KLPL(GAIL) BREAK WATER TENDER FOR DABHOL

I would like to submit the findings and summary of Pre-bid Discussions during
meeting held on 22.02.19 at GAIL office at Noida.

1. Qualification of Consortium can be any Marine works like dredging, concrete


works or any construction works can be eligible.

2. Bidder shall submit proof of ownership, commitment letter/MOU for hired


equipements etc. Bidder shall also submit categorical confirmation to mobilise the
below minimum equipments during exectution of work

Minimum Equipment with Capacity ( Minimum)

2.1 Split Hopper Barge 3Nos. 600 T

2.2 Flat top material barge 20000 T(commented GAIL will review the cap.)
2.3 Crane Barge\Crawler Crane 1800 T

2.4 Batching Plant 60 Cu M/hr

3. KLPL/GAIL stated that their cargos will come frequently and they may halt the
progress with time period of approx. 36 hrs of interruption during vessel boarding
& clearing cargos, and no. of cargos expected 25nos./year.

4. KLPL/GAIL stated that the Qualification documents shall be Verified by TPIA and
Notarized for both Leader & Member of Consortium, Otherwise PQ documents
will not be considered as valid.

2. Gulf Lloyds Inspection Services (India) Pvt. Ltd. (GLIS)

3. International Certification Services (ICS)

4. Bureau Veritas (Ind.) Pvt. Ltd.

5. TUV SUD (TUV)

6. Det Norske Veritas (DNV)

7. Certification Engineers International Ltd.

8. Llyods Register Industrial Services (LRIS)

*** All charges towards verification and certification shall be borne by the bidder.

5. Bidder shall submit PQR related List of Projects/ reference list in the bid, so that
any one of the project can be considered as it suits to meet the PQR creteria.
Otherwise KLPL/GAIL will not entertain any new project other than the list of
projects submitted in the bid.

6. Requested to consider the PVC clause for HSD, and GAIL understood the
requirement but expressed it is but difficult for KLPL to introduce at this point of
time, still they will look into possibility.
7. GPL raised the instance of statutory variation after extention of contract due to
the not attributable to the contractor KLPL shall reimburse the GST, but KLPL
clarified that they are not entitiled for Input tax credit, Hence if any statutory
variation after contract period, contractor shall bear the taxes, and the same shall
be load in the bid quote.

8. Any Variation on the Quantity, KLPL will compensate as per SOR items quoted
during the bid, any part repair costs shall be defined in amenedment.

9. KLPL clarified that the existing Accropodes laid at Bharti shipyard and these
accropods will be encumberence free and KLPL will solve any issues raised while
acquiring the accropodes, if KLPL couldn’t resolve such issues, then contractor
shall cast the new Accropodes and cost will be compensated as per the Quoted
rate. Further KLPL informed that 41 Accropodes moulds are available at site and
those can be issued to the selected contractor as in whereis basis. If any delay
attributable to owner shall be compensated and time period would be relaxed.

10. FOR ACCROPODES: CLI informed that they will not demand any roualty for
existing casted Accropodes & moulds available at site, only charges applicable for
placing of existing accropodes and casting/placing new accropodes, and CLI would
send the common quotation to all vendors.

11. KLPL clarified that JV is not allowed, only consortium is allowed, format is
available.

12. KLPL stated that the Purchase preference under PP-LC Policy local cotent to
encourage udner Make-In-India in th contracted works shall be min- 35% of total
contract, otherwise preference will given to Vendors submitted complying PP-LC
policy terms.

storage, erection and commissioning.
Contractor shall insure equipment, workmen against accidents and injury during work and to
pay compensation as per Workmen’s Compensation Act.
16 Guarantee Period The guarantee period of 24 months commencing immediately on completion of works.
Electricity & Water Construction Power- by bidder – KLPL may provide single point at 400/410 KV level @0.5KM

18 Bidder to construct, Storage yard, Closed Storage shed; Cement storage; Office; Labour colony
etc,
a) Bidder must have completed in a single contract, at least one rubble mounded
offshore breakwater (not connected to main land) of total minimum length of 400m (in
maximum two parts) located in sea during last 25years.
OR
b) Bidder must Bidder must have completed in a single contract, at least one rubble
mounded land connected breakwater of minimum length of 1400m located in sea during
last 25 years
19 PQR
 The members of consortium should have experience in works associated with
breakwater or ports & harbor or marine works. The members of consortium shall assume
responsibility jointly and severally.
 The total number of members in consortium (including leader of consortium) shall not
exceed three. Leader of consortium shall perform overall project management.
 The leader of the consortium shall meet either of the criteria specified in cl. 1.1 a) or 1.1 b).
