The Orange Knowledge Programme aims to odvonce the developmenl of lhe capacily.
knowledge a n d quality of bolh individuals os well as organisations in the field of Technical
and Vocolionol Education and Training and Higher Education and in other fields relaled to
priority themes in the OKP partner countries.
You must meet a number of criteria that support the aim of the OKP to be eligible for a
scholarship.
The criteria for scholorshlp applicant ore as follows:
• The scholarship applicant works for one of the following types of national and/or locol
organisations: ministries. secondary or higher vocational or academic education
inslilulions, universities, private sector, commissions or NGOs. The scholarship applicant
may not work for:
o a bilateral or multilateral organisation;
o a non-governmental organisation thoi is internationally active and is focused
on representing social interests. such as development cooperation, noture
and environmental protection, health or human rights, 1
• The scholarship opplicont is o professional who, in light of his/her fl) role, /2) multiple
years of relevant work experience and 13) networks within a theme relevant to local
development. is In o posillon or through his/her employer could be put in a position to
apply what he/she hos learned in proclice.
• The scholarship oppliconl holds the nationality of and is resident and working in one of
the countries on the OKP Country list [see the document 'Country List for Short courses
and Masters - OKP' on www.studyinhollond nl/okp)
The scholarship applicant must not receive more than one OKP scholarship for
courses/programmes that lake place o l lhe some lime. If the scholarship applicant submits
two or more scholarship oppllcollons for courses/programmes tho! toke place at the some
time:
• The scholarship application that was registered first in the scholarship opplicollon
system will be processed;
• The other scholarship applicolionfsJ will be declared not eligible.
How lo apply
Before you apply, make sure you review the eligibility criteria carefully and check whether
your employer is willing to nominate you for the scholarship.
When you ore certain that you ore eligible for on OKP scholarship, you con start making the
necessary preparations for your application.
Follow these steps lo apply:
1. First find o course or master's programme !hot is eligible for the scholarship. You con find
the eligible courses In our study programme dotobose www.,tudyrnder nl, specifying in
the search criteria: 'OKP qualified: Yes'.
2. Cantoct the Dutch higher education institution thot is offering the course for information
on:
o. the course content:
b. the scholarship opplicotlon deadline /deadlines con differ per Dutch institution):
c. the scholarship application and selection procedures;
d. the online opplicotion form ond the required application documents.
3. Prepare your opplicotion ond the supporting documents.2•
4. Submit your ontine opplicotion via the Dutch institution offering the course.
For any questions on the application or selection procedure please contocl lhe Dutch
institution directly.
Selection procedure
The Dutch institution con nominate your application for on OKP scholarship if your opplicolion
meals the OKP ellglblllly criteno. The selection procedure Is os follows:
• The Dutch institution submits a grant request to Nuffic requesting funding for eligible
scholarship applications.
• The opplicoble Netherlands Embassy will check the individual applications on their
eliglbillly and will assess the opplicotlons based on the eligibiltty criteria and the
Embassy country focus oreo/s).
• Only eligible opplicotions will be token in to further consideration. Applications that do
not meet lhe eligibility criteria will be rejected.
• The selection will be determined by the ovoitoble deadline budget, the number of
oppllconts a n d the quality and sullobllity of the applications.
• Candidates whom have been nominated will be informed of the outcome of the
selection by the Dutch institution.

Obligations for scholarship holders
Orange Knowledge Programme (OKP)
This document is meant for candidates and scholarship holders who hove been selected a
scholarship under the Orange Knowledge Programme. It states the obligotions for candidates
and scholarship holders, Informs obout the various roles ond responsibilities of the porties
Involved ond informs oboul lhe scholorshlp reimbursements.
2. The scholorship holder must endorse the overoll aim of the Orange Knowledge
Programme.
3. The aim of the Orange Knowledge Programme cannot be achieved if the scholarship
holder does not return lo his or her home country end employer.
4. The scholorship holder is expected to hove token note of the information available on the
programme. Information is available on www.studyinhoi1g1 d.nl/of:p end through the
Dutch Institution.
5. The programme is initiated and funded by the Dutch Mlnlst,y of Foreign Affairs under the
budget for Development Cooperation and managed by Nuffic.
6. Scholarship holders ore selected exclusively for the course or programme at the Dutch
institution for which they applied for a scholarship.
7. Nuffic awards o grant to the Dutch inslttutlon that provides the course or programme to
enable the Dutch institution to finance the scholarship for which the scholarship holder
was selected. The scholarship is inextricably linked with the grant award to the 0u1ch
institution.
8. The Dulch institution is responsible for the grant octivtties and for monoging the grant and
is accountable to Nuffic for this.
Scholarship reimbursements
11. The scholarship is a contribution towards the costs of the course or programme and
covers costs as specified in Annex 1: Fixed reimbursements. All other costs are the
responsibility of the scholarship holder.
12. Allowances and reimbursements only apply to the actual number of days or months the
scholarship holder attended the course or programme. The Dutch institution determines
how the reimbursements are paid [e.g. in cash. in kind. by bank transfer etc).
13. The nxed reimbursements for subsistence allowance, study materials and if relevant
e-leomlng facilities as stated In Annex I: Fixed reimbursements ore paid by the Dulch
institution to or on behalf of the scholarship holder. The other fixed reimbursements ore
allocated by Nuffic to the Dutch institution,
14. The scholarship is only intended for the duration of the course or programme for which I he
scholarship holder host been selected.
15. The scholarship hos the duration of the nominal study period (from start to end dote) of
the course or programme for which lhe scholarship holder wos selected.
16. The Dutch institution c o n extend a scholarship for a master'sdegree programme with a 3
month unfinonced (budgetary neutral) extension.
17. The Dutch institution may grant a financed extension with a maximum duration of
3 days otter the end date of study (nominal sludy period) for scholarships for Short
Courses and a maximum of 3 months offer the end dote of study (nominal study period)
for scholarships for Moster' s degree programmes only In case of severe heollh Issues of
the scholarship holder or death of a first-degree relative of the scholarship holder.
20. The Immigration Authorifies {IND) will be notified by the Dutch instilution of the end of the
scholarship period.
Wllhdrawal
21. The Dutch institution may decide to withdraw the scholarship ot ony point if:
ii becomes clear or if there is reasonable doubt that the scholarship holder will not be
able to successfully complele the course or programme within the nominal scholarship
period ond possible extension;
the scholarship holder is not available on a ful time basis to pursue the course or
programme without interruption during the nominal study period:
the scholarship holder does not comply wi1h these obligalions, or rules and regulations
ond/or instructions of the Dutch Institution:
the scholarship holder cannot be insured:
the scholarship holder does not comply wilh the oppllcoble Immigration procedures or
cannot obtain a visa for any reason;
the scholarship holder supplied informallon on the application form or accompanying
documenls (which formed the basis for !he selection) that is found to be inoccurale or
makes a false declaration of any sort;
the scholarship holder commits a criminal offence.
22. The scholarship holder and alumni must cooperole in surveys or evaluations canducled
by or commissioned by Nuffic or the Netherlands Ministry of foreign Affairs and provide
the requested information.
Privacy
23. The personal data of candidates and/or scholarship holders provided in the scholarship
applicallon and/or !he subsequent granl opplicolion wm be used by Nuffic, lhe Mlnlslry of
Foreign Affairs {including !he Nelherlonds embassies in the relevant country), external
evoluolors of the programme, and the relevant grant applicants/ grant recipients (Dutch
Institutions) who apply and/or receive on OKP grant for the purposes of admlnislrotlon.
assessment, selection, monitoring and evaluation of the Orange Knowledge Programme.
All personal data will be proces.sed in accordance with !he EU General Dalo Protection
Regulation (GDPR). The scholarship holder's data is not stored longer !hon necessary (8
weeks after a gronl hos been awarded lo the Dutch institution}.
24. The scholarship holder may request to see all personal d o l e relaling to him/her is stored
under his/her name, and/or ask for It to be amended or removed. These requests musl be
submitted to the Dutch educolion institution where the scholar has studied.
26. If the scholarship holder does not agree with the way his/her personal data Is
processed within the framework of the Orange Knowledge Programme, the scholarship
holder con submit o complaint to the Dalo Protection officer of the Dutch education
Institution grant applicants/ grant recipients who apply and/or receive on OKP grant.
27. The scholarship holder c o n also submit o complain I to the Dul ch Dalo Protection
Authority (www.outorlleilp&rsoonsaegeven nl).
Liability
28. Nuttic and the Dulch Ministry of Foreign Affairs d o not accepl any responsibility. financially
or otherwise, for the consequences of any illness. occident or other risk lhol the
scholarship application and or scholarship may entail.
29. After the end of the scholarship period oil rights and claims related to the scholarship
expire.
