III. Mass Transit System - Filed and refiled since the 8th 1
Congress in 1989 up to this 18th Congress, spanning a period of
thirty years, House Bills providing for a Light Rail Transport
(LRT) System or Metro Rail Transport (MRT) System or Monorail
Transport System or Subway Transport System or such other
appropriate Modern Mass Transport System in Cebu City and
Metro Cebu. However, no PPP proponent has yet submitted an
unsolicited proposal for the project.

1. The Second Parallel Runway in Mactan-Cebu International Airport for Uninterrupted Flight Operations:
a. The MCIAA Board approved in 2017 our recommendation for the approval of a resolution for the construction of the Second
Parallel Runway
b. In support of the project, the House of Representatives approved on third and final reading on May 20, 2019, our House Bill 149
for the construction of the second runway at the Mactan-Cebu International Airport
c. The MCIAA Board held the groundbreaking of the project last January 14, 2020.
2. Refiled HB No. 493 – Construction by the Cebu Port Authority of an Additional International Container Terminal, with its
Concomitant Deep-Draft Berth, Back-up Areas, Vessel Traffic System (VTS), Storage Lighting Towers (System), Gantry (Shore and Yard)
Cranes, Firefighting Equipment, Various Amenities and Other Related Appurtenances, and Appropriating Funds therefor.
