PROJECT PROPOSAL

I. PROJECT TITLE:

CONSTRUCTION OF A HALF-WAY
HOUSE/TRAINING AND REFORMATION
CENTER OF DOJ-PPA 8
II. PROPONENT:

III. RATIONALE

The Parole and Probation Administration is an Office under the Department of Justice
distinctively tasked to supervise the rehabilitation of probationers, parolees and pardonees and
juveniles-in-conflict-with-the-law (JICL), including, but not limited to the investigation of
petitions for probation and parole/pardon/executive clemency, as well as petitions for temporary
confinement to SALAG Drug Rehabilitation Center in coordination with the Dangerous Drugs
Board (DDB) within its area of jurisdiction. Majority of our clients are deemed “persons with
disability” (PWD) being economically-handicapped, uneducated and stuck in a vicious cycle of
poverty which is usually the reason why they were exposed to a life of crime. It is also
noteworthy that majority of our clients come from large low-income families who are themselves,
economically challenged and financially deprived, as well.

Statistics for the 1st two quarters of CY 2019 show that in Region VIII, Tacloban City,
the Provinces of Leyte, Samar and Eastern Samar has the top four highest active supervision
caseload of clients and an average increase of about 10% per quarter. On top of this, the twelve
Field Offices in the region receive an average of 80 Investigation referrals for probation, parole
and executive clemency every quarter. It is noteworthy that 4% of this active caseload and
increasing at an alarming rate is the number of JICL and young adult-clients, most of whom have
committed drug-related crimes. It is likewise alarming that these offenders start their criminal
careers with the Violation of PD 1619, gradually evolving from petty crimes to eventually
graduating into higher crimes such as Robbery, Homicide and even Murder, if they fail to avail
of the reformation services of the Agency. To address this alarming trend, the Agency has
enhanced the programs being used by clients to ensure their successful rehabilitation. The
Harmonized Rehabilitation Program (HRP) was conceptualized to better implement the
Therapeutic Community Modality, the Restorative Justice program and the Volunteerism
program.

Utmost in the Agency’s Organizational Performance Indicator Framework (OPIF) as a
Societal Goal is Peace and Order. The Agency is part of the Correctional Pillar of the Criminal
Justice System (CJS), together with the Community, Law Enforcement, Courts and Prosecution.
All these pillars of the CJS seek to maintain peace and order in the country, and uphold the rule
of law. The Agency has a single but three-pronged Major Final Output (MFO): the
INVESTIGATION, SUPERVISION & REHABILITATION FOR PROBATION & PAROLE
SYSTEMS. This MFO is achieved through the conduct of three primary Agency
Programs/Activities/Projects (PAPs): Investigation services, Supervision services and
Rehabilitation services.

IV. PROJECT JUSTIFICATION


Parole and Probation Offices all over Region have always been housed in the Bulwagan
ng Katarungan/Hall of Justice buildings, never having a building of its own, or a facility to
conduct the reformation sessions and rehabilitation activities of its clients. The HALF-WAY
HOUSE/TRAINING AND REFORMATION CENTER OF DOJ-PPA 8 will be the first of its
kind in the whole country which will house not only TWO Field Offices with the highest number
of investigation and supervision caseload in the Region, but accommodate the conduct of the
following activities geared towards the accomplishment of the Agency’s objectives, particularly
the Rehabilitation and other allied services of the Agency, to wit:

1. Crime watch to prevent incidence of recidivism committed by clients and Information


gathering to improve peace and order situation in the Region.
2. Closer & more stringent supervision of clients to prevent incidence of recidivism
3. Therapeutic Community Ladderized Program sessions/training for clients and
VPAs;
4. Coordinating Center for job placement opportunities and job referrals for unemployed
clients
5. Increased recruitment of Volunteer Probation Aides (VPAs) coming from the
communities and neighborhoods where clients are residing;
6. Reinforced training of VPAs to encourage motivation and commitment;
7. Orientation on the Restorative Justice to clients, VPAs and the community.
8. Increased implementation and information dissemination of the significance and
benefits of Restorative Justice;
9. TESDA and vocational trainings for clients, especially those with educational
attainments under the grade-school levels;
10. Literacy programs for illiterate clients to prepare them or assist them in the ALS
program of the Department of Education-Tacloban City Division;
11. Coordinating Center for Agency-organized environment-focused activities and
programs to increase awareness of timely environmental issues among clients and
community members;
12. Capability building trainings for personnel to increase performance and motivation of
Field officers;
13. Coordinating Center for Agency-organized Community Work Service (CWS)
activities of clients in collaboration with some national agencies.
14. Coordinating Center for Agency-organized Tree planting activities in collaboration
with DENR or City/Provincial Environment Offices
15. Coordinating Center for Agency-organized Mangrove planting activities in
collaboration with barangays

Noteworthy is that a client’s successful rehabilitation program would guarantee that
he/she will not commit another crime, thereby hugely contributing to crime prevention in the
community, decreasing incidence of recidivism, habitual delinquency and recommission of
another offense of convicted offenders in the Region. Furthermore, an improved Volunteerism
program would mean more volunteers who are community members and leaders who are
deputized to supervise and monitor clients in their respective barangays, encouraging social
responsibility among community members. An increased awareness of the Restorative Justice
program would also result in healed broken relations among neighbors, resolve petty quarrels
and conflicts in the baranggays, leading to the unclogging of court dockets and police blotters.
A successful Therapeutic Community Program could, if finances would allow to include family
members of clients & VPAs, improve family relations, marriages and parental responsibilities.

The HALF-WAY HOUSE/TRAINING AND REFORMATION CENTER OF DOJ-


PPA 8 will become the heart of reformation and rehabilitation activities in the Region, serving
more than two thousand probationers, parolees and pardonees, increasing annually, to include
their families in the Region.

V. OBJECTIVES
This construction of a HALF-WAY HOUSE/TRAINING AND
REFORMATION CENTER OF DOJ-PPA 8 will favorably assist the harmonious
collaboration of the five pillars of the Criminal Justice System. By helping clients
reintegrate into the community, recidivism is prevented and peace and order enhanced.
With increased skills, there is increase in income and with increased income, there is
alleviation of poverty and a concomitant improvement in the quality of life of clients.

To help newly released clients become psychologically,


emotionally and socially prepared to resume their respective roles
in the society.

To equip clients with the knowledge and skills necessary for


economic survival.

To prepare specialized treatment to clients with special problems


such as drug addiction, using Therapeutic Community Modality
and Multi-Disciplinary Approaches.

2. Sectoral Objectives

To provide assistance to the less fortunate segment of society thereby


promoting social justice and development

To promote the correction and rehabilitation of criminal offenders in


Region 8.

To attain peace and order by deterring the recommission of another


offense by convicted offenders.

VI. PROJECT FINANCING

1. Funds Needed

Construction of a two-storey HALF-WAY HOUSE/TRAINING AND REFORMATION


CENTER OF DOJ-PPA 8 with a total Project cost of Thirty-three million, Eight
hundred twelve thousand, three hundred sixteen and eighty centavos (Php 33, 812,
316.80).

2. Counterpart Funding of the Agency

The Parole and Probation Administration-R8 shoulders the annual administrative and
management costs, including complete Personnel Services of DOJ-PPA staff and the
Maintenance and other Operating Expenses of the Field Offices manning the Center.

3. Counterpart of the Province

The Provincial Government of Leyte has provided in a Contract of Usufruct a 2,000


square meter area located in Government Center, Palo, Leyte.

VI. PROJECT BENEFITS AND COSTS


1. Beneficiaries
a. Direct beneficiaries: Probationers, parolees, pardonees, minor drug
offenders (over 15 years of age but below 18 who are under suspended
sentence program) and offenders who have availed of Plea bargaining
under RA 9165
b. Indirect Beneficiaries: Families of PPA-DOJ 8 clientele, the community
and the society, the Filipino people.

3. Administrative Feasibility

The Parole and Probation-R8 shall administer and supervise the whole
operation of the intended Center. A periodic evaluation on program
implementation, methods, policies, standards and procedures shall be
documented to develop the manual on the program.

Manpower needed to operationalize the Center will primarily come from


the agency personnel, VPAs and other affiliate volunteer support groups like
PPOLPI organization, participants/beneficiaries themselves. Administrative and
professional services, which include specialists on consultancy basis may be
tapped to administer their expert services.

Paid staff shall be provided by the Parole and Probation Administration

4. Legal and Political Feasibility


Legal impediments are non-existent and political opposition not
foreseeable.

5. Environmental Clearance and Social Acceptability


There is no foreseeable violation of environmental laws. Project
location is accessible. Acceptability is great since project concerns on
alleviation of socially-disabled persons and the promotion of peace and
prosperity of society.
