Group Tenggara
Province
I have a passion in
disability and I have been working with People With Disabilities (PWDs) for
several years. I observed that just a few people are interested in this issue. In my
Province, East Nusa Tenggara, people who have a master in disability are rare to
find. I also found inappropriate policy and institutional frame works to fullfill
rights of PWDs. I did research on website to find course in some Australia
universities, that are related to social work and disability. I decided to apply for
Master of Disability Policy and Practice by coursework in Flinders University. I
also found that Master of Social work at The University of Sydney, a unique
combination of social work and social policy would also be suitable for me.

How will the proposed study contribute to your career?

As an administration staff in PRHB institution, I believe that studying course of Disability policy and
practice in Flinders University is intended to provide professional knowledge and the development
of expertise in many areas of disability.
After being successful completion of the course, I will be able to:
• critically discuss and evaluate current theory and research in selected areas of disability policy
and practice demonstrate professional knowledge around a range of conceptual disability
perspectives
• use specialised knowledge to facilitate community participation of people living with disability
• apply research, problem solving and/or evaluation skills to professional practice
• develop a detailed understanding of the professional practice of disability studies as it relates
to diagnosis, behavioural intervention, social and community education and employment
• develop skills in the evaluation of disability and allied rehabilitation programs
Have an understanding of the debates surrounding the role of non profit organisations in society able
to draw practical conclusions and make recommendations for appropriate action based on a
consideration of theory and the particular circumstances of the organisation
•  Be able to reflect on the relationship between theory and practice in the
management of non profit organisations. For instance, I will study a topic such as
Design and evaluation of disability programs. This topic is to provide me
with an opportunity to explore and learn about concepts and models of
evaluation and will be able to demonstrate an understanding of the
purposes of evaluation.

How have you contributed to solving a challenge and to implementing change

or reform? (Be specific and include: what aspect/s of your leadership
knowledge, skills and practice you consider to be well established and
effective; which people or organisations you worked with to solve the
problem; and what creative methods were used.)
(Simple Things only. Things that i solved a problem in my workplace)

One of challenges in PRHB is process of establishing a rehabilitation building

for people with disabilities. We began to think how to find funds to build a
rehabilitation to accommodate disabled children ? I and two Catholic Religious
sisters of the Fransiscan Congregation tried to arrange proposals to the local bh,
government and donors in the Nederlands. In 2010, we only got funding from
Nederlands to build a rehabilitation. Sr. Jeanette Van Passen from Nederlands
had a significant contribution to connect us with donors fron Nederlands. After
our proposal was approved, we began to look for local contractor to be able to
work on the condtruction. At that time I was very confused about how to get a
contractor who could compromise with disability-friendly rehabilitation
building. However, after finding an Architectur, a friend of mind for the building,
my brother as a contractor agreed on establishing the building of rehabilitation.
A few months later the PRHB building was completed with six main rooms. We
began to pick up children with disabilities from their houses. Because of terrain
is difficult to reach and we need a car to pick up patients, so I asked a car from
Sr. Jeanette . Sr. Jeanette sent money to buy a car, so that it could be used for
picking up patients. We also keep on talking to head of the district social service
to manage license and other administration to fulfill rehabilitation establishing
requirements. I also made the monthly financial report for the local government
and specially for Sr. Jeanette to be an accountability. We also always updated
patient data and sent every development of therapy of children with disabilities
by videos and pictures to all of donors. Because of that, we began to get attention
from government and donors from Nederlands. A few monts later, we got
funding to build a fisiotherapy room and a kindergarten. Nico, A man from
Nederlands came to rehabilitation and gave his money to support the building
and bought some wheel chairs, prosthetic limbs and some therapeutic equipment.
Belu Regent gave donation for the kindergarten building.

Please:- a) give up to three practical examples of how you intend to use the
knowledge, skills and connections you will gain from your scholarship.
Possible tasks can be personal and/or professional; and
1. I will go back to Pusat Rehabilitasi Hidup Baru (PRHB) to assist disability
related program planning and evaluation. It could include ensuring people with
disabilities are consulted at all stages of program design, implementation, and
monitoring and evaluation as well as participants in programs.
2. I will conduct simple training to develop and analyze policy related to
disability. It could include conducting a disability audit to understand the
specific situations and barriers faced by people with disabilities in the
community. Policies responses should emphasize early intervention, the
benefit of rehabilitation to promot functioning in people with a broad range of
health conditions, and the provision of services as close as possible to where
people live.
3. I also will work together with either local NGO or International NGO, PWDs
organization, governments, media and any networking concerned with
disability issues to do policy analyze related to disability. For instance, beside
medical rehabilitation, it is important to focus on educational rehabilitation and
training which intended for person with disabilities get optimal education and
traning in accordance with talent, interests and ability.
So that PWDs can play important role and participate in public sector and even becoming employees.
b) list any possible constraints you think may prevent you from achieving
these tasks. (Tantangan yg kira2 dihadapi setelah balik

There are several constraints that may prevent me to achieve my goals. Firstly,
It will be a challenge that teacher and parents of children with disabilities will
have attitudes which usually put children at risk of stigma and abuse without
adequate protection. Children with disability are less likely to start school than
their peers without disabilities, and have lower rates of staying and being
promoted in public schools. It will be difficult to direct them for training and
participating in public sector. Secondly, The most crucial aspect for people with
disability is opportunities to get job. The number of people with disabilities who get the
opportunity in available employment is still very small. Very few companies and agencies
knowingly employ people with disabilities. Third, In my regency, there is lack of commitment
of local government to support estabilishing public facilities which are friendly for people with
disabilities.
