SECTION 1.01.06: Maintenance

(a) All buildings or structures, both existing and new, and all parts thereof shall be maintained in
a safe and sanitary condition. All devices or safeguards, which are required by this Code in a
building or structure when constructed, altered, or repaired, shall be maintained on good
working order.

SECTION 3.01.07: Maximum Height of Buildings and Increases

(a) The maximum height and number of stories of every building shall be dependent upon the
character of the occupancy and the type of construction, and shall not exceed the limits
determined by population density, building bulk, widths of streets, and car parking
requirements. The height shall be measured from the highest adjoining sidewalk or ground
surface, provided that the height measured from the lowest adjoining surface shall not exceed
such maximum height by more than 3.00 meters (10 feet): Except, That towers, spires, and
steeples, erected as a part of a building and not used for habitation or storage, are limited as to
height only by structural design if completely of incombustible materials, or may extend not to
exceed 6.00 meters (19 feet, 8 inches) above the height limits for each occupancy group if of
combustible materials.

SECTION 5.01.03: Percentage of Site Occupancy

(a) The maximum site occupancy shall be governed by the use, type of construction, and height
of the building, and the use, area, nature and location of the site, subject to the provisions of
local zoning requirements and in accordance with rules and regulations set forth by the
Secretary.

SECTION 5.01.09: Mezzanine Floor

(a) A Mezzanine floor is a partial, intermediate floor in any story or room of a building having an
area not more than one-half of the area of the room or space in which it is constructed.

SECTION 5.01.10: Vent Shafts

(b) Skylights. Unless open to the outer air at the top for its full area, such shaft shall be covered
by a skylight having a net area of fixed louver openings equal to the maximum required shaft
area.

SECTION 8.01.07: Stairs, Exits, and Occupant Loads

(a) General. The construction of stairs, exits, and occupant loads shall conform to requirements
for occupants of buildings, reviewing stands, bleachers, and grandstands.

Section 2. Policy

The state shall protect and advance the right of the people to a balanced and healthful ecology
in accord with the rhythm and harmony of nature against harmful effects of climate change. It
shall safeguard the environment, property, public health, in the interest of the common good
and general welfare consistent with the principles of sound environmental management and
control; and for this purpose, prescribe acceptable set of standards and requirements for
relevant buildings to regulate their location, site, planning, design, quality of material,
construction, use, occupancy, operation and maintenance.

Building Envelope 10.1.1 Air Tightness and Moisture Protection

a. General: As the humidity levels are very high in the Philippines, the unwanted infiltration and
humidity ingress into the spaces can cause additional load on the air conditioning system and a
detrimental 6 impact on air quality. Buildings must be planned and designed with specific details
to ensure that air tightness is maximized. Details should precisely include joints, service entry
points, windows and doors. The implementation of these measures requires only increased
attention to the construction details and it can be implemented at practically no cost.

10.2 NATURAL VENTILATION

a. General:This measure will give building occupants the flexibility and opportunity to use
natural ventilation for free cooling and fresh air in regularly occupied spaces. This measure will
limit the tendency to create glass- sealed box type buildings. Size of each room and space shall
be consistent with the occupancy load of the NBC.

10.3 BUILDING ENVELOPE COLOR

a. General: Light-colored building envelope, especially the roof areas which are the most
vulnerable, can reduce heat transfer from the outside to the inside of the building by having
surfaces with high Solar Reflectance Index (SRI). Since dark surfaces are better heat absorbers,
traditional cool roofs are white. Berkeley Lab research has demonstrated that raising the solar
reflectance of a roof from about 20 percent (dark gray) to about 55 percent (weathered white)
can reduce cooling energy use by 20 percent.

10.6.1 Daylight Provision

a. General: Building should be planned and designed to maximize the use of natural light so to
reduce the use of artificial illumination.

6.2.1 Role of Stations and Station Plazas

Stations and station plazas are nodes between rail transport and road transport and, although
their roles differ depending on location on the route network, local characteristics of stations,
and size, etc., the basic role of stations is to enable boarding and alighting passengers to use
trains, while that of station plazas is to provide safe, convenient and comfortable facilities to
enable rail users to transfer to and from buses and jeepneys.

6.2.4 Station Planning

(1) Basic thinking behind station planning

1) Establishment criteria: When it comes to the planning and construction of new stations,
consideration shall be given to the following establishment criteria.

① The station site must not present any problems in terms of transportation and technology.

• Track layout based on transportation plans which incorporate future

possibilities must be secured.

• Grade in stations must be 5‰ or less (10‰ or less in unavoidable cases)

• Curve radius of lines along platforms must be 400 m or more.

• Appropriate intervals must be secured between stations.

SECTION 1. This Act shall be known as the “Fire Code of the Philippines of 2008”.

SECTION 2. It is the policy of the State to ensure public safety, promote economic development
through the prevention and suppression of all kinds, of destructive fires, and promote the
professionalization of the fire service as a profession. Towards this end, the State shall enforce all
laws, rules and regulations to ensure adherence to standard fire prevention and safety
measures, and promote accountability in the fire protection and prevention service.

SECTION 7. Inspections, Safety Measures, Fire Safety, Constructions and Protective and/or
Warning Systems. - As may be defined and provided in the rules and regulations, owners,
administrators or occupants of buildings, structures and their premises or facilities and other
responsible persons shall be required to comply with the following, as may be appropriate:

a) Inspection Requirement - A fire safety inspection shall be conducted by the Chief, BFP or his
duly authorized representative as prerequisite to the grants of permits and/or licenses by local
governments and other government agencies concerned, for the:

(1) Use or occupancy of buildings, structures, facilities or their premises including the installation
or fire protection and fire safety equipment, and electrical system in any building structure or
facility; and

(2) Storage, handling and/or use of explosives or of combustible, flammable, toxic and other
hazardous materials;

b) Safety Measures for Hazardous Materials - Fire safety measures shall be required for the
manufacture, storage, handling and/or use of hazardous materials
