1. ROAP and country offices together will do its utmost to further contribute to the achievement
of the 2030 Agenda and the New Urban Agenda in the region.
2. Make the best use of opportunities available through the UN development system reform
which are already having widespread impact especially at country level.
3. Enhance the impact of UN-Habitat’s activities and its presence/profile in countries by
improving the quality of products and their delivery.

Arab States LOVE & RESPECT

1. Resource mobilization: ROAS resource acquisition increased to more than $50m in 2018,
and the aim is to increase resources more, by at least 20% in 2019.
2. Strategic positioning within the new UNDS architecture: ROAS will have a strategy for
wider engagement with Regional SDG, UN Resident Coordinators, and UN Country Teams,
including the optimizing of country presence.
3. UN-Habitat reform agenda: ROAS will contribute strongly to the UN-Habitat reform agenda,
including through piloting reform processes in selected countries.

REGIONAL LEVEL PRIORITIES
Africa LOVE & RESPECT

1. The Regional Office for Africa (ROAf) will endeavour to improve resource mobilization,
overall project portfolio growth as well as project implementation/delivery rate.
2. To improve portfolio growth and implementation/delivery rate, ROAf will develop a robust
workplan for 2019 by the end of January, with clear priority countries, priority projects and
milestones so as to enable more focused implementation as well as monitoring of progress
and reporting of results objectively at the end of 2019.
3. ROAf will reorganize the management of its country programmes in order to optimize country
presence, in line with the current repositioning of the UN development system, especially
reform of the Resident Coordinator and UN Country Team systems, and will also engage more
systematically with the UN Sustainable Development Group’s regional coordination processes.

1. Development of UN-system wide coherence in its efforts to assist Member States to harness the
opportunities and meet the challenges of rapid urbanization (HCLP/CEB Paper)
2. Integration of key urban dimensions into the work of the UNSDG:
• Next Generation UNDAF Guidelines
• System-wide Strategic Document
• Strategic Results Groups, specifically elements to promote data (SRG1, TT3, urban indicators), policy
(SRG1, TT1, national urban policy), land and conflict prevention (SRG1, TT4), partnership (SRG4,
TT1-2, WUF, NUSs) and financing (SRG, TT1-3, IFSUD & urban window SDG Fund)
3. Continued advocacy in inter-governmental processes around the opportunities of accelerating
the achievements of the SDGs, delivering on Climate Action, implementing the Global
Compacts on Refugees and Migration through the implementation of the New Urban Agenda,
the localization of the SDGs and the empowerment of local governments. Major
intergovernmental events include HLPF (July), UN General Assembly (Sept).

1. Next phase for the Regional Platform for implementation of the New Urban Agenda as an
accelerator of SDGs
2. Renovating the strategic perspective for Latin America and the Caribbean based on key
drivers:
 Urban Innovation

 Smart Cities

3. Going to next level on institutional deployment in the region, taking into consideration recent
evolutions through:
 Consolidation of the business model through empowered and well equipped multi-country teams
 Aligning with UN Reform through more integration to UN wide work and appropriated co-location
 Making an effort to strengthen attention to the Caribbean

4. Promoting development of field teams as the most important asset of our organization by:
 Creating conditions for more stability of teams, regardless of the type of contract and within the possibilities of UN Common
system rules and regulations
 Advancing on gender parity
 Facilitating more interaction with other UN organizations teams for cross-fertilization and integration
