I. Title: Red Cross Caloocan City – Performance, Quality and Accountability (PQA) Assessment

Philippine Red Cross Caloocan Chapter, 114 7th Ave., East Grace

III. Persons Involved:


Ms. Ruth B. Salom, SGOD, Eps II (Soc. Mob.), RCY Teacher’s League Officers (Mrs.
Nyraida L. Celestino, Sampaguita High School, Ms Bernadette S. Carlos, Baesa High School,
Ms. Chiqui Jullianne S. Pascua, Maypajo Elementary School. Ms. Deborah S. Secopito,
Benigno Aquino Jr. High School, Mrs. Elizabeth N. Macaraeg, Baesa Elementary School). 143

IV. Rationale:
1. To seek up the quality and number of volunteers.
2. To work alongside our Board of Directors.
3. To be effective and efficient in delivery and humanitarian services.
4. To raise funds
5. To upgrade transparency and accountability
6. To maintain a well function organization

V. Insights:
1. Red Cross Caloocan City Chapter – Performance, Quality and Accountability (PQA)
Assessment works to improved performance, increased accountability and lasting efficiencies
for better results.
2. The PQA tool is mainly developed for the chapter administrators on a qualified management
staff working for the chapter.
3. Ms. Almira Abrasado, La Union Chapter Administrator and PQA Assessor enumerated and
explained the Seven Commitments of Performance, Quality and Accountability. The following
are the PQA Commitments to be assessed:
3.1 Committed Leadership and well-functioning Governance
3.2 Well-functioning management, Human Resources, Administration, Finance System
3.3 Staff and Volunteer’s Competencies
3.4 Participation, Communication and Information Sharing
3.5 Feedback and Complaint Response Mechanism
3.6 Learning and Continuous Improvement
3.7 Coordination and Working Partners and Stakeholders
4. Ms. Rocie Nicolas, National Assessor, administered the PQA test to the RCY Teacher’s
League Officers with confidentiality in questions and answers.

VI. Reflection:
The Caloocan Chapter is optimistic is achieve Very Satisfactory status based on the
requirement of Chapters, Performance, Quality and Accountability.
