4 Implementation

The licensing MO instance name is csfbTo1xRtt. The CS fallback for emergency call
is also supported. The existing license EcsCsfb to control the emergency call
support shall be enabled to control the CSFB for emergency call.

The feature is realized by following functionalities:

◾This feature allows 1xCS CSFB capable dual mode (1xRTT/LTE) single radio UE
camping in LTE to register on CDMA2000 1xRTT system, and allows to communicate with
1xRTT system through new tunneling messages.
◾eNodeB broadcasts its support to 1x CSFB in SIB8.
◾eNodeB implements the procedures to respond the UE CSFB parameters request with
the necessary 1x CSFB registration and CDMA2000 mobility parameters to complete the
registration over LTE.
◾The 1xRTT messages are tunneled over E-UTRAN/EPC.
◾After registration, if the UE needs to make MO/MT call, it sends Extended Service
Requests to MME which in turns sends the CSFB Indication to eNodeB. Then the eNodeB
performs RRC Connection release with re-direct to CDMA2000.
◾If the UE is engaged in a data transfer session, the data call will be suspended
for the duration of the call on CDMA2000. At the end of the call, the UE may re-
select to LTE and resumes the data session.

tReselectionCdma1xRttSfHigh

Scaling factor for TreselectionCDMA_1xRTT for high-mobility state This parameter

specifies the scaling factor to be used with TreselectionCDMA_1xRTT for High-
mobility state. The parameter tReselectionCdma1xRtt is multiplied with this factor
if the UE is in High-mobility state. Value mapping: 25 = 0.25 50 = 0.5 75 = 0.75
100 = 1.0 Corresponds to "Speed dependent ScalingFactor for TreselectionCDMA_1xRTT"
in TS 36.304 If both tReselection1xRttSfMedium and tReselection1xRttSfHigh
parameters are set to 100 they will not be broadcast in System Information.

tReselectionCdma1xRttSfMedium

Scaling factor for TreselectionCDMA_1xRTT for medium-mobility state The value of

the tReselectionCdma1xRtt parameter is multiplied with this factor if the UE is in
Medium-mobility state. Value mapping: 25 = 0.25 50 = 0.5 75 = 0.75 100 = 1.0
Corresponds to "Speed dependent ScalingFactor for TreselectionCDMA_1xRTT" in TS
36.304 If both tReselectionCdma1xRttSfMedium and tReselectionCdma1xRttSfHigh are
set to 100 they will not be broadcast in System Information.

The following PM counters are introduced:

◾pmUeCtxtRelCsfbCdma1xRtt:The number of CS Fallback performed towards this CDMA2000
Frequency. Counted per CDMA2000 Frequency relation.
◾pmUeCtxtRelCsfbCdma1xRttEm:The number of Emergency CS Fallback attempts towards
this CDMA2000 Frequency. Counted per CDMA2000 Frequency relation.

Two new PM Events are introduced for the features CSFB CDMA2000 1xRX with blind RwR
and Enhanced CSFB CDMA2000 1xRTT:
◾RRC_CSFB_PARAMETERS_REQUEST_CDMA2000: Triggered at reception of the
CSFBParametersRequestCDMA2000 message by the eNodeB
◾RRC_CSFB_PARAMETERS_RESPONSE_CDMA2000: Triggered at transmission of the
CSFBParametersResponseCDMA2000 message by the eNodeB.
◾S1_DOWNLINK_S1_CDMA2000_TUNNELING: Triggered at reception of the DOWNLINK S1
CDMA2000 TUNNELING message by the eNodeB.
◾S1_UPLINK_S1_CDMA2000_TUNNELING: Triggered at transmission of the UPLINK S1
CDMA2000 TUNNELING message by the eNodeB.
