Government of Jammu and Kashmir Home Department ‘Civil Seretara, Jammu Subject: Temporary suspension of Telecom Services-directions reg; Government Order No: Home - 08 (TSTS) of 2020 Dated: 24.01.2020 Pursuant to directions related to regulation of telecom services, issued on 14" and 18" January 2020, the law enforcement agencies have reported no adverse impact so far. However, they have expressed apprehension, of misuse of internet for propagation of terror activities and incitement of general public by circulation of inflammatory material, coordination of activities inimical to the Security of the State or maintenance of public order, ete; 2. In view of the security situation prevailing in the Union Territory of J&K and the reports/ details submitted by the Police authorities, 1, Principal Secretary to the Government, Home Department, being satisfied that it is absolutely necessary so to do, in the interest of the sovereignty and integrity of India, the Security of the State and for maintaining public order, in exercise of the powers conferred by sub- section (2) of section 5 of the Indian Telegraph Act, 1885 and sub-rule (1) of Rule 2 of the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017, and in supersession of the directions issued earlier, hereby direct that mobile data services and internet access through fixed line shall be allowed across the UT of J&K with the following restrictions: 1. Mobile data services: i, Access shall be limited only to the whitelisted sites and not to any social media applications allowing peer to peer communication and Virtual Private Network applications; Data services shall be available on the post-paid mobiles and on pre- paid sim cards of such holders whose credentials have been verified as per the norms applicable for post-paid connections: and ili, The internet speed shall be restricted to 2G only. Tl, _ Fixed line Internet connectivity: Wherever connectivity has been provided since 14.01.2020, access shall be limited only to the whitelisted sites and not to any social media applications allowing peer to peer communication and Virtual Private Network applications. Internet connectivity shall be available only after Mae-binding. Itis further directed as under: IIL, The list of whitelisted sites is as per Annexure A. Whitelisting of sites shall be a continuous process. IV. The ISPs shall be responsible for ensuring that access is allowed to whitelisted sites only. V. lll those who are provided access to the internet shall be responsible to prevent any misuse, for which they shall take all the necessary Page of 10precautions, including change of accessibility credentials, maintaining records etc., along with the precautions as already directed. VI. The access/communication facilities made available by the Government by way of e-terminals/internet kiosks apart from special arrangements for tourists, students, traders etc. shall continue. VIL The Telecom Service Providers (TSPs) shall continue with the process for verification of credentials of pre-paid sim card holders as per the norms applicable for post-paid connections, as already directed, EY The IsGP, Kashmir/Jammu shall ensure communication of these directions to the service providers forthwith and ensure implementation of the directions with immediate effect. 4.
