Draft Ministerial Students’ Policy Assistance in the absence of an existing one, For

discussion purposes;

Introduction and Background:

In view of the impending reactivation of scholarship assistance to deserving ministerial


students after the moratorium made by the National Council lapsed a year ago, a policy is
hereby recommended to address this critical basic need so much so that at the moment we
have not enough financial resources for this specific concern.

Ministerial formation is the responsibility of the whole Church, and every unit and individual
has responsibility to perform to make this mission effective and fulfilled.

In Article III of the Magna Carta for Church Workers, Section 4 on the Role of the General
Assembly in Ministerial Formation, Letter b; “Grant scholarship assistance to ministerial
candidates to supplement financial contributions from the candidates’ family, Local Church,
Conference and Jurisdiction.”

Operative Policy:

1. It is the accountability of the Conference that all their ministerial student/s shall have
undergone and passed through the process established by the Church embodied in
the Magna Carta for Church Workers specifically Article II, Sections 1, 2, 3, 4 and 5
before endorsing them for assistance to the General Assembly.

2. The Conference where the ministerial student/s belong shall submit to the National
Office a copy of the action or certification made by the Conference stating the
approval/acceptance of said student. Without these may cause the delay or denial of
said assistance.

3. Only ministerial students enrolled in an accredited UCCP Ministerial Formation


Centers shall receive scholarship assistance from the General Assembly Fund.

4. The Conference shall indicate in the certification, if their ministerial student is more
than one (1), who among the students shall be given first priority to receive the
financial scholarship assistance from the National Office. (This will help the General
Assembly identify priorities as we do not have sufficient fund and can’t extend the
assistance to all at the moment.)

5. In case of old (continuing) students, the same the Conference shall inform the
National Office in official information whether their ministerial student is/are enrolled
or dropped/stopped from schooling for the ensuing School Year. Failure to inform
may cause problem in the future.

6. Due to insufficient resources, the General Assembly through the Finance Department
shall exercise its right to limit the number of students who receive assistance
(supplement financial contribution) based on the prioritization and recommendation
of the Conference where the student/s belongs.

7. The General Assembly through the Finance Department shall release the assistance
to the accredited Ministerial Formation Center where the student/s enrolled
indicating among others the name/s of ministerial students granted assistance.
Information shall also be furnished to the concerned student/s, the Conference, and
the Jurisdiction Office.

8. Scholarship assistance shall only be granted to the duration or year equivalent to the
course the student must finish.

9. The Finance Department may require/request other documents from the receiving
Ministerial Formation Centers necessary/important documents for reporting or
monitoring.
