1. After all the voters have cast their votes, close the voting
2. Print eight (8) copies of National returns and eight (8) copies of Local returns,
4. The VCM will automatically send election results to the transparency server
5. After successful transmission to the transparency server, the VCM will then transmit to
the central server.
6. After which, the VCM will send to the City Board of Canvassers (CBOC) / Municipal
Board of Canvassers (MBOC)
7. After transmission, the VCM will automatically print the Transmission Report.
8. Thereafter, the VCM shall print automatically the remaining twenty-two (22) copies of
National Returns and twenty-two (22) copies of Local Returns.
9. Detach the transmission report and the election returns. Verify if there was successful
transmission of election results to the intended recipients.
10. If transmission to any or all of the intended recipient/s failed, the election results shall
be manually re-transmitted by performing the procedure in Section 43 (k), COMELEC
Resolution 10057.
11. The VCM shall return to the MAIN Menu. The BEI member shall now print the
Statistical Report and Audit Report.
12. The BEI member shall write-protect and back-up the electronic voting results
13. Remove the main SD card from the VCM, place the card inside the envelope provided for
the purpose and seal the envelope. The backup SD card shall not be removed from the
VCM.
14. Reception and Custody Group (RCG) of PBOCs shall receive from BEI the envelope
containing the main SD of the VCM and the envelopes containing the printed copies of
the ERs intended for CBOC and MBOC [Basis: Sec. 7(a), COMELEC Resolution
No. 10083]
A. Preliminaries
1. All Board of Canvassers (BOCs) shall show to the public and watchers that the
Canvassing and Consolidation System (CCS) box is sealed. Then, it shall remove the
seal.
2. BOCs shall check the contents of the CCS box are complete using the checklist
provided in Section 10, COMELEC Resolution No. 10083.
B. Proper
1. CCS Operator for all BOCs shall set-up the machine following Section 11, COMELEC
Resolution No. 10083.
2. Members of all BOCs shall proceed with the security locks of the CCS system and
wait for it to finish the initialization process
3. All BOCs shall certify the printed initialization report and show the same to the
public.
4. MBOC/CBOC shall monitor the transmission from barangays within their
jurisdiction.
5. MBOC/CBOCs shall receive from the RCG an envelope containing the VCM main SD
cards for the precincts.
6. All VCM main SD cards shall be imported to the CCS and after processing, it shall be
placed in the same envelope and returned to the RCG for submission to the Election
Officer.
7. Before printing and generation of Certificates of Canvass (COCs), CCS operator must
first generate and print the canvass report.
8. If all expected clustered precincts have been received, MBOC/CBOC shall generate
the COC
9. Then, generate and print Statements of Votes (SOVs)
10. Then, generate and print Certificates of Canvass and Proclamation (COCPs)
11. Then, transmit the results to CCS.
12. Back-up all data in CD
13. Submit CD (Back-up of city/municipality results) to RCG of PBOC
14. Distribute the following copies of COCs:
4th PPCRV
4th PPCRV
28th-30th Major
Plus, 3 discs used to back-up the city consolidated results placed individually in an
envelope, duly sealed and submitted to Congress, COMELEC, and one retained by
the Board Chairman.
15. Distribute sufficient copies of COCPs and 2 copies of SOVs following Section 13 (A)
and (B) of COMELEC Resolution 10083.
16. Chairman of MBOC/CBOC shall personally deliver by fastest means the hard copies
of COCs and SOVS including the back-up CDs to:
b. PBOC, COC for the President, VP, Senator, Party-list, HREP Member,
Governor, VG, and BM
c. (In case of CBOC in cities comprising two or more legislative districts),
Congress siting as National Board of Canvassers COC for the President
and VP and COMELEC as National Board of Canvassers for Senator and
Party-list
17. MBOC/CBOC shall place the ERs/COCs in ballot boxes that shall be locked with 3
padlocks and one serially numbered self-locking seal
18. The RCG shall receive from MBOC/CBOC the envelope containing the CD of the
municipality/city CCS and envelope containing the printed COCs intended for
PBOC/DBOC
19. PBOC/DBOC shall monitor the transmission from cities/municipalities within their
jurisdiction.
20. PBOC/DBOCs shall receive from the RCG an envelope containing the CD labeled
“NOT TRANSMITTED” for the city/municipality”. The Board shall open the said
envelope, retrieve the CD thus labeled to the CCS Operator.
22. If all expecte d city/municipality results have been received, PBOC/DBOC shall
generate the COC
23. Then, generate and print Statements of Votes (SOVs)
24. Then, generate and print Certificates of Canvass and Proclamation (COCPs)
25. Then, transmit the results to CCS.
26. Back-up all data in CD
27. Submit CD (Back-up of provincial results) to RCG of National Board of Canvassers
(NBOC) and submit one copy to Congress.
28. Distribute the following copies of COCs:
