1.0 INTRODUCTION
BP West Java Ltd. intends to rehabilitate the production facilities at Offshore North West Java. The Java
Rehabilitation Project are initiated to achieve main objective to reduce the Major Accident Risk (MAR) of
Java Performance Unit (PU) to the acceptable level below MAR Group’s Reporting Line as stipulated in
the IM Management Report updated in 2005.
The Java Rehabilitation Project is initiated for achievement of the following objectives:
The risk reduction is focused on the following five key areas as recommended by IM report updated
2005, as follows:
Engineering requirements of this Code, while considered necessary and adequate for safe design, gen-
erally employ a simplified approach to the BP West Java Rehabilitation. Rules for the Process Piping Code
Section B31.3 have been developed considering piping typically found in petroleum refineries; chemical,
cryogenic plants; and related processing plants and terminals.
This Specification adopts from GP 42-10 Guidance on Practise with certain modifications to ASME B31.3 to
allow for the use of BP and British Standard Specifications to cover situations where BP practice does not
follow.
Piping Material Specification defines the minimum technical requirements for BP West Java Rehabilitation
Project. This specification shall be read in conjunction with the Guidance on Practice for ASME B31.3 Piping
System (GP-42-10).
Contractor shall obtain Company written approval for any deviations from the requirements of this
Specification or specifications, standards and drawings referenced herein or elsewhere in the Contract.
(a) This Code prescribes requirements for materials and components, design, fabrication, assembly,
erection, examination, inspection, and testing of piping.
(b) This Code applies to piping for all fluids, including raw, intermediate, and finished chemicals

The latest editions of all applicable codes, specifications and references shall define the minimum
requirements applicable to the subject work and no statement contained in this Specification shall be
construed as limiting the work to such minimum requirements.
Wherever conflicts or omissions between codes, specifications and contract occur, the most onerous
condition shall apply. Contractor is responsible for reviewing the list below and informing the Company of
any omissions. All conflicts shall be formally brought to the attention of the Company.

Contractor shall provide all piping materials with the exception of those furnished by Company, and
specifically noted as Company furnished items. Unless noted otherwise, all materials furnished by the
Contractor shall be new, unused and undamaged.
Unless otherwise noted, all piping components shall be supplied in accordance with the applicable codes
referenced here-in and this specification.
Substitution of materials by Contractor may not be made without prior written approval of Company.
Piping shall have continuous longitudinal marking of material grade and cast number when specified by BP.
If not specified, marking shall be carried out in accordance with the manufacturing standard (e.g.
ASME B16.5 etc.).
Piping components e.g. elbows, spool pieces, flanges and reducers shall have the following additional
information marked upon them using the appropriate coding system and method of marking:
(i) Manufacturer’s name or trademark.
(ii) Nominal size.
(iii) Nominal wall thickness in millimetres (inches) or schedule number.
For cast fittings the melt reference should also be indicated if possible.
Normally only stainless steel pipe is continuously stencilled for the full length. Carbon steel pipe greater
than DN 50 (NPS 2) is normally stencilled or stamped at one end and pipe under this size has only bundle
labelling with no marking on individual pipes.

2.3 Certification
Materials shall be supplied with the certification called for in the relevant codes and standards and in the
purchase specifications. Certificates shall refer to the specific items purchased.
All piping materials shall be supplied with certified material test reports and certificates to identify the type
of steel, composition, heat number, and special tests.
The Contractor or Supplier shall allow access for Company Inspector’s review of all mill certificates for
Contractor/Supplier purchased materials.
2.5 Pipe
2.5.1 Process pipe shall be seamless up to specified size in the piping material table.
2.5.2 Welded pipe ERW (Electric Resistance Welded) will be used with the following condition;
a) Unless restricted by c) below, use of ERW piping is permitted only in the following services:
i) Category D service, or
ii) Normal Fluid Service, at design temperatures less than 200°C (400°F).
ERW is prone to accelerated corrosion in hot oil service.
2.6 Fitting

2.7 Flange
2.7.1 Flange shall be welding Neck for size 2” and above and socket weld for 11/2” and smaller.
2.7.2 The bore of the weld neck flanges shall be the same as the ID of the pipe to which it is to be welded.
2.7.3 Where metallic flange are bolted to non metallic flange both flange face shall be flat face and provide with
full face gasket.
2.7.4 Flange shall be in accordance with ASME B16.5 for size up to DN 600 (NPS 24”) while steel flange DN 650
(NPS 26”) through DN 1500 (NPS 60”), up to and including PN 150 (Class 900) shall be specified as
confirming to ASME B16.47 series B (API 605), except series A flange (same as MSS SP-44) shall be
specified as required to meet with valve or equipment flange.
2.8 Gasket
2.8.2 Spiral wound gasket with flexible graphite filler, inner and outer ring shall be used in conjunction with rise
face flange up to PN 150 (Class 900). Inner ring material shall be suitable for the specified service fluid.
2.8.3 Graphite should not be used on process with Sulphuric Acid, Nitric Acid, Hypochlorites, Permanganate and
Oxygen above 500 oC (930 oF). The used of plain Graphite Gasket is not recommended in Oxygenated
Seawater handling system.
2.8.4 High Performance Nitrile Rubber base reinforced sheet, containing Non-respirable Glass Faiber maybe use
in utility service PN 20 and 50 (class 150 and 300), where the temperature is below than 100 oC.
2.8.5 Metallic oval ring type joint should be used for PN 260 and PN 420 (class 1500 and 2500) flanges. For
hydrogen service PN 150 (class 900) flange should also have ring type joint unless otherwise specified by
BP. Soft iron or Carbon Steel ring joint should be cadmium or zinc plated.
Particular attention shall be given in bolting design and material selection to prevent relaxation or
overstressing of the bolting when:
(a) Different materials for bolting and flanges are used at elevated or low temperatures.
(b) The flange assembly is subject to cyclic temperature conditions.
(c) The flange assembly or through bolting is used at temperatures above 260°C (500°F), and
below –50°C (–60°F).
Alloy steel B7 bolts should be specified as the minimum grade for use on chemical, refinery and
offshore services.
Threading should be UNC up to and including 25 mm (1 in) diameter, and 8 TPI (8 UN series)
for sizes 29 mm (1 1/8 in) and above.

Bolting in sour service shall not be denied atmospheric exposure (e.g. flanges insulated). If
insulation is required, alternative bolting, resistant to sour service, shall be used and lower
strengths, if applicable, shall be taken into consideration in the flange joint design.
(d) Bolting for carbon steel, stainless steel and high-alloy steel flanges and piping components, with
temperature ranges from –254°C (–425°F) to 540°C (1 000°F), shall be in accordance with
Table 309.
(e) Bolting for austenitic stainless steel flanges and piping components operating above 400°C
(750F) shall be:
1. ASTM A193, Gr. B8M Class 2 studs.
2. ASTM A194, Gr. 8A or 8M nuts.

** If furnished in a quenched and tempered condition, this material may be used at a
temperature not lower than –45°C (–50F) temperature, without impact testing.
Irrespective of other references of stud and bolts coating requirement in other reference specifications,
the following requirement must be followed:
Supplier shall use Hot dipped spun galvanized alloy steel stud bolts in accordance with ASTM A-193,
grade B7M (HDG). The Hot dipped spun galvanized alloy steel nuts for stud bolts shall be in
accordance with A-194, grade 2HM (HDG). Stud bolts shall have a full continuous thread and be long
enough to extend one thread outside each nut.
The galvanized coating for American threads shall be as per ASTM 153 class-C (1.25 oz/ft² or 381
g/m² minimum average) spun galvanized.

The galvanized coating for metric threads shall be as per BS EN ISO 1461 per table 3. The thickness
shall be 55 micron (396 g/m² ) minimum average spun zinc coating for bolts >20 mm in diameter and
45 micron (325 g/m² ) minimum average spun zinc coating for bolts 6 mm to 20 mm in diameter.
2.11 Exclusions
Low melting point materials including brasses, aluminium, and brittle materials including cast, nodular or
malleable iron are not acceptable for hydrocarbon, other flammable or toxic duty or for fire mains unless
specified otherwise by BP. Brittle materials shall not be used on steam or other gaseous duty. Because of
the possibility of failure in the event of fire or shock loading.
2.12.1 The pipe schedules given on the piping material specification sheets attached hereto are based on the
following assumptions:
Design pressure equal to the flange cold working pressure rating per ASME B16.5, except where
specifically noted otherwise. In other words, the flanges shall be the "weak link" in the piping system
(not the pipe), unless otherwise noted.
Threading allowance, where applicable, per ASME B1.20.1 and API-RP 14E, and as shown in
paragraph 2.4.2 below.
Pipe OD as detailed by the nominal pipe size on the piping material specification sheets.
Mill tolerance of 12.5% on wall thickness of SEAMLESS A-106-B pipe and API-5L Grade B
SEAMLESS pipe. The mill tolerance is 10% on wall thickness of API-5L Grade B welded pipe 20
inches and above.
2.12.2 The required pipe wall thickness for pipe sizes, materials, design pressures, corrosion allowance, other
than those detailed on the piping material specification sheets, shall be determined by the following
formula, and in no case should be less than 0.375" (9,52 mm). Note that pipe wall thickness less than
0.375" (9,52 mm) is allowed, if it is in accordance with the attached Material Specification Sheets.

E = longitudinal weld joint factor, per tables in ASME B31.3 (Appendix A - normally 1.0 for
SEAMLESS pipe).
Y = temperature factor, per Table 304.1.1 in ASME B31.3 (Normally 0.4).
c = the sum of mechanical allowances (groove depth and threading) plus allowances for
corrosion and erosion (inches).
MT = factor to account for mill tolerance on pipe wall thickness. 0.875 for SEAMLESS A-106
Gr. B pipe and SEAMLESS API-5L Gr. B pipe. 0.90 for API-5L Gr. B welded 20 inch NPS
and above.
Notes: (1) This formula should only be used for t less than D/6 and for P/SE less than or equal to
0.385.
(2) This formula is derived from the basic formula for internal pressure design thickness from
ASME B31.3 (ASME B31.4 and B31.8 have different formulae). A minimum corrosion
allowance of 0.0625" (1/16") is recommended for all carbon steel piping. A higher
corrosion allowance would be appropriate for known corrosive or erosive services.
(3) Threading allowances are as follows (from ASME B1.20.1, ASME B31.3, Sections
304.1.1 and 314):
2.13.1 INSPECTION
2.13.2 All fabrication shall be subject to inspection. CONTRACTOR shall submit for COMPANY approval, a
QA/QC plan to inspect piping systems.
2.13.3 All welds shall be visually inspected. No cracks, undercut, slag inclusions, other defects, or evidence of
poor workmanship shall be permitted. Liquid penetrant inspection per ASME Specification SE-165 or
ASTM E-165 may be used in addition to visual inspection in critical areas.
N.B.:
For process hydrocarbons 100% RTof all welds is required.
2.13.5 Special care shall be taken in the inspection of branch welds and reinforcing pad welds. For flange
ratings, ASME 900# and higher, all welds shall merge smoothly with the surface of the pipe with no
notches or undercut permitted. Sharp corners of reinforcing pads shall be ground off.
2.13.6 Testing procedures, schedules and Hydrotest - Pneumatic Test Mechanical Flow Diagrams shall be
submitted for approval during the design phase.
These procedures and documents shall be specifically related to each project.
2.13.7 All material shall be suitable for the hydrostatic test temperatures. Special consideration shall be given to
the possibility of brittle fracture.
2.13.8 Packing shall be replaced in equipment such as valves when leaks cannot be stopped by normal
tightening of the packing glands.

Copper pipe shall be solid drawn to ASTM B42 with maximum bismuth content of 0.003%, normally in the
hard condition.
Copper nickel alloy pipe shall be SEAMLESS solid drawn to ASTM B466 up to DN 400 (NPS 16) and
seam welded to ASTM B467 for larger sizes.
Fittings in certain materials (e.g. cupro-nickel) are not normally covered by international standards. These
should only be used where there is evidence of proof testing acceptable to BP.
EEMUA Publications No. 144, 145 and 146 provide guidance for Cu - Ni piping components for offshore
applications. The chemical composition, by check analysis, of steels to be welded shall be restricted as
follows:
a. Carbon 0.23% max. (pipe)
0.25% max. (forgings and castings)
Carbon equivalent (C.E.) 0.45% max.
