Abstract

The study dealt with the development of an Improved CCTV system that will be used
to secure some portions of the concerned Barangays. To attain the main objective, the
following specific objective must be achieved (1) Develop a CCTV System that is uniquely
made for the peculiarity of the Barangays concerned; (2) Assemble and fabricate an
improved CCTV system and conduct experiments and modifications; (3) Conduct monitoring
activities to discern the efficiency of the system; (4) Conduct an impact assessment of the
effects of the structure to the stakeholders of the area. The method utilized for this research
was the developmental method which aims to systematically examine products, tools,
processes, and models in order to provide reliable, usable information to both practitioners
and theorists. It is intricately connected to real world practice. It creates a loop with practice
informing research and research, in turn, informing practice.
The evaluation of the extension project by the beneficiaries in terms of the service given
by the proponents gathered a rating of very highly acceptable by the beneficiaries of the extension
project and an assessment of a qualitative nature was also carried out.

INTRODUCTION

Today’s society is marred with numerous incidents of crime, in the past crime was
more predominant in urban areas. But with the fast pace of progress, crime has lamentably
trickled to once peaceful rural areas. Such a problem is one of the major concerns of many
barangays or villages. Petty crimes such as vandalism to more serious crimes have escalated
in the past few years. With their limited police force, they could only do so much as to assure
the peace and order situation.
Closed-circuit television (CCTV) systems increase the risk of apprehension for
those who partake in crime. CCTV systems may have active monitoring such that an
individual watches the CCTV images and contacts security or the police if a violation is
in progress; passive monitoring systems do not have an individual to call security or the
police, but store evidence (the image and video fi les) for subsequent apprehension and
prosecution purposes (Reid & Andresen, 2012).
In Welsh and Farrington’s (2009) study, a total of six studies for meta analysis
met the evaluation criteria for inclusion. Overall, crime decreased by 51 per cent in
experimental areas compared with control areas. This was marked by five of the six
studies revealing a significant reduction in crime.
Gill and Spriggs (2005) observed a CCTV system that had few operators relative
to the number of cameras making live monitoring difficult. As such, this system was
considered more of a reactive CCTV system that gathered evidence the police could use
in prosecutions. Despite this limitation with live monitoring, a noticeable reduction in
crime was experienced

In Poyner’s (1997) evaluation of a CCTV system installed in the parking location


at the University of Surrey, Guildford (UK), a single camera was used to monitor three
parking lots. A closer look at specific crime types showed that theft from vehicles was the
most frequent type of vehicle-related crime and experienced the greatest reduction.

It has come to the attention of the Barangay Local Government Units of San Miguel and
Sta. Rita situated in the towns of Calumpit & Guiguinto, Bulacan, respectively. That the Bulacan
State University has installed lighting units in some of the Barangays that comprise the Province .
Inspired with this recent development the Barangay Officials of the said localities inquired if the
University could assist them in developing a device that can monitor the activities within certain
critical areas of concern.

The Local Governments of Barangay San Miguel, Calumpit, Bulacan and Barangay
Tibig, Bulakan, Bulacan were made aware that the College of Industrial Technology,
Bulacan State University has installed lighting units in some of the Barangays within the
province. Enthusesd with this recent development, the Local Government Units inquired if
the University could assist them in developing a device that can monitor the activities within
certain critical areas that have to be monitored electronically. They implied that a CCTV
System be developed and installed.

It was cited by the residents of the said Barangays that there are certain security
concerns that can only be addressed through CCTV monitoring. It was deemed by their office
that the only effective deterrent for such behavior is the installation of a CCTV system.
However, the LGUs lacked the technical know-how and skills to undertake the installation,
much less design the suitable system. Thus, they deemed it appropriate, that they ask the
assistance of the College of Industrial Technology in helping them with this problem.

Statement of the Problem

The study dealt with the development of an Improved CCTV system that will be used
to secure some portions of Barangay San Miguel, Calumpit, Bulacan and Barangay Tibig,
Bulakan, Bulacan

In order to address the main problem, the following specific questions must be
satisfied.

1. What is the most efficient utility design for a CCTV System infrastructure suitable
for Barangay San Miguel, Calumpit, Bulacan and Barangay Tibig, Bulakan, Bulacan?
2. How to develop a CCTV System that is uniquely made for the peculiarity of the
Barangays concerned?
3. What are the assembly and fabrication procedures needed to develop an improved
CCTV system?
4. What are the immediate impact of the structure to the stakeholders of the area?
5. What training may be conducted for the residents who will be the recipients of the
system?

METHODOLOGY

This study is anchored on the premise of Educational Action Research, which has its
foundations on the writings of John Dewey (2010), who believed that professional educators
should become involved in community problem-solving. Its practitioners operate mainly
out of educational institutions and focus on development of curriculum professional
development and applying learning in a social context. It is often the case that university-
based action researches work on community based projects. Dewey argues that education
and learning are social interactive processes, and thus the school itself is a social institution
through which social reform can and should take place. He makes a strong case for the
importance of education not only as a place to gain content knowledge but also as a place to
learn how to live. In his eyes, the purpose of education should not revolve around the
acquisition of predetermined skills, but rather the realization of one’s full potential and the
ability to use those skills for the greater good.
The DEVELOPMENTAL RESEARCH aims to systematically examine products,
tools, processes, and models in order to provide reliable, usable information to both
practitioners and theorists. It is intricately connected to real world practice. It creates a loop
with practice informing research and research, in turn, informing practice.
Type 1 developmental studies focus upon a given instructional product, program,
process, or tool. They reflect an interest in identifying either general development principles
or situation-specific recommendations. Typically Type 1 studies address not only product
design and development, but evaluation as well. At times they may validate a particular
design or development technique or tool.
A standardized instrument for determining the impact of the project on the
community activities of the target area shall be utilized. Purposive sampling shall be
employed in determining the respondents of the study which shall consist of the different
community stakeholders who reside within the environs of the barangays under study.
An appropriate statistical tool for impact assessment shall be used by the researchers.

RESULTS AND DISCUSSION

The proponents of this extension project were prompted to pursue this community
service undertaking mainly due to the requests of the leaders of the communities to install
measures to address concerns pertaining to undesirable activities perpetrated by either
members of the community or outsiders.
The proponents, therefore, conducted dialogues with community officials on how
to best address the situation. Both agreed on the installation of CCTV camera systems.
After careful consultations, Memorandums of Agreement were signed to formalize the
arrangement.
An assessment of the peculiarities of the communities and the strategic locations
that need to be secured was conducted to optimize the effective range of the system to be
installed. After careful consideration, the installation commenced.

Evaluation of the Service Rendered

Table 1 shows the evaluation of the extension project by the beneficiaries in terms
of the service given by the proponents in Barangay San Miguel, Calumpit, Bulacan. It
can be gleaned from the table that the item on Service providers have achieved their
purpose, gathered the highest computed 4.93 with a descriptive rating of very highly
acceptable. Conversely, the item on "what is your overall impression of the service
given?" was rated with a mean of 4.44 which equates to a decriptive rating of highly
acceptable. Overall, the result of the evaluation gathered a grand a mean of 4.76, this
means that the CCTV Security System is very highly acceptable by the beneficiaries of
the extension project.

Table 2 shows the evaluation of the extension project by the beneficiaries in terms of the
service given by the proponents in Barangay Tibig, Bulakan , Bulacan. It can be gleaned
from the table that the item on Service was provided in an organized and systematic
manner., gathered the highest computed mean of 4.36 with a descriptive rating of very
acceptable. Conversely, the item on "what is your overall impression of the service
given?" was rated with a mean of 3.38 which equates to a decriptive rating of very
acceptable. Overall, the result of the evaluation gathered a grand a mean of 4.0 , this
means that the CCTV Security System is very acceptable by the beneficiaries of the
extension project.

Report on the Impact Analysis Interview Conducted

Report on Monitoring Activities of the Extension Project at Barangay San Miguel,


Calumpit, Bulacan revealed through an interview with the Extension Project
stakeholders, the proponent found out that several untowardly incidents within the
vicinity of the barangay were resolved with the use of CCTV camera footage.
The CCTV footage were used as evidence to shed light on incidents such as
vehicle vandalism, pedestrians being hit by speeding vehicles, chicken rustling and minor
altercations between individuals.
The barangay leaders also attested that unruly behavior among the youth has been
curtailed with the introduction of the CCTV system. School children opted to alight
public utility vehicles in areas that are monitored by the cameras for protection.
Generally, the officials and residents of the barangay welcome the pleasant
changes that have been brought about by the CCTV system. As a matter of fact, they are
planning to expand the system to monitor other areas of concern.
As for the officials and residents of Barangay Tibig, the recipients of the
extension project were pleased by the effects of the installation of the CCTV system.
The system has shed light in resolving several incidents in the vicinity. Among
these incidents included: Attempted car napping of a motorized boat, perpetrators of
repeated illegal garbage dumping, domestic dispute between a resident couple and the
system was effective in identifying people entering the barangay since it only had two
entry points.

CONCLUSIONS

On the basis of the result of evaluation, the following conclusions were derived:
1. The system is composed with the appropriate components to maximize the
peculiarities of the area.
2. The project was deemed by the recipient barangays as highly acceptable.
3. In terms of the service rendered by the proponents of the project, the recipient
barangays rated the service to be very highly acceptable

RECOMMENDATIONS

Based on the foregoing findings and conclusions, the following recommendations


were made:
1. The area may be further secured with the installation of additional CCTV units.
2. Some areas that are of considerable distance from the monitoring unit may be
installed with alternative power supply units.
3. An impact assessment study may be conducted to after a specified period of time
to gauge the long term effects of the project to the community it serves.
