OVERCOMING HINDRANCES FACED BY SENIOR HIGH SCHOOL STUDENTS –

AN EVALUATION OF THE K-12 PROGRAM

CHAPTER 1 – THE PROBLEM AND ITS BACKGROUND

A. Rationale

K-12 basic education program was implemented on October 5, 2010. This is part of

President Benigno “Noy Noy” Aquino lll educational reform program. The administration believes

that adding more years to basic education in Philippines could help to solve the problem of

unemployment and help the students to think deeply and have more time to the career that suits

their skills.K-12 has been one of the greatest issues in the country ever since it was implemented.

The addition of 2 years is expected to raise our students on equal with the other school systems

and Asia and globally. It shows that our country is continuously getting more and more globally

competitive.K-12 basic education program is implemented worldwide except for the country

Djibouti and Angola. In Asia, we are the last country to implement K-12. Contrary to what most

people know, not all schools will offer Grades 11 and 12 (Senior High). Some schools will not

offer them not because they do not want to, but because they cannot. If a school (public or private)

does not offer senior high, the student needs to look for another school that offers senior high. In

Senior high, student have the freedom to choose what specialization called “tracks” they want to

take. The major tracks that students can choose from are the Academic, Technical-Vocational,

Sports, and Arts and Design. Hence, students must undergo this program to test several assessment,

career assessment and to determine their interests and strengths before they move to another

journey. Through this students are properly guided to their decision for their future. In a
historic moment for advocates of educational equity.

President Benigno Aquino III approved Republic Act (RA) 10533, signing into law the

K+12 program on May 15, 2013. President Aquino stated that k-12 program that this law will

empower the next generation of Filipinos. The goal of achieving educational equity shares and

teaches vision as we leave mark on our country. This is to ensure that what is taught and imparted

to students is adequate and beneficial to them. This program also wanted the students to learn more

for their nearest future; hence, students can have time to think and decide through experiences and

enough knowledge that they will get from two (2) years extension. In 2016, DepEd started the first

batch of senior high school in the country. By the year 2018, the first graduates of the two

additional years in senior high school were produced.

Authentic forerunners show that it was never an issue of whether Philippines ought to

receive K to 12. With the present outlook changes in instruction, and with the foundation of

capabilities reference systems provincially and all inclusive, this long-past due overhaul has

become a goal. At last, in 2010, the new organization recognized training change at the

exceptionally top of its needs, and pushed for this change through the Enhanced Basic Education

Program or K-12. K to 12 is not only a question of including two additional long stretches of

school; it is the result of many years of study, and a bigger procedure of changing the training

segment overall.

The section of the Enhanced Basic Education Program Act of 2013 or Republic Act 10533

expects to guarantee the congruity of the change past this age, and into the following. It plainly

expresses that the K-12 change is an exertion not select to DepEd, yet cuts over the entire scene of

Philippine instruction and work, having an extraordinary effect on every segment, while
simultaneously requiring every one of these organizations to cooperate to guarantee a smooth

progress into the new framework.

The advent of K-12 in the Philippines did not only bear advantages to the students and their

parents. The start of the new educational program also lead to some hindrances as the students

progress to senior high school. Unlike the old curriculum, senior high school students are forced

to choose their area of specification with the introduction of the different tracks and strands. This

results to students focusing only in one specialization and not being able to understand concepts

encompassed by other specializations. Another problem that arises is the financial burden that is

given to parents. Even with the voucher program mandated by the DepEd, parents especially those

who are experiencing financial struggle might be in the disadvantage side.

This study aims to describe the common hindrances faced by the senior high school

students in relation with the full implementation of the K-12 program. This study will help the

researchers in order to evaluate the current situation of the K-12 program which can be a basis for

recommendations.

of the K-12 program contend that understudies who went to kindergarten are preferable arranged
