship supporting Ship 1 (USNS Soderman). The USNS Charlton is
carrying 80,401.45 lbs. of Net Explosive Weight (N.E.W.)

7. CALIBRATION INFORMATION:

As part of the cyclic maintenance requirement, all TMDE and other items
requiring calibrations were validated by an AMC approved calibration facility
prior to loading aboard the USNS Charlton. The attached Excel sheet provides
detailed calibration data.

8. MWO, MAM, GPM, SOUM:

All applicable MWO’s, MAM’s, GPM’s and SOUM’s for equipment pre-
positioned aboard the USNS Charlton have been screened and/or applied
during the scheduled maintenance cycle with the exception of SOUM 10-
007 for the HMMWV. Parts to complete the SOUM application were not
available until December 2013, months after the ship sail date.

9. WAIVERS:

One waiver (view attached here) was approved during this ship cycle, the
application of SOUM 10-007 to the HMMWV fleet.
10. CLASS IX CARGO INFORMATION:

The 6-position location scheme (view attached here) is used for APS-3
containerized material, except sustainment. The intent of this format is to make it
compatible with both SAMS-E, PBUSE and SARSS and to make it as simple as
possible for both the warfighter and those who load the containers.

11. CLASS VIII CARGO INFORMATION:

This load on SHIP II consists of SRUs comprising 23 Medical Sets


stratified against five UICs. The readiness report rate reflects an average
of 100% fill rate, however the ”r;Potency & Dated” items are stored at
the APS-3 site in Charleston, SC. Below is the set distribution:
