(1.0) PURPOSE:

The purpose of the contractor safety program is to establish, implement, and execute
a practical and effective method for preventing accidents, illnesses, and injuries and
protecting the environment.

(2.0) SCOPE:

This procedure assign responsibilities, provide safety guidance and defines


the action to be taken by the visitors, users, contractors and any KPC
employee when working in or visiting the site.

(3.0) DEFINITIONS:

Assembly Area: A pre determine location in which to assemble and


conduct a roll call in case of an emergency evacuation.

Competent Person: An individual who has sufficient technical knowledge and/or


experience, to enable him to avoid Danger and has been authorized in writing, by an
appropriate officer of KPC; to carry out duties specified which may include receipt,
transfer and clearance of specified Safety Documents

Senior Authorized Person: An individual who has been authorized in writing, by an


appropriate officer of KPC, to carry out duties specified which may include the
preparation, issue, transfer and cancellation of specified Safety Documents.

Liaison Officer: The KESC, KPC contract Liaison Officer will be the person
who has initiated the work and through whom all communications between
the KESC, KPC and company will be channeled.

Employee: An employee of a contractor and the employees of subcontractors,


Consultants, vendors and suppliers.

Hazardous Material: A substance or mixture of substances that may produce adverse


effects on the health or safety of a human being, due to characteristics such as being
explosive, flammable, poisonous, irritating, or corrosive.

Work Area: Specific site or location where work is performed.

(4.0) RESPONSIBILITY:

(4.1) Concerned Dept. Head shall send prior information to Manager HSEQ
regarding arrival of contractor, sub-contractor and visitor.

(4.2) HSEQ Manager shall provide safety induction to contractor, sub


contractor and visitor.

(4.3) Work permit is mandatory to all contractors, sub contractors for


doing any job at KPC premises. Concerned Dept Head or Liaison
officer shall nominate competent person for issuance of Work
permit.

(4.4) Liaison Officer/ Competent person shall be responsible for


establishing general safety at site.

(5.0) PROCEDURE:

(5.1) Contractors, sub contractors shall follow all established procedures, as well as
all applicable safety standards and regulations while on site.

(5.2) All Contractors, sub contractor work must be carried out in accordance with a
safe system of work. KESC KPC achieves this by the application of its safety
rules. Work on all plant and apparatus at KPC must follow the safety rules. The
safety document must then be issued to a competent person by a SAP Senior
Authorized Person).

(5.3) Contractors, sub contractors shall report to the Liaison Officer/competent


person prior to beginning work on a daily basis. Contractors must be directly
supervised by their own supervisor, or by KPC representative (Competent
Person). This person shall be responsible for the daily supervision of the work
crews.

(5.4) Contractors, sub contractors shall provide all the required tools, equipment,
supplies, personal protective equipment, and personnel to comply with the
terms of the contract or service agreement.

(5.5) Work areas shall be cleaned and all debris disposed of daily. Overall
housekeeping shall be kept neat and orderly.

(5.6) Any hazard, oil/chemical spillage and incident including (accident, near miss)
involving contractors must immediately be reported to the competent person
or Control Room. Further it shall be reported to HSEQ Manager for detail
investigation.

(5.7) Contractors shall, at the completion of work, remove their property, supplies,
equipment, tools, and any waste materials with the approval of Liaison Officer.

(5.8) KPC reserves the right to remove any contractor from the property in the event
of unsafe work practices.

(5.9) All contractors, sub contractors and visitors shall participate in Evacuation drill
when it performed.

(5.10) All moving vehicles (cranes, fork lifters etc), radiographic substance, tools &
equipments, compliance certificates, driving license shall be checked by
competent person and HSEQ Manager before start of work at KPC premises.
Compliance certificates and driving license copy shall be kept as record in
HSEQ Dept.

(5.11) In case of unavailability of compliance certificate and driving license the


contractor, sub contractor shall not be authorized to work in KPC premises.
