Drug treatment is intended to help addicted individuals to stop compulsive drug seeking and use.

Treatment can occur in a variety of settings, take many different forms, and last for different

lengths of time. Since, drug addiction is typically a chronic disorder characterized by occasional

relapses, a short-term one-time treatment is usually not sufficient. For many, treatment is a long-

term process that involves multiple interventions and regular monitoring.

There are varieties of evidence-based approaches of treating addiction. Drug treatment can include

behavioral therapy (such as cognitive-behavioral therapy or contingency management), and

medications, or their combination. The specific type of treatment or combination of treatments will

vary depending on the patient’s individual needs and, often, on the types of drugs they used.

About 2 (two) years ago there was a prominent politician who wanted to donate a building to be

used as a Drug Rehabilitation Center (DRC).So she chose a piece of land owned by Philippine

Reclamation Authority (PRA). For being from a rich family the very reason why the politician’s

family donated two other buildings before besides from Drug Rehabilitation Center.

The first building houses the Vice Mayors League of the Philippines (VMLP) and the second

building is occupied by the Provincial Board Members League of the Philippines (PBMLP).

Since the politician’s family had encountered some problems in acquiring the land, during the

budget hearing of the Department of Health (DOH), this benevolent politician put up the funds so

DOH could buy the piece of land from Philippine Reclamation Authority, where the building for

Drug Rehabilitation Center will be located,

This politician also donated to DRC to fund the center so it would become fully operational.
What really happened during the negotiations between the Department of Health and Philippine

Reclamation Authority was that there a very slight technicality. The building for DRC to use is

there, and the payment money was available but upon reviewing the contract to sell, the DOH

representatives saw some problem.

The first problem was that, there will be an accrual of interest upon the balances if not paid at a

certain given time.

The second one was that, when you are buying a land, you cannot buy the property when there is

another occupant, which is at this time the Vice Mayors League of the Philippines (VMLP) and

Provincial Board Members League of the Philippines (PBMLP). If this is the case, the said

property cannot be purchased because the Commission on Appointment will question the

negotiations and will conduct a COA Audit.

The PRA and DOH repeatedly negotiated for acquiring the property but to no avail.

The PRA insisted that, there should be an interest on the unpaid balance while DOH pursued to

remove the interest because it is between entities of government anyway, and besides the property

is already occupied.

There was a deadlock in the acquiring of the property because the DOH wants the property be

vacated before the purchase but the PRA was not able to remove the VMLP and PBMLP.

The DOH and the PRA have been at several meetings for more than a year already and the

documents where sent back and forth to both agencies.

Until there was a Budget Hearing where at this politician had a privileged speech about the project

which is the DRC that until now is not operating. Senate of the Philippines, and the said rich

politician, together with the Secretary of Department of Health Honorable Francisco Duque had

an agreement that they will make it fully operational within two weeks.
The reason why Vice Mayors League of the Philippines (VMLP) and Provincial Board Members

League of the Philippines (PBMLP) were removed from the property is because Department of

Interior and Local Government (DILG) volunteered themselves to take care and resolve the issue

and also to transfer the VMLP and PBMLP to other area.

Tripartite meeting was conducted between PRA, DOH, and Staff of Politician. They agreed that

they will finalize the documents so the DRC will be fully operational.

After this meeting all the funds were properly endorsed. They placed the necessary equipments,

beds and other apparatus, office and medical supplies for the Drug Rehabilitation Center, so it will

be fully operational.

The inauguration will take place in two weeks time.
