Five Year Development Direction

CSPC, soon PSUB: Addressing the Challenges and Realities of the Future

Quality Policy

CSPC commits to provide quality and excellent education and services that satisfy
legal and statutory requirements, current and future needs and expectations of clients
and stakeholders by sustaining good governance conditions and continual improvement
of its quality management system.

Vision

By 2028, CSPC is the lead Polytechnic Institution in the Bicol Region providing
excellent education and quality services responsive to local, national and global
developments.

Mission

CSPC provides excellent higher education and quality support services upheld by
strong research culture, meaningful extension and cost-effective production towards
sustainable development in partnership with the Rinconada community as well as local,
national and international stakeholders.

Guiding Core Values

CSPC shall pursue its mission and vision with fervor steered by the values that
have driven this institution over the years. Our services, our products and our acts shall
constantly reflect these nine (9) organizational values:

- Excellence, reflected in our enduring pursuit of quality in instruction, research,


extension services and production that are at par with international standards and
in our continuous enhancement of our competencies in support of our goals.
- Creativity, reflected in our ability to transcend and create meaningful concepts in
Instruction, Research, Extension, Production, and governance to allow us to think
outside the box by synthesizing information and to generate solutions o
continuously innovate and support our mission and goals.
- Integrity, reflected in our strict adherence to the highest ethical and policy
standards both in our professional and personal behavior, and in our commitment
to transparency, honesty and accountability in everything that we do.
- Results-oriented, reflected in the fervor with which we work to produce nationally
and globally competitive graduates, in our pursuit of relevant and meaningful
research, in our emphasis on quality balanced with economical ways of operations
as in the creation of programs that address the critical development issues
affecting our local communities.
- Openness to change, reflected in our recognition that change is constant and that
new ideas and better ways of doing things are inescapable as well as in our
intellectual curiosity, creativity, and entrepreneurial spirit.
- Empowerment, reflected in the creation of a culture and climate that enables
every member of the organization, men and women, to use their respective talents
and abilities to contribute to the organization’s vision and mission, which includes
delegation of authority and decision making.
- Passion, reflected in our overwhelming desire to deliver the services required of
us, our excitement at creating new ideas and ways and our enthusiasm at the
attainment of our organizational goals.
- Collaboration, reflected in our belief that – the whole is greater than the sum of
its parts, translated into greater focus on interdisciplinary approaches (e.g.
research), emphasis on teamwork and prominence given to the engagement of
external partners.
- Service-oriented, reflected in the continuous improvement of the quality of our
products and services, to best respond to internal and external clients’ needs and
concerns and to incessantly remind ourselves that we are public servant.

Objectives

Our vision of becoming the Polytechnic State University of Bicol in the Bicol Region
provides us and all our stakeholders with a clear picture of what our organizations will
look like in the next 5 to 10 years
