TECHNICAL SPECIFICATION
33kV INDOOR GAS INSULATED SWITCHGEAR DOUBLE BUSBAR (GIS)

General Arrangement
The 33kV, 31.5kA, 2000A, 3 phases, 50 Hz indoor GIS type switchgear breaker shall be delivered
complete with all accessories, equipment instruments and wiring for making the equipment complete
and for warranting a trouble free and safe operation. The GIS shall be complete with Vacuum circuit
breakers, dry type instrument transformers, bus bars, earthing arrangements, instruments and
protective relays, labels, glands, all necessary wiring and auxiliary devices required to perform its
functions. The Circuit Breakers should be minimum rated for 31.5 KA for 3 sec. The bus bars/feeders
shall be extensible on both sides. 33kV GIS shall be provided with earthing arrangement for earthing of
bus bar & cables. All framework, devices, neutrals of instrument transformers, etc. shall have provisions
for connection to the station earthing system and to separate earthing equipment.
The switchgear shall be an indoor gas-insulated and metal-enclosed cubicle design (segregated SF6
insulated compartments for Circuit breaker and busbar systems) with Double busbar system. It shall be
suitable for local and remote control. All control and monitoring elements should be accessible from the
front. The switchgear shall be designed to ensure optimum continuity and reliability of supply as well as
safety for operation. The switchgear shall be partitioned both between the busbar to the circuit breaker
and from panel to panel.
The gas compartments must be divided up so that when work is done on one busbar system (e.g. for a
switchgear system expansion), the second busbar system can remain in operation with all feeders
without interruption and upholding the full rated insulation level. Each GIS panel shall have segregated
SF6 insulated compartments for Bus Bars, three position Disconnector (ON OFF EARTH) and circuit
breaker separated by gas tight bushings in between to make the panel modular in construction.
The power cables shall be fed in from the bottom and connected by plug connectors. A free socket at
the panel back shall be available for cable testing and current and voltage injection. All high-voltage
components must be sealed hermetically and safe to touch. SF 6 may be used only as an insulating
medium, not for quenching. The prescribed insulation levels should be upheld without additional
insulating material inside the gas compartments. The arrangement of the circuit-breaker in the panel
must be such that in the event of any necessary inspections both the operating mechanism and the
arcing chambers can be removed and reinstalled from the front or back in a verifiably short time. The
bus bars must remain in uninterrupted operation and there must be no reduction in either the
insulation level (additional measures such as protective barriers are not permitted) or personnel safety.
Confirmation must be provided with the quotation.
The switchgear is to be designed in such a way that all high voltage parts with the exception of cable
plugs are located in an insulating inert gas, in order to avoid environmental influences such as humidity,
dust and otherwise polluted air to prevent corrosion of metal and gumming of greases. The panels (up
to 36 kV) must safely withstand at least the rated lighting impulse voltage even when the gas pressure
falls to atmospheric level.

For operator safety the switchgear must have passive protection system against internal faults in each
partitioned compartment. The passive safety section shall ensure that hot gases are guided via pressure
relief discs of each unit concerned. Hazards to persons or risk of fire are to be reliably prevented.
Evidence is to be provided of testing to IAC criteria as per IEC 62271-200. Each sealed-off gas
compartment must have its own pressure relief facility, which, in the event of an arcing fault, prevents
uncontrolled rupturing of the compartment. The manufacturers must guarantee an adequate pressure
reserve between the operating value of the pressure relief and the rupturing pressure of the vessels.
The pressure relief facilities must limit the effects of a fault arc to one compartment. Gas escaping

under pressure must be diverted in a direction that is not dangerous for operating personnel; the same
applies to fixed parts (rupture diaphragms etc.). Pressure monitoring takes place with contact-making
manometer gauges, which function independently for each busbar section, circuit-breaker gas
compartment, and three-position switch gas compartment or busbar voltage transformer set
respectively. The gas compartments must be well sealed both mutually and to their sur roundings. The
temperature-compensated sensors for pressure measurement must also permanently monitor the
relevant gas compartment. Provision must be made for action to be taken when the upper or lower
threshold is exceeded, leading to a drastic reduction in damage and internal arc faults. A leakage rate of
less than 0.1% per annum is required. The gas tanks should therefore be manufactured according to the
latest state of the art. The filling pressure must be selected so that after twenty years of operation the
full test voltages can still be withstood, without any topping up.
All the HV design must ensure conformity to IEC and must be Type tested for internal Arc test. The
supplier shall submit Type Test report from CPRI or other independent agency to prove the same. The
equipment shall be suitable for satisfactory operation in tropical climate and dry dust laden
atmosphere. The equipment shall be able to withstand wide range of temperature variation. All the
parts / apparatus /equipment supplied shall comply in all respect with the requirement of Indian
Electricity Rule 1956/ISS and latest amendment thereof during execution of contract where ever
applicable.

Panel design and compartments

The switchgear panels are to be partitioned into compartments as follows:


 Busbar system 1 – SF6 gas filled.
 Busbar system 2 – SF6 gas filled.
 Three/Two position switch compartment (ON-OFF-EARTH) – SF6 gas filled (for Bus system 1 & 2)
 Circuit Breaker Compartment – SF6 gas filled
 Low-voltage compartment – Air compartment.

The design of circuit breaker compartment shall render inspection/replacement of vacuum interrupter
without de-energizing the main bus without having to remove/ disturbing adjacent panels.
For future upgrading or repair, it must be possible to add panels on any side of switchgear without gas
refiling work.

Main gas compartments


Each panel shall have a gas-insulated circuit breaker compartment and a gas-insulated busbar
compartment with 3-position switch/2-position switch.
The circuit breaker module is to contain the fixed type vacuum circuit breaker, which shall be mounted
in an exchangeable module. The circuit breaker drives should be accessible from/below the Low voltage
compartment to facilitate repairs or maintenance.
The busbar module is to contain the busbar and the 3 position switch/2-position switch. Additionally
the panel has to be segregated by a plug in system connection for the busbar.

Main Air Compartment-


Each panel shall have a cable connection compartment with IAC 31.5 kA, 1sec and a low voltage
compartment.
The cable connection compartment is to contain the cable sockets accessible for fitting of the medium
voltage cable plugs as well as cable CT’s as applicable.

The low voltage compartment is to contain the switch operating mechanisms and all secondary
equipment including a feeder protection and control unit (RELAY/CU).
The low voltage compartment must be a self-contained unit with its own front door incorporated in the
switchgear panel. It is to contain the operating mechanisms, the RELAY/CU and the plug connectors for
the auxiliary power and communications.

All operating mechanisms have to be motorized. Manual emergency operation and mechanical position
indicators shall also be provided front of the panel.

External coating or painting on the switchgear panels


The visible metal sheets of the switchgear panel enclosures should have an external coat of paint, light
gray, and colour RAL 7035. Other metal parts of enclosures or structures must either be of stainless
steel or Al-zinc coated to prevent corrosion.

Degree of Protection
The degree of protection shall be as defined in IEC 60694 and at least IP65 for gas compartments and
not less than IP4XD for the supporting/base frames, low voltage and other compartments.

Circuit breakers:
The circuit breakers shall be vacuum type and comply with IEC Publication 62271-100. They have to be
triple pole. The stationary mounted circuit breakers shall be type-tested. Test certificates, as evidence of
successful completion of type tests shall be submitted by the bidder during Bid Process. The HV part of
the circuit breakers must be maintenance-free for life time under normal operating conditions to IEC
60694. The CB drive is accessible for maintenance. The circuit-breaker has to control at least 30,000
breaking operations at rated current or 100 breaking operations at rated short-circuit breaking current
without maintenance. The mechanical life of the vacuum interrupter has to comprise at least 30,000
operating cycles. Vacuum circuit-breakers with maintenance-free contact systems should be used.
The vacuum circuit-breakers are to be equipped with
- Spring-stored-energy operating mechanism with motor, auto-reclosing
- Breaker tripping time shall be less than 40 ms.
- Mechanical OPEN and CLOSE buttons
- 1 closing solenoid
- 2 shunt release
- Operating cycle counter/ mechanical counter
- Auxiliary switch with at least 6NO + 6NC available
- Auxiliary switch for "spring charged" signal
- Breaker tripping signal
- Breaker closing signal

All circuit breakers shall be routine tested in accordance with IEC 62271-100.

Isolators and earthing switches:


Isolators (2 position switches) or isolators combined with earthing switches (3 position switches) shall
be motor operated. In cases of emergency, manual operation must be possible from front. The earthing
position for all 3 phases must be visible in front of the panel via a mechanical position indicator directly
connected to the drive shaft. Maintenance of the operating mechanism shall not be necessary before
5,000 operating cycles at the earliest, respectively after 15 years.

Capacitive voltage indication system:


Each unit shall be provided with capacitive low impedance voltage indication system at the rear/front
side of the unit. It shall be visible directly by the operator at an operating height while carrying out the
cable termination or maintenance.

Instrument transformers:
Conventional inductive voltage and current transformers according to IEC 60044-1 and IEC 60044-2 or
electronic current and voltage transformers to IEC 60044-7 and IEC60044-8 or a combination of both
are acceptable.

Cable Terminations:
The design of the switchgear shall permit easy access for the installation and termination of
3CX2RX400Sqmm for I/C and O/G and 1CX2RX400Sqmm 3PH for TXR panel Al. XLPE power cables.
The cable connection has to be done by cable sockets and plugs. Facilities for easy cable testing
including cable voltage test and fault location and for primary current injection, with busbar live, are
required. Supply of all required dummy plugs and cable termination kits are in scope of manufacturer
and termination details shall be finalized by M/S NPCL.

Interlocking features:
In order to ensure proper operation and to prevent dangerous situations and mal-operation, a series of
mechanical & electrical interlocks must be provided to protect the operators and the switchgear itself.
Fundamentally, the protection against mal-operation is to be effected electrically or by software in case
of a multifunctional control and protection unit. Electromechanical and/ or software based interlocking
is acceptable.

The following interlocking dependencies must be provided:


 Limit position blocking of the switching devices
 Interdependence of disconnector and earthing switch in the same panel
 Interdependence of the disconnector and the circuit breaker in the same panel.
 Interdependence of the circuit breaker and the earthing switch in the same panel.
 Dependence of the disconnector on the bus coupler circuit breaker and vice versa.

Protection and control system

The secondary systems are preferably to be implemented in the form of a multifunctional Numerical
Protection and Control Unit according to IEC 60255. The hardware, including the wiring for detection of
measurements and switching conditions, should facilitate universal use of the switchgear panels. The
hardware for this purpose is to be designed as a uniform system independent of function, as a freely
programmable device for universal application. It must be possible to adapt the software for protection
and control to the function of the panel by means of a laptop/notebook and corresponding data media.

A data interface is to be provided for this purpose. Setting of protection parameters must be possible
both by laptop/notebook and manually at the panel. Suitable action is to be taken to ensure that only
authorized persons have access to the parameters and programs. The technology used must permit the
connection to a future substation control system by a bus system i.e. communication cards must be
provided to Support Latest Open Communication Protocol i.e. IEC61850.The measurement system
should be capable of calculating further values such as average/maximum current, active and reactive
power, power factor and active and reactive energy consumption from the current and voltage
measurements. Both digital and – where appropriate – analogue values should be displayed. All
indications for measurements, switch positions and status or hazard signals are to be presented on a
display.

The last 1000 events must be saved and be retrievable with Date & Time Stamp with a Resolution of
1 mSec. In the case of interruption of the auxiliary power supply, the entire software, all saved data,
events, disturbance records must be preserved in a non-volatile manner without any batteries. The
technology used must be capable of monitoring both itself and the trip circuits.

Suitable high performance miniature circuit breakers are to be used for the secondary equipment
protection. The plug-in VTs shall not require primary fuses and shall be protected by suitable 3-pole
MCB’s on the secondary side.

SF6 Gas System:


1. The rated pressure of the SF6 insulating gas equipment shall be as low as possible while still
meeting the requirements for electrical insulation and space limitations to reduce the effects of
leaks and to ensure that there is no chance of the gas liquefying at the lowest ambient
temperature.
2. The SF6 gas shall comply with IEC 60376, and shall be suitable for safe use in equipment
supplied under the operating conditions specified. The high pressure cylinders in which the SF6
gas is supplied and stored at site comply with the requirements of the relevant Indian standards
and regulations including:
a. IS 4379: Identification of the contents of industrial gas cylinders.
b. IS 7311: Seamless high carbon steel cylinders for permanent & high pressure liquefiable
gases.
The cylinders shall also meet Indian Boilers Regulations
3. The SF6 gas in cylinders shall be tested during FAT for SF6 content or purity, dew point
hydrolysable fluorides content as per IEC standards and test certificates shall be furnished to
NPCL. Also SF6 gases drawn from all chambers of individual panels shall be tested during FAT for
SF6 content or purity, dew point, hydrolysable fluorides content as per IEC standards. Further
site test for SF6 content or purity, dew point is to be done during pre-commissioning of GIS.
4. The GIS shall be furnished with sufficient sulfur hexafluoride (SF6) gas to pressurize the
complete system, one zone or compartment at a time to the rated nominal density. An
additional quantity of gas equal to 10% of the system requirements shall be furnished.
5. Dial & graduated type temperature compensated gas density or density monitoring devices with
associated pressure gauge shall be provided. Vendor may even dispense off with density
monitors and instead provide temperature compensated manometers when vacuum is the arc
quenching medium. The devices shall provide continuous & automatic monitoring of the density
or pressure of the gas. The monitoring device shall have two level settings. These shall be set so
that:
a. Advanced warning/alarm can be given that the gas density is approaching an unacceptably
low level.

b. Beyond a preset level, below which the insulating rating of the panel may not hold,
measures should be adopted to immediately isolate the particular compartment electrically
by tripping circuit breakers and opening disconnecting switches. If density monitors are
provided, it should be possible to check the calibration (checking of set points) at later date
without drawing out the gas from the chamber position/location of density or pressure
monitors shall be such that it would be possible to take readings standing in front of the
switchgear panel and without opening LT chamber door or any cover.
Interfaces for remote transmission of gas density and alarms through appropriate
transducers and potential-free contacts shall be made available for use with purchaser’
SCADA system.
6. The maximum gas leakage shall not exceed 0.1% per year per gas compartment. Effectively, it
should not be necessary to refill the gas compartments during the operating life of the
switchgear.
7. Under normal operating conditions it shall not be necessary to treat the insulating SF6 gas
between major overhauls. Self-sealing vacuum couplings shall be provided on all gas
compartments to facilitate filling and recharging. In all gas compartments permanent efficient
filters and drying agent shall be at least effective for the duration of time between major
overhauls.
8. All apparatus necessary for filling and evacuating the SF6 gas into and from the switchgear
equipment shall be supplied by the bidder, to enable any maintenance work to be carried out.
The apparatus should also be capable of temporarily storing the entire SF6 gas thus taken out
and filtration of the gas volume separately before refilling back to the equipment.
9. The apparatus for filling or evacuating all gases to be used shall be provided with all necessary
hoses, couplings, flexible tubes and valves for coupling with the switchgear equipment. Details
of all accessories of proposed gas handling apparatus shall be provided with the bid.

Description of the control and protection unit (Relay)-

The measurement and protection functions shall be performed by a digital signal processor (DSP). The
control function shall be performed by a microcontroller (MC).

The feeder control unit shall combine the following functions in a single unit:

- RELAY/CU shall have Graphical Display with MIMIC.


- Exclusive local or remote control, to be switched via an electronic lock switch/Manual L/R switch
- Control of up to 5 switching devices (depending on the version and equipment fitted)
- Separate display of the switching status of up to 5 switching devices on a control unit with a freely
configurable LCD display (with fully equipped feeder protection & control unit)
- Software interlocks
- Cancellation of panel interlocks for test purposes.
- Measured value acquisition for current and voltage, where instrument transformers or sensors are
fitted
- Internal calculation of variables derived from measurements
- Display of the measured values as absolutes (numerical).
- Status of configured protection functions

- Check Synchronizing Function


- Should have 3 Nos. fixed LED indication for Ready, start, Trip.
- Should have at least 15 Programmable Multicolour Coloured LED’s for Alarm Indication
- Display of individual alarm messages in clear text for each programmable LED.
- RELAY shall have One No. of Front port (Ethernet/USB 2.0/ RS-232) for local one to one
communication and Two Nos. of Rear Port (Ethernet) for remote communication on IEC61850 Protocol.
- RELAY shall have IEC 61850 with KEMA certificate Level A for IEC61850 compliance and GOOSE
communication comply with performance.
- Relay shall have WEB HMI feature to facilitate relay parameterization and fault record even in the
absence of dedicate relay software. This WEB HMI should be accessible on LAN.
- Parameterization of the protection and control functions must be done via Local Front Port on the
front panel as well as rear Port.
- RELAY shall have capability to record minimum 8 nos. Disturbance record each of 3 sec duration.
- RELAY should have RoHS Compliance as per RoHS directive 2002/95/EC.

IEC61850 complaint Protection relay for substation Automation system:

It is intended to automate the Switchgears specified in the scope of supply and use
communicable numeric relays for Protection, Control and Status monitoring. This specification is
based on the understanding that an integrated Automation System along with protections shall
be provided and same shall have provisions for Integration with SCADA system. All the feeders
shall be remote controlled from Employer’s SCADA and from the local console of the numerical
relays. Relay should be IEC 61850 compliant. Conformance test certificate by KEMA shall be
submitted along with Techno-commercial bid & PICS, MICS & PIXIT documents for relay shall
be provided by vendor before the FAT in soft copy.

Processor feature:

Relay shall be completely Numerical with protective elements having software algorithm based
on sampling of analog inputs. Sampling rate of analog signal: The sampling rate should be 1000
Hz for 50 Hz signal or better for each analog channel. Hardware based measurements shall not
be acceptable.

Memory and Recording Feature:

1. The relay setting and programming should be stored in EEPROM so that during Aux. Power
failure the said data is not lost.
2. Relay should have event log, trip log and DR record. All logs should go in to history.
3. All tripping of relay should initiate DR in auto without extra binary input. Triggering of DR
with binary input should be user configurable.
4. The last 5 fault DR records should be in flash memory and DR will not erase in case of DC
supply fail for more than 2 days.

5. Should be able to record at least 5 Oscillo-graphic disturbances and 5 fault records and 200
event records.
6. Minimum Four no. of latest trip log with cause of trip should be stored in memory along with
date and time stamping. The memory should not be lost with the switching off of DC.
7. The relay should have fault-recording feature with current waveform and Digital Input status.
The fault waveform should consist of minimum four current waveforms of three phase current
and zero sequence current and DI status. Triggering time for Pre and Post should have user
selectable. This record should be in flash memory for minimum 7 days even after switching off
the DC supply.
8. The fault should be date and time stamped.
9. Communication protocol shall be IEC61850.

Output Relays for Numerical Relay:

1. All o/p contact should be freely programmable.


2. At least 4 nos. programmable contacts are required for close and open operation. Rest of
the contacts may be changeover type.
3. Rating of trip contacts: -
 Contact durability> 20K operation.
 15Amp make and carry for 3 sec for trip contact.
 Make and carry for trip contacts L/R<=40ms.

Rating of Alarm contacts: -


5 Amp make and carry continuously for 5 sec.
Measurement & setting of Output relays through keypad on relay fascia and relay HMI software.
Output relay dwell time shall be user programmable or fixed at 100ms.

Communication Port:
Three nos. of IEC 61850 protocol compliant Ethernet RJ45 port for communication with SCADA
system through two managed Ethernet Switches operating in redundant mode. The
communication shall be made in 1+1 mode between individual IED to Switch, such that failure of
one set of LAN shall not affect the normal operation of SCADA. However, it shall be alarmed in
SCADA. One no. of Front port Ethernet RJ45/USB 2.0/USB 3.0 for relay parameterization and
configuration etc. through Laptop. Two nos. of rear port Ethernet RJ45/USB 2.0/USB 3.0 for relay
goosing, communication and HMI etc. With the help of PC Relay should generate GOOSE
message as per IEC 61850 standard for interlocking and also ensure interoperability with third
party relays.

Watchdog and self-monitoring:


The relay should have facility to monitor the healthiness of its circuits and components by own
monitoring system. In case of any problems, the alarm should be generated by one of the output
contacts. The alarm as soft signal to be sent to SCADA system as well. Necessary support

documentation explaining the self-diagnostic feature shall be furnished. The Date and Time shall
be stamping with faults and record. The clock should be powered from internal cell and Should
not require setting after every DC switching. The internal cell life shall be minimum 5 years. Time
Synchronization shall be with IRIG-B and SNTP. For time synchronization through SNTP is to be
provided from clock signal coming from RTU.

dispatch of panel.
II. All the internal drawings indicating the logics and block diagram details explaining
principle of operation should be provided with the dispatch of the panel.

Suitable arrangement should be provided at SCADA T.B.s to trip the breaker from remote end in
case the breaker is ON and certain pre-set conditions to be satisfied.

Important notes:
1. If the offered Switch Board does not have integral base frame, separate base frames
have to be supplied along with the Switch Board free of cost.
2. The Breakers shall have minimum 6NO+6NC Auxiliary Contacts.
3. Anti-pumping should be an integral feature of the VCB & should be achieved through a
contactor mounted inside the VCB.
4. The Limit Switch for Test & Service Positions shall have 4NO contacts for each for Test &
Service position.
5. For Numerical Relays, MLFB No. shall be specified during drawing approval.

Test:

Type Test:

1. All equipment proposed according to this specification shall be type tested on typical units in
accordance with the latest and relevant IEC standards. The reports for all type tests shall be
furnished by the bidder at the time of submission.
2. The NPCL reserves the right to witness any of the type tests repeated, if necessary, at cost to
NPCL. The bid should include the costs of such tests.
3. The following type test shall have been performed:
a. Dielectric voltage withstand tests
i. Power frequency withstand voltage
ii. Impulse withstand voltage
b. Making and breaking capability test
c. Short time current test and peak current test
d. Continuous current carrying and temperature rise test
e. Current path resistance measurement
f. Partial discharge test
g. Inductive/capacitive current switching

Production Test:

1. Production test shall be made either in the course of component assembly.


2. All acceptance and routine test as stipulated in the latest IEC shall be carried out by the supplier
in the presence of NPCL’s representative. Each CT and electromagnetic VT shall also be tested
(may be in batch) for viz. Primary/secondary winding resistance, polarity, ratio, magnetization
characteristics, primary injection test at full rated current during the above test. Manufacturer’s
test certificate also to be furnished.
3. The bidder shall furnish a comprehensive list of all stage and final factory tests proposed on each
unit to be supplied, along with the bid document.
4. The supplier shall keep the NPCL informed in advance (21days prior), about the manufacturing
programme so that arrangement can be made by the NPCL to depute their representative for
witnessing the stage/factory acceptance tests and total cost will be borne by bidder in India and
abroad for inspection.
5. The NPCL reserves the right for carrying out any other tests of a reasonable nature at the works
of the supplier or at any other recognised laboratory/research institute in addition to the above
mentioned type, acceptance and routine tests at the cost of the NPCL to satisfy that the material
complies with the intent of this specification.

Site Test:

The following tests shall be performed on the completely assembled switchgear at site after installation
by supplier. Test results as well as test conditions like ambient temperature, gas pressure, dew point etc.
Shall be documented and the results compared with the relevant instructions and factory test reports. A
final site test report shall be supplied to the NPCL within 1 weeks after the tests have been finished.

a. Visual inspection, checks and verifications. The following shall be inspected and verified:
i. Conformity of the assembly with the manufacturer’s drawings and instructions.
ii. Tightening of all pipe junctions, bolts and terminal connections.
iii. Visual check of all the control circuits, VT circuits.
iv. Proper function of the control, measuring, protective and regulating equipment including
heating and lighting by means of the relevant commissioning reports.
v. Mechanical & electrical operation tests of circuit breaker, Disconnecting/earthing switch.
vi. Rated SF6 gas pressure and control voltage.
vii. O-C-O operation,10 times.
viii. Maximum control voltage: O-C-O operation, 3 times
ix. Minimum control voltage: O-C-O operation, 3 times
b. SF6 gas leakage test. The following parts shall be checked, using a leakage detector for SF6 gas:
i. Each flange connection installed on site
ii. Each gas coupling
iii. Each bursting disc
c. DC resistance measurement of the main circuit. The measurement of the main circuits. The
measurement per phase shall be made with a current of ≥ 200 A DC and the values compared
with the results of the factory routine tests. The reading shall be documented per phase and the
measuring points defined.
d. Gas density monitor check & checking of set points.
e. Dew point and HV AC Test
f. Interlock tests.
g. Breaker & Disconnector timing
h. Contact resistance of Breaker and Disconnector switch
i. Slope Test
j. Measurement of moisture content: The moisture test (dew point measurement) shall be made
on each SF6 gas compartments, 1 week after gas filling.
k. Manual operation check of circuit breaker, 2 way/ 3 way disconnect/earthing switches.
l. All CT/VT test (like polarity, IR measurement, Ratio, AC HV, Full rated primary injection test for
CT, Knee point value measurement, Magnetising current of CT measurement, etc) .
m. Power frequency withstand of main circuit. After the completion of installation and filling with
SF6 gas at its rated density, the GIS shall be tested with 80% of the AC voltage applied for the
factory routine tests. Test duration shall be 1 minute. During these tests, the high voltage
connections like overhead lines, HV cables or transformer connections shall be disconnected.
These tests shall be performed by means of special HV testing equipment connected to the GIS.
The special testing equipment and test bushing or special test adapters for flange connection (if
required) shall be supplied by the manufacturer for temporary use during test. Each switching
condition during tests including the connection point of the test transformer shall be
documented in copy of the single line diagram.
n. Power frequency test of control circuit 2 kV r.m.s. (1 min)

Guarantee:

All commissioning tests and performance tests shall be guaranteed and in the event of failure in any
such tests(s), the supplier shall be take steps to rectify/replace/modify at its cost the defective
components/assembly. The equipment after such rectification/repair shall be re-tested at supplier’s
cost at site.
The GIS switchboard along with its all appurtenances shall be under minimum 60 months from the date
of commissioning or 66 months from the date of delivery.

Installation, Testing & Commissioning:

In case the entire responsibility of installation/testing/commissioning (including Power cable jointing


and termination) of GIS board all assembly of the GIS equipment shall be done under direct technical
supervision of supplier’s technical representative. The bidder shall specify the number of skilled/semi-
skilled/unskilled workmen and supervisors/engineers required for erection, testing and commissioning
of the each GIS switch board.

Shipment & Storage:

Requirements for packing, shipment and storage

1. All equipment shall be suitably packed and protected during shipment. Each shipping unit, after
passing all specified production tests, shall be sealed in the clean dry condition with leak-tight
shipping covers securely mounted for shipment. Shock and tilt recorders/indicators shall be
provided to monitoring shipping. All covers to be removed during installation shall be clearly
marked.
2. The bidder shall supply instructions for storage of the equipment at site for long-term storage.
Components requiring indoor storage shall be so identified. The instructions shall outline any
special precautions required to be stored indoors or in special environments. Unloading, shifting
and loading for ETC job if required, shall be arranged by vendor.
3. During transportation from manufacturer’s workshop to the site of delivery, the GIS board and
its vital components/spares should come fitted with shock sensor, The shock sensor should have
data logging system for sensing shock in X,Y and Z axis with time stamping facility and provision
for downloading the information in a PC. On receipt of the consignment, the bidder shall
arrange for downloading its data, furnish the same to NPCL and take back the sensor.

Commissioning support:

The supervision and commissioning support for 7man days shall be provided by the vendor free of cost
at the time of installation for each set of Panel. If required vender should provide IED interoperability
communication setup and testing between 3rd party numerical relay.

Training:
Training sessions on installations, commissioning, operation and maintenance of GIS shall be held by an
experienced English/Hindi speaking instructor. One week training for installation and commissioning
shall be held prior to installation for about 3 to 6 persons at the NPCL premises/at the factory. One
week training for operation and maintenance shall also be held after the installation for about 6 to 12
persons at site.

IMPORTANT NOTES

1. The above requirement is tentative. The Supplier may offer their design fulfilling the above
requirement.
2. The Supplier’s design must clearly elaborate the construction features & technical particulars
of Circuit Breaker, Disconnector, Busbar, Connectors, Current Transformer, Potential
Transformer, Indicating Instruments/ Lamps, Control & Protection, Alarm Scheme etc.
3. All other components like mimic diagram, name plates, push buttons, fuses, MCBs, terminal
blocks, space heater, cable glands, hooter, bell etc. required for satisfactory operation, shall
have to be mentioned in the offer.
4. Comprehensive test procedures covering Type Tests, Factory/ Routine Test, Special Tests,
Erection & Pre-commissioning Tests at site are to be mentioned in detail by the Supplier.
5. If the offered Switch Board does not have integral base frame, separate base frames have to
be supplied along with the Switch Board free of cost
6. Anti-pumping should be an integral feature of the VCB & should be achieved through a
contactor mounted inside the VCB.
7. For Numerical Relays, MLFB No. shall be specified during drawing approval
