1-1-2 Bolivian side


(1) Counterpart allocation:
The counterpart allocation includes the costs of transport; food and accommodation of
members of the project committees by both schools (ETSBJCA and ENS).
In addition, both schools guarantee the necessary budget for the activities of the year 2020
(in Bolivia from January to December) that includes transportation, lodging, food as
stipulated in the minutes of discussions.
The changes in the authorities of the Bolivian Ministry of Health will change the members
of the project committees, the names of the people who will assume the functions of the
committees are currently not available

(2) Project Office.


The local office at the School of Cochabamba ETSBJCA was damaged due to repair and
maintenance of the infrastructure, the equipment of this office was moved to another
environment temporarily, it is expected that by January 2020 the initial space will be
restored.

The local office at the school of La Paz ENS will have a new environment by decision of
the new authority and suggestion of the FORTESA JICA consulting team, this designation
will be known by January 2020, it is expected that the project can finance an improvement
in equipment current.

(3) Heat and water costs of central and regional offices


The local counterpart is responsible for costs related to water, electricity, currently internet
service and maintenance of the infrastructure at local project offices.

(4) Counterpart personnel expenses


The hiring of people and their fees are guaranteed by both schools, people of different
positions assume the functions as members of the project committees. The new members
of the project's national and local committees will be changed once again, both schools let
us known whom new personal were assigned at January 2020.

(5) Other local cost


Most of the time, the schools are covering the costs of transportation, food, and lodging to
participate in coordination meetings, workshops, and training sessions. However, for some
activities, both schools requested resources for travel at least once in this semester. In

order to continue with the planned activities, FORTESA has covered some of these
expenses. However, there is a need to cover some unintended costs when there are
unplanning emergency activities.

1-2 Progress of Activities


(1) In General

La Dirección General de Planificación del Ministerio de Salud solicitó a la asistencia técnica


de FORTESA –JICA (28 de agosto de 2019) realizar la revisión, ajustes, corrección y/o
complementación de los diseños curriculares priorizados en el marco del proyecto
presentadas a esta dirección en mayo; posterior a este trabajo, la asistencia técnica realizó
la remisión de estos diseños curriculares con los ajustes solicitados a la DGP (17 de
septiembre de 2019), esta versión de los documentos fue remitido al Ministerio de
Educación por la Ministra de Salud para su aprobación (23 de septiembre de 2019), el
Ministerio de Educación emite su respuesta con algunas sugerencias y comentarios a los
5 diseños curriculares base remitidos (11 de octubre de 2019); posterior al análisis de la
respuesta emitida, la DGP con apoyo de la asistencia técnica de JICA, realiza una sesión
técnica con el personal del Ministerio de Educación de manera que se solucionan muchas
dudas sobre la redacción de los diseños curriculares remitidos (21 de noviembre de 2019).
Durante este periodo, Bolivia vivió un momento de desestabilidad política frente a la
renuncia del ex presidente Evo Morales (10 de noviembre de 2019) por irregularidades en
las elecciones nacionales de 20 de octubre de 2019, hecho que trajo conflictos sociales
que paralizaron actividades en todo el territorio nacional por más de 3 semanas.
Posterior a la situación tensa en el país, se retomaron las actividades sobre la aprobación
de los diseños curriculares base para la firma de la resolución Biministerial.
Con cambio en los actores políticos, ambas directoras de las escuelas implementadoras
del proyecto fueron sustituidas; se posesionaron a nuevas autoridades, en la Escuela
Técnica de Salud al Dr. Hector Leaño en Cochabamba (28 de noviembre de 2019) y en la
Escuela Nacional de Salud al Dr. Limber Rivera en La Paz (29 de noviembre de 2019).
Con las nuevas autoridades se llevaron a cabo reuniones de presentación del proyecto y
se alertó sobre la situación actual en los diseños curriculares, de manera que con los
equipos designados se complementaron los diseños curriculares según solicitudes y
formatos del Ministerio de Educación, documentos concluidos el día 27 de diciembre de
2019. Se espera que para el 2020 las autoridades actuales del Ministerio de Salud remitan
para aprobación los diseños curriculares al Ministerio de Educación.
El proyecto realizó tres capacitaciones con la llegada de expertos de terceros países (El
Salvador y Paraguay) en Gestión y Administración del proyecto, Salud Sexual y

Reproductiva y Promoción de la Salud con Participación Comunitaria de acuerdo a lo


programado con ambas escuelas y el Plan Operativo del proyecto, así también, el proyecto
pago a becarios bolivianos a El Salvador y el Paraguay para la complementación práctica
de las capacitaciones recibidas.

The General Directorate of Planning of the Ministry of Health requested the technical
assistance of FORTESA –JICA (August 28, 2019) to carry out the review, adjustments,
correction and / or complementation of the prioritized curricular designs within the
framework of the project presented to this address in May; After this work, the technical
assistance made the referral of these curricular designs with the adjustments requested to
the DGP (September 17, 2019), this version of the documents was sent to the Ministry of
Education by the Minister of Health for approval ( September 23, 2019), the Ministry of
Education issues its response with some suggestions and comments to the 5 base
curriculum designs submitted (October 11, 2019); After the analysis of the response
issued, the DGP with the support of JICA technical assistance, holds a technical session
with the staff of the Ministry of Education so that many doubts are solved about the drafting
of the submitted curriculum designs (November 21, 2019).
During this period, Bolivia experienced a moment of political instability in the face of the
resignation of former President Evo Morales (November 10, 2019) due to irregularities in
the national elections of October 20, 2019, which brought social conflicts that paralyzed
activities throughout the national territory for more than 3 weeks.
After the tense situation in the country, activities were resumed on the approval of the basic
curricular designs for the signing of the Biministerial resolution.
With change in the political actors, both directors of the project implementing schools were
replaced; new authorities were taken over, in the Technical School of Health to Dr. Hector
Leaño in Cochabamba (November 28, 2019) and in the National School of Health to Dr.
Limber Rivera in La Paz (November 29, 2019).
With the new authorities, project presentation meetings were held and the current situation
in the curricular designs was alerted, so that with the designated teams the curricular
designs were complemented according to requests and formats of the Ministry of
Education, documents concluded on the day December 27, 2019. It is expected that by
2020 the current authorities of the Ministry of Health will send the curricular designs to the
Ministry of Education for approval.
The project conducted three trainings with the arrival of experts from third countries (El
Salvador and Paraguay) in Project Management and Administration, Sexual and
Reproductive Health and Health Promotion with Community Participation as scheduled
with both schools and the Operational Plan The project also paid the project to Bolivian

scholars to El Salvador and Paraguay for the practical complementation of the training
received.

(2) Output 1

La actualización de estos diseños curriculares requieren de una aprobación entre el


Ministerio de Salud y el Ministerio de Educación (denominada resolución biministerial),
estos documentos siguieron un proceso que incluye la revisión, ajustes, corrección y/o
complementación de los diseños curriculares priorizados en el marco del proyecto por
parte de la asistencia técnica, esta nueva versión de los documentos (ajustes de forma)
fueron remitidos al Ministerio de Salud quienes enviaron al Ministerio de Educación para
su revisión, el Ministerio de Educación remitió sus observaciones, muchas de las cuales
fueron resultas a través de una reunión con el personal técnico del Ministerio de
Educación, sin embargo, otras sugerencias en los formatos fueron solicitados a los
miembros del comité nacional de ajuste de diseño curricular y a los miembros de los
comités locales.
Con esta nueva versión, se elaboraron 3 documentos por parte de las escuelas con
asistencia técnica de JICA y son: informe técnico conjunto, informe legal conjunto y
proyecto de resolución Biministerial, las cuales deberán remitidas nuevamente al
Ministerio de Educación para la suscripción de la resolución Biministerial que permita la
aplicación del nuevo currículo basado en competencia desde el año 2020.
Desde enero de 2020 se pretende desarrollar capacitaciones de inducción a los docentes

para la aplicación del nuevo diseño curricular basado en competencias liderado por los
miembros del comité nacional de cada escuela con asistencia técnica de JICA.

The updating of these curricular designs requires an approval between the Ministry of
Health and the Ministry of Education (called biministerial resolution), these documents

biministerial that allows the application of the new competition-based curriculum since
2020.
Since January 2020, it is intended to develop teacher induction training for the application
of the new competency-based curriculum design led by the members of the national
committee of each school with technical assistance from JICA.

(3) Output 2
As part of the pedagogical resources, training in the preparation of textbooks is
contemplated, workshops that began in the period from February to April 2019, were
developed both in the city of La Paz and in Cochabamba and finally a joint event was held
with the presence of local experts in the elaboration of textbooks, the teachers participating
in these trainings are developing the commitments assumed in these workshops

Progress in the outcome related to pedagogical resources includes those achievements


and progress of national and local committees in working on the diagnosis of teaching
planning and textbooks.
Textbooks are successful in keeping national and local textbook committees active,
textbook training was developed and the thematic areas for textbook development were
defined.
In didactic planning, national and local committees are kept active and training on this

(4) Output 3
After the visit of the Japanese expert and the evaluation made to the different schools, it is
planned to socialize these results and conclusions issued with the project adviser, in this
way to continue with the activities related to the result 3.
This provides progress in defining the methodology for diagnosing and identifying teacher
training needs in the classroom, laboratory and community.

1-3 Achievement of Output

La aprobación a través de la resolución biministerial de actualización de diseños


curriculares base, permitirá la formación técnica de personal de salud de acuerdo a la
nueva política de salud basado en competencias a partir del año 2020 iniciando primero
en ambas escuelas públicas, con los nuevos diseños curriculares, los comités del proyecto
podrán desarrollar sus recursos pedagógicos (libros de texto y planeamiento didáctico)
como también establecer el sistema de educación permanente dirigido a docentes para la
aplicación de diseño curricular basado en competencia.
Se espera la suscripción de la resolución biministerial para enero de 2020.

The approval through the bi-ministerial resolution to update basic curricular designs, will
allow the technical training of health personnel according to the new health policy based

1-4 Achievement of the Project Purpose

El objetivo del proyecto referente a la formación técnica de personas con calidad se prevé
que para el año 2020 se inice esta formación con los nuevos diseños curriculares a través
de actividades que fortalezcan la capacidad de docente de aplicación del enfoque de
competencias en las 5 carreras priorizadas por el proyecto; así también, se podrán aplicar
los nuevos recursos didácticos como libros de texto y planeamiento didáctico que se
encuentran en desarrollo gracias a la capacitación de la asistencia técnica del proyecto.

The objective of the project regarding the technical training of people with quality is
expected that by 2020 this training will be initiated with the new curricular designs through
activities that strengthen the teaching capacity of the competence approach in the 5
prioritized careers for the project; likewise, the new teaching resources such as textbooks
and didactic planning that are in development can be applied thanks to the training of the
technical assistance of the project.

1-5 Changes of Risks and Actions for Mitigation


Los riesgos identificados siguen siendo el cambio de actores tanto en autoridades como
en miembros de los comités para ambas escuelas, esto porque existe un cabmio de
gobierno central en Bolivia. Sin embargo, la asistencia técnica y el equipo consultor del
proyecto, prevé esta situación para que la inducción de nuevos actores del proyecto sea
ágil y permita la continudidad de las actividades, dirigido al logro de los resultados del
proyecto como mitigación de este riesgo.

The risks identified continue to be the change of actors in both authorities and committee
members for both schools, this is because there is a central government change in Bolivia.
However, the technical assistance and the project consulting team foresees this situation
so that the induction of new project actors is agile and allows the continuity of the activities,
aimed at achieving the results of the project as a mitigation of this risk.

1-6 Progress of Actions undertaken by JICA

Las acciones tomadas desde la asistencia técnica de JICA a través de su equipo consultor
permitieron al Ministerio de Salud (DGP) y a ambas escuelas la vinculación y alineación
de los procesos que deben seguirse para el logro de la suscripción de la resolución
biministerial entre el Ministerio de Salud y el Ministerio de Educación, la asistencia técnica
facilita la coordinación entre los actores de la Dirección General de Planificación (DGP),
autoridades máximas del Ministerio de Salud, las autoridades de ambas escuelas del
proyecto y otros actores vinculados, lo cual permite generar un lenguaje común y poder
acortar los tiempos de gestión de documentos necesarios; asimismo, la asistencia técnica
de JICA impulsa a los miembros de los comités nacionales y locales la generación de
cronogramas de trabajo para el avance en los resultados 2 y 3 del PDM del proyecto.

and other related actors, which allows generating a common language and be able to
shorten the necessary document management times; JICA's technical assistance also
encourages the members of national and local committees to generate work schedules for
the progress in results 2 and 3 of the project PDM.

JICA envió expertos de terceros países de El Salvador y Paraguay para realizar tres
capacitaciones programas con ambas escuelas, la primer se realizó con la experta en
gestión y administración de comités proveniente de El Salvador, capacitación realizada en
La Paz el 24 y 25 de Julio de 2019 con participación de los miembros de los comités
nacionales del proyecto. Estuvo presente la jefa asesora del proyecto.
Así también se llevó adelante la capacitación en Salud Sexual y Reproductiva en la
ETSBJCA de Cochabamba por expertos de terceros países de Paraguay dirigido a los
docentes principalmente del área de enfermería y nutrición de ambas escuelas del 07 al
09 de septiembre de 2019. Estuvo presente la jefa asesora del proyecto
Por último, se llevó adelante la capacitación en Promoción de la Salud con Participación
Comunitaria entre el 09 al 11 de octubre de 2019 en la casa "grande del pueblo" dirigido
principalmente a docentes relacionados a esta área, este evento contó con el desarrollo
de un simposio en educación en promoción de la salud en el primer día, donde participaron
expertos bolivianos, y paraguayos.

JICA sent experts from third countries of El Salvador and Paraguay to carry out three
training programs with both schools, the first one was carried out with the expert in
management and administration of committees from El Salvador, training conducted in La
Paz on July 24 and 25, 2019 with participation of the members of the national committees
of the project. The chief project adviser was present.
Likewise, the training in Sexual and Reproductive Health in the ETSBJCA of Cochabamba
was carried out by experts from third countries of Paraguay aimed at teachers mainly in
the area of nursing and nutrition of both schools from September 07 to 09, 2019. The
present was present project advisor
Finally, training in Health Promotion with Community Participation was carried out between
October 9 and 11, 2019 in the "big town house" aimed primarily at teachers related to this
area, this event was the development of a Symposium on health promotion education on
the first day, where Bolivian and Paraguayan experts participated.

1-7 Progress of Actions undertaken by Gov. of Bolivia

Debido a la renuncia del presidente de Bolivia el 10 de noviembre de 2019, las nuevas


autoridades designan al nuevo Ministro de Salud Dr. Anibal Cruz Senzano (14 de
noviembre de 2019), designando nuevos directores en las escuelas del proyecto.
Las nuevas autoridades mencionan continuar las actividades del proyecto además de
impulsar los procesos pendientes para el logro de la suscripción de la resolución
biministerial que permita aplicar un nuevo diseño curricular a nivel Bolivia basado en
competencias y actualizado gracias a la asistencia técnica del proyecto.
Las escuelas del proyecto proveen el tiempo y actores necesarios para las reuniones y
talleres realizados desde la asistencia técnica del proyecto para el avance en las
actividades planificadas.
Se espera que para el año 2020 nuevamente se tenga un cambio en las autoridades del
Gobierno de Bolivia como también del Ministerio de Salud y ambas escuelas.

Due to the resignation of the president of Bolivia on November 10, 2019, the new
authorities appoint the new Minister of Health Dr. Anibal Cruz Senzano (November 14,
2019), appointing new directors in the schools of the project.
The new authorities mention to continue the activities of the project in addition to promoting
the pending processes for the achievement of the subscription of the biministerial
resolution that allows to apply a new curricular design at Bolivia level based on
competencies and updated thanks to the technical assistance of the project.
The project schools provide the necessary time and actors for meetings and workshops
held from the technical assistance of the project to advance the planned activities.
It is expected that by 2020 again there will be a change in the authorities of the Government
of Bolivia as well as the Ministry of Health and both schools.

Los retrasos en la gestión del proyecto podrán aparecer de acuerdo a las posiciones
personales de nuevas autoridades y actores que se involucren en el proyecto debido al
cambio de Gobierno en Bolivia durante el año 2020.
La asistencia técnica de JICA prevé esta situación y generará escenarios para facilitar la
coordinación y avance de las actividades previstas.

Delays in project management may appear according to the personal


positions of new authorities and actors involved in the project due to the
change of government in Bolivia during the year 2020.
JICA technical assistance provides for this situation and will generate
scenarios to facilitate coordination and progress of planned activities.

3-1 Project Design Matrix - PDM
El proyecto realizó la primera reunión del Comité de Coordinación Conjunta que tuvo por
objetivo la suscripción del PDM del proyecto ajustado generando oficialmente una versión
del PDM que se ajusta a la realidad de los ejecutores del proyecto.
El evento se llevó a cabo el 13 de agosto en el Hotel Real, con participación de la Ministra
de Salud, Dirección General de Planificación, ambas escuelas, la asistencia técnica de
FORTESA-JICA y diferentes actores de la cooperación internacional, también se pudo
realizar la entrega del equipamiento dirigido al fortalecimiento de la formación técnica de
las escuelas donde se destacaron los simuladores de parto del tipo NOELLE.

The project held the first meeting of the Joint Coordination Committee JCC that aimed to
subscribe the PDM of the adjusted project by officially generating a version of the PDM
that fits the reality of the project executors.
The event was held on August 13 at the Hotel Real, with the participation of the Minister of
Health, General Directorate of Planning, both schools, technical assistance of FORTESA-
JICA and different actors of international cooperation, it was also possible to carry out the
delivery of the equipment aimed at strengthening the technical training of the schools
where the birth simulators of the NOELLE type stood out.

after its Completion

So far, no evidence has been shown to guide the sustainability of the Project
by the government of Bolivia.
