NCBTS

 Stands for National Competency-Based Teacher Standards.


 It is based on the core values of Filipino teachers and on effective teaching and learning
with seven (7) domains, 23 strands and 80 performance indicators.
 DepEd shall use the NCBTS to formulate its hiring, promotion, supervision and other
policies related to the teaching profession.
 NCBTS is a theoretical framework that defines the different dimensions of effective
teaching, where effective teaching means being able to help all types of students learn
the different goals in the curriculum.
 The NCBTS provides a single framework that shall define teaching in all aspects of a
teacher’s professional life and in all phased of teacher development. The use of a single
framework should minimize confusion about what effective teaching is. (For a better

The competency-based teacher standards are organized hierarchically. The “basic” lecel
categories of the standards are seven domains. Under each domain are strands and at
the lowest level of the hierarchical organization, under the strands are specific
indicators.

NCBTS 7 DOMAINS:
Domain1: SOCIAL REGARD FOR LEARNING (SRFL)
 Act as a positive role model.
 Follows school policies.
 Demonstrates punctuality.
 Careful with behavior on students.
 Respects others.
Domain2: THE LEARNING ENVIRONMENT (TLE)

 Creates environment that promotes fairness.


 Makes the physical environment safe and conducive to learning.
 Communicates higher learning experiences to each learner.
 Establishes and maintains consistent standards of learner’s behavior.

Domain3: DIVERSITY OF LEARNERS (DOL)


 Familiar with the learner’s background knowledge and experiences.
 Demonstrate concern for holistic development of learners.

Domain4: CURRICULUM (CURR.)

 Demonstrate the mastery of the subject.


 Communicates clear learning goals for the lessons that are appropriate for the
learners.
 Makes good use of allotted instructional time.
 Selects teaching methods, learning activities and instructional materials or
resources appropriate to the learners and aligned to the objectives of the lesson.
Domain5: PLANNING, ASSESSING AND REPORTING (PAAR)

 Communicates promptly and clearly to learners, parents, and superiors about


progress of learners.
 Develops and uses a variety of appropriate assessment strategies to monitor and
evaluate learning.
 Monitors regularly and provides feedback on learners’ understanding of content.
Domain6: COMMUNITY LINKAGES (CL)

 Establishes learning environments that respond to the aspirations of the


community.
Domain7: PERSONAL GROWTH AND PROFESSIONAL DEVELOPMENT (PGAPD)

 Takes pride in the nobility of teaching as a profession.


 Builds professional links with colleagues to enrich teaching practice.
 Reflects on the extent of the attainment of learning goals.
TEDP

 TEDP stands for TEACHER EDUCATION DEVELOPMENT PLAN.


 TEDP is the master plan to bridge the growing gap between the needs and expectations
of learners and the knowledge and skill levels both new and existing teachers.
 TEDP conceptualizes a teacher’s career path as a continuum that starts with the entry
to a teacher education program and concludes when a teacher reaches retirement from
formal service.
 The heart/key element of TEDP is the NCBTS.

PROBLEMS/ISSUES RELATED TO EDUCATION (PHILIPPINE SETTING)


1. GRAFT AND CORRUPTION
 Ex. Books(wrong typographical errors), Even salaries of teachers are being
corrupted.

2. REALITY IN THE PHILIPPINE BUDGET


 1987 Philippine Constitution Article XIV Section5 states that “the state shall
assign the highest budgetary priority to education and ensure that teaching will
attract and retain its rightful share of best available talents through adequate
remuneration and other means of job satisfaction and fulfillment,” in reality,
most of the budget of the government goes to the payment of debt.
 Philippines still has one of the lowest budget allocations to education among the
ASEAN countries.

3. LOW OF SALARY ON THE TEACHING WORKFORCE


 The low of salary for the teachers “DEMORALIZES” them.

4. TUITION AND OTHER FEES INCREASE


 Private schools raising their fees is justifiable but the question lies now on the
justification and appropriation of the fees being collected.

5. BULLYING
 Student rights and violation depends on the strictness of the school. The
problem on bullying lies on the implementation of the law on schools.

6. THE QUALITY OF EDUCATION


 Decline in the quality of the Philippine education at the elementary and
secondary levels.
Ex. The low literacy rate of the Philippines in terms of reading.

7. AFFORDABILITY OF EDUCATION
 Big disparity in educational achievements across social groups.
 In reality, socioeconomically disadvantaged students have higher dropped out
rates in elementary level.
 Most freshmen students at the tertiary level come from relatively well-off
families.

8. MISMATCH
 There is a large proportion of “mismatch” between training and actual jobs.
 This is the major problem at the tertiary level and it is also the cause of the
existence of a large group of educated unemployed or underemployed.

9. EMASCULATION AND DEMORALIZATION OF TEACHERS


 Teachers, more often than not, are victimized by the over-worked and underpaid
policy of the system of the past and present dispensations.

 This leads to the emasculation and demoralization of their ranks. This probably
explains why the teaching profession is not attracting the best and the brightest
from the crop of students anymore.

SOME REFORMS PROPOSED FOR EDUCATIONAL SYSTEM IN THE PHILIPPINES

1. Upgrade the teacher’s salary scale.


2. Amend the current system of budgeting for education across the region.
3. Stop the current practice subsidizing state universities and colleges to enhance
access. An expanded scholarship program, giving more focus and priority to the
poor, maybe more equitable.
4. Get all the leaders in business and industry to become actively involved in higher
education; this is aimed at addressing mismatch problem.
