Cleaning the site and removing peat within the project boundaries;
Dredging from the borrow pit for the purpose of reclamation land(raising the
ground elevation to 3.25m);
Improving the soil in accordance with the performance criteria;

Inspection and testing
1. Peat: The soil is very soft, a combination of dark brown, dark green, and gray. It
contains plants and sawdust, and its water content ranges from 22% to 4189%. The
thickness of this layer ranges from 0 to 8.25m. According to soil test data report from
the site, the northern part of the site is thinner and the southern part is thicker. The pink
line area in the picture is two deeper peat areas inferred from the drilling data, with a
thickness of 7.5 ~ 8.25m.
2. Sand: from light to dark compactness from loose to medium dense, dense, color is
dark brown, light gray, particle size from thin to coarse.
3. Groundwater situation: According to the survey report and the scene photos, most of
the sites were flooded during the survey.
1.2.3 Prevailing Condition of the Borrow Pit
The Borrow Pit is about 140,000 square meters, according to the preliminary design
report, the site in the area is about 720 meters long, 200 meters wide, the northern part
of the site has a river, about 7 meters wide, and about 2 meters deep water depth.

2.2 Responsibilities
The specific tasks and responsibilities of the project staff, crew and labor directly
involved in the activities covered under this method statement are described below;

Equipment
Machineries, equipment and plants including personnel transport vehicles which are
from the recent completed projects in Nigeria by CCECC are readily on the ground. All
of these items are in good condition and ready for the project.
1. Construction will be carried out without interrupting the activities of the locals,
transportations and environment.
1. Temporary Residence
According to site investigation, local resource allocation of water, power, and materials,
considering the site management, two Manufacture & Equipment Yards (M&E Yard)
with site offices will be established. Project headquarters with M&E Yard will be
established in Ogombo, very close proximity to the site as the main construction yard.
2. Water Supply
According to site investigations, well water is available, but portable water will be
supplied and used by personnel for living and production needs. The water will be
examined and checked before being used for living and production needs.
The project headquarters will lease local house(s); living power will use 100kw
generator.
The Project Headquarter with M&E Yard will be installed 700KW+120KW generator
sets for meeting the requirements of project related operation activities. Power line of
about 2.0km will be erected within the site. And concrete mixing plant will set up here.
Concrete will be transported with 0.8m3 small tipcarts, pumped into the forms and
tamped with machine.
The equipment lot yard will be leveled with graders, which covers an area of 1,500m2,
with 5 cars parking area and available fire fighting facility.
8. Spoil Area
It will be selected or recovered in accordance with specifications and requirements.
9. Laboratory
According to the requirements, the site Laboratory shall be set up at a strategic location
for relevant test work.
10. Medical Health Facility
It has been proposed to establish a first aid within each site office for the site
construction personnel. The qualified medical staff will be selected for the works.
4.0 CONSTRUCTION METHODOLOGY
Peat has high compressibility and poor mechanical properties. It cannot be used as a
foundation support layer without treatment. According to the tender drawing, the
elevation of the proposed underground drainage pipeline is 1.6m, and the current
ground elevation is -0.541 ~ 1.581m. If the peat at the bottom of the pipe is not
effectively treated, the pipeline may be deformed or cracked. The peat layer shall be
removed before the start of the reclamation. The thickness of the peat layer within the
reclamation varies between 0 and 6 meters as indicated in figure 4-2 of the engineering
report.
The peat shall be temporarily stored (stacked) in the reclaimed area. Attention shall be
paid to the slope of the peat stocks. Due to the high water content of peat, the slopes can
only be very gentle, around 1: 5. Controlled and monitored staircases or retaining walls
shall be used. In consultation with the Engineer, the Contractor will propose a method
to gradually drain the water content in peat. The applied solution shall be chosen by
the Contractor, but requires the approval of the Client and the Engineer prior to the
works.
The clearance operation for the access road and the work areas, the sand filling
operation and compaction shall be shall be done concurrently. The site clearing
operation shall be accomplished by the use of long arm excavators and dump trucks
with the spoils deposited temporarily at the site boundaries before subsequent disposal
to an approved location not more than 2km away from the site.
The borrow pit shall be rid of vegetation and other unsuitable material by the use of
long arm excavator before the commencement of extraction of sand. The long arm
excavator shall commence the process of taking sand extraction from borrow pit until
there is sufficient space to accommodate the dredgers, then dredgers shall be used for
sand extraction and the sand extracted shall be channeled directly to the reclamation
site with the aid of a 500meters long hosepipe. As the long arm excavators continue to
evacuate unsuitable materials from different sections of the site, the sand extraction
operation will be going on concurrently and the extracted sand shall filled the
evacuated spaces to an average depth of 1m above the water level. Compaction of the
filling sand will be done with the aid of a roller compactor until a fully compacted soil
layer is achieved.
4.3 Drainage System
The drainage system consists of four components; subsurface drains, open ditches, a
basin and an open drain. The subsurface drains run roughly from east to west, the open
ditches from north to south, the basin and open drain are located at the south side of the
reclaimed area as indicated in drawing.
Due to the restricted construction site of the project, all the concrete for the project will
to be mixed and transported from the nearby site of CCECC. Concrete mobile trucks
will be used to ensure the efficient transportation of concrete.
All concrete work shall be carried out in strict accordance with the Architect and
Engineer’s details and instructions.
2. Cement
All cement for use in the works shall be ordinary Portland cement obtained from an
approved manufacturer and shall conform in all respects to B.S. 12 for Portland cement.
Cement shall be delivered to the site in approved sealed containers which are to be
clearly marked with the name of the manufacturer. Loose cement or cement delivered
in damaged or unsealed containers, including re-bagged cement, are not used in the
works.
Cement is to be stored on site in a weather proof store, having a timber floor raised
150mm above the ground. Each consignment of cement shall be stacked separately and
marked so as to be easily identifiable. Any cement rejected by the Architect or Engineer
shall be immediately removed from the site and if requested, all other cement from the
same consignment shall also be removed.
3. Fine Aggregates
Fine Aggregates shall consist of well graded coarse and pit sand free from salt, organic
matter and any impurities, graded in accordance with B.S. 882. The particles are to pass
a 5mm test sieve and of which not more than ten percent shall pass a No. 100 B.S sieve.
4. Coarse Aggregates
Coarse aggregates shall consist of natural gravel, crushed gravel or crushed stone free
from all impurities, graded in accordance with B.S 882 from the nominal maximum
sizes referred to hereafter. None of the coarse aggregate shall pass 5mm square mesh
measured in the clear.
5. Storage
Aggregates shall be stored in proper stock-piles and in such a manner that they do not
mix with the underlying soil or come into contact with impurities, or mix with each
other. All Aggregates shall be clean and free from all chemical, organic and
mineralogical constituents which react unfavorably with cement, reduce the strength
the durability of the concrete or attack the steel reinforcement, and shall where required
and directed by the Architect or Engineer be washed before use.
6. Water
4.3.2 Reinforcement
Reinforcement shall be from an approved source and shall comply with the
requirements of B.S. 4449 for hot rolled mild steel and hot rolled high yield steel or
B.S. 4461 for cold worked high yield and to B.S 4483 for fabric reinforcement.
Reinforcement steel delivered to the site shall be clearly marked upon arrival and
stacked so that each consignment and steel from different sources can be
distinguished easily.
The Contractor shall allow for providing such samples of reinforcement steels as
the Engineer may from to time to time require for the purposes of testing.
Should the tested samples of reinforcement steel from any consignment fail to
comply in all respects with the relevant B.S, then Architect or Engineers may at
their sole discretion order the removal from the site of all steel item that
consignment.
All reinforcement shall, immediately prior to placing, be free from loose mill
scale, loose rust, oil, grease, dirt or other foreign matter. Reinforcement is to be
placed and secured in the exact position as indicated on the drawings and is to
be securely wired with and including soft pliable steel wire of approved gauge at
all intersections and adequately supported in position in such a manner that no
movement takes place before the concrete has set.
The steel shall be so placed that in no case shall any bar in column come closer to
the finished surface of the concrete than 38mm, in a beam 25mm, and in slabs
12mm or the thickness of the bar whichever is the greater.
All bars are to be bent cold on the site in a suitable and approved bar bending
machine and accurately shaped to the shapes and profiles strictly in accordance
with the drawings and bending schedules.
The Contractor will be provided with bar bending schedules showing the
diameter, cut lengths, bending dimensions and location of each bar in the work.
The lengths and bending dimensions will be deduced as accurately as possible,
but the Contractor is to check the schedules before cutting the bars or placing
them in position in the works as he will be held responsible for all inaccuracies or
omissions in the schedules which have not been brought to the prior attention of
the Engineers.
Concrete is not to be placed around any reinforcement until the formwork and
reinforcement have been inspected and approved by the Architect or Engineer.
4.3.3 Formwork
The underground drains shall be installed with a slope of 0.1-0.2%. The chance of
pipe sedimentation is reduced because the slope results in a higher discharges;
The sub-surface drains shall extend 5 cm beyond the slope of the ditch to
facilitate future maintenance works;
The sub-surface drains shall have a spacing of 75m as indicated in drawing TV-
0001;
The sub-surface drains shall be made of PVC and wrapped with poly propylene
(PP) fibers;
The sub-surface drains shall be perforated to ensure good permeability while not
impacting the integrity of the drains and shall be able to resist handling,
installation and maintenance without damage;
The minimum drain internal diameter shall be 100 mm with a synthetic envelope
of PP 700 μm, with new fibers;
The locations and level of the drainage system to the dimensions and levels shown on
the drawings shall be set out first. Then the excavation in trench shall be carried out to
ensure that the drains can be laid in straight lines as shown on the drawings. Reusable
excavated materials shall be set aside for reinstatement. Sides of trenches and other
excavations greater than 1.2 m deep shall be suitably shored or shall be battered back to
ensure stability of the excavation.
