Building management system

Basic requirements

Facilities shall be provided with a direct digital control (DDC) building management system (BMS) to control and monitor all HVAC and
plumbing systems. 

The speci cation for the BMS shall be developed by the building designer in consultation with HMC. Key performance criteria for the
system are provided below.

  The BMS shall represent industry best practice and incorporate the latest available industry standard proven technology. The system must
utilize an open and non-proprietary communication protocol to allow it to be interfaced with the wider HMC facilities management
systems. 

This system shall generally consist of modular controllers communicating over a common data highway. The network cabling shall be
con gured such that it can continue to function with one section of cabling severed or disconnected.

Detailed requirements

Each air handling unit shall have a dedicated controller. There shall be a minimum of one controller in every smoke control compartment.
The only cabling which would cross the main re and smoke compartment barriers should be the network cabling.
All valve and damper actuators shall be electric. Pneumatic controls shall not be used.

The functions provided by the BMS shall include but not be limited to:

control and monitoring of all HVAC, plumbing and medical gas equipment,
monitoring of alarms from electrical equipment such as generators and UPS,
monitoring of elevators,
energy metering including electrical meters and heat meters on chilled water and heating water,
water meters for cold water, domestic hot water and reclaimed water use.
The uses of metering data shall be discussed and agreed with HMC by the building designers. Anticipated uses include allocation of
  energy and water costs on a building or departmental basis, identi cation of energy saving initiatives and early warning for unrevealed
system operational issues.

The BMS shall interface with other building control systems such as re alarms, lighting control and access control.
A graphical user interface (GUI) for the BMS shall be developed in conjunction with HMC. It is anticipated that the system users will
interface with the BMS through a number of devices, including:

xed monitoring stations in a control room in each clinical building,


portable devices such as smart phones and tablets through the internet or HMC wi ,
centralized monitoring station within the HMC engineering or facilities of ces,
remote access on personal devices through the internet.
The GUI shall be adaptable to ensure the information is displayed in the appropriate format for the device being used.
